THOD OF PUBLICATION PROVIDED BY LAw.·· WHEREAS, the City Council finds that the immediate preservation of public peace, property, health and safety requires that vehicular traffic on Orlando Avenue from Nineteenth Street to Eighteenth Street should be permitted to proceed only in a Northerly direction as more particularly hereinafter des ... cribed; and, T WHEREAS, the urgent need for such preservation of public peace, prope y, health and safety creates an emergency requiring suspension of the rules requir· g two readings of an ordinance before final passage thereof; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: Section 1. THAT portion of Orlando Avenue in the City of Lubbock, Lub .. bock County, Texas, from Nineteenth Street to Eighteenth Street is hereby desig nated as a one-way street and only vehicular traffic proceeding North on Orlando Avenue beginning at its intersection with Nineteenth Street to its intersection wit Eighteenth Street shall be permitted thereon. Section 2. The Traffic Engineer is hereby authorized and directed to place or cause the placing of the necessary traffic signs to indicate that the por ... tion of Orlando Avenue described in Section 1 hereof is a one ... way street. Section 3. Any person operating a vehicle in violation of the foregoing provisions of this Ordinance shall upon conviction be fined any sum not to exceed $200. oo. Section 4. The fact that the City Council has found conditions described i the preamble creating an emergency requires that the rules requiring two readin s of an Ordinance before its final passage are hereby suspended. Section 5. The City Secretary is hereby authorized and directed to cause publication of the descriptive caption and penalty clause hereof as an alternative method of publication as provided by law and this Ordinance shall become effec .. tive ten (10) days after its last publication.
