AN ORDINANCE AMENDING ARTICLE 3 G>F CHAPTER 2 OF THE CODE
OF ORDINANCES; ESTABLISHING A BOARD TO BE KNOWN AS THE LUBBOCK
CITY-COUNTY LIBRARIES BOARD TO BE COMPOSED OF NINE MEMBERS~
FIVE OF WHOM ARE TO BE APPOINTED BY THE CITY OF LUBBOCK AND
FOUR TO BE APPOINTED BY THE COMMISSIONER1S COURT OF LUBBOCK
COUNTY; ESTABLISHING THE TERMS OF OFFICES AND QUALIFICATIONS
OF SAID BOARD MEMBERS; ESTABLISHING PROCEDURE AND SETTING
FORTH THE POWERS AND DUTIES OF SUCH BOARD.
WHEREAS.a the City Council and the Commissionerts Court of the City of
Lubbock and the County of Lubbock have\heretofore entered into a contract for
joint services; and
WHEREAS~ the agreement between the City and County contemplated that
an advisory board would be established; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Article 3 of Chapter 2 of the Code of Ordinances of th
City of Lubbock be and the same is hereby amended to read as follows:
"ARTICLE III Lubbock City-County Libraries Board
"Section 2-19. Creation; appointment and term of members.
There is hereby created and established a library board., to
be composed of nine members_. and such board shall be officially
designated as the Lubbock City-County Libraries Board. The
Library Director shall be an ex-officio -member of the Libraries
Board, f ithout voting..J)rivil~es, and shall act ,.in an advisory

appointed by the City Council of the City of Lubbock and four
membef s by the Comrnissionerts Court of Lubbock County and • all shall hold their office for a term of three years, except that
three ofi the members that were first selected shall hold office
for terms of three years., three for two years_. and three for
one yeat the term of each to be determined by lot., and thereafter
their su•ccessors shall hold office for three years and until their
success~rs are appointed ..
"Section 2-20. Qualifications:
No person shall be appointed as member of the Board unless
he shall have been a resident elector of the County of Lubbock for
at least 2 years next preceding his appointment. Any member
who fails to attend four {4) consecutive regular Board meetings for
any reason other than sickness or absence from the County or who
shall fail to attend at least 50% of the regular meetings in any one
year shall become dis qualified to serve on the Board, and

t:ipon certification of such absences from the Secretary of the Board,
the governmental unit which originally appointed such member shall
thereupon appoint a successor to complete the unexpired term. In
the event the best interests of the appointing governmental unit
require the removal of any member of the Board, his removal shall
be effected through appointment of a successor by unanimous vote of
the appointing governmental unit which appointed said member.
"Section 2-21. Vacancies:
Upon the death, resignation, removal or expiration of the term
of office of any member of the Libraries Board, the City Council
or Commissioner's Court, whichever originally appointed said mem-
ber shall nominate and appoint a successor as a member of the Board
who shall hold his membership for the unexpired term of the member
he is appointed to succeed, or for the term of three years, when the
appointment is made due to the expiration of a Board member's
term.
"Section 2-22. Chairman and Secretary; record of proceedings.
The Libraries Board shall appoint one of its members as
chairman and one of its members as secretary. It shall be the
duty of the chairman to preside at all meetings of the Board and
the secretary shall keep a record of all the proceedings of the
Board, which record shall, upon the request of the City Council
or the Coromissioner1s Court, be delivered to it for their inspect-
ion and review.
11SectJ n 2-23. Powers and Duties.
The Libraries Board is and shall constitute an advisory
board to the City Council and Commissioner's Court with autho-
rity to hold hearings in the County and to consider and make
recommendations to the City Council and Commissioner's Court
in writing, from time to time, on any and all matters pertaining
to the libraries system.
11Section 2-24. Recommendations; quorum.
All recommendations made by the Libraries Board to the
City Council and the Commissioner's Court shall be by the con-
curring vote of five members of the Board; provided, however,
that this provision shall not exclude a minority recommendation
which is hereby authorized to be made in writing by less than a I majority of the members of the Board. A majority of the total
membership of the Board shall constitute a quorum for the
transaction of all matters to be considered by the Board."
