PUBLICATION; PROVIDING A SAVJN'G CLAUSE; AND DECLARING AN EMERGENCY. WHEREAS, the City Council finds that after a study of traffic and parking conditions .. that it would be in the public interest to alter the time limits on vehicle parking as set forth below and that safety and public welfare creates an emergency; NOW, THEREFORE: BE IT ORDAJN'ED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Section 3 of Ordinance No. 4656 be amended by adding the following: "Except. however .. the City Manager is hereby authorized to designate locations within such area where., due to exist- ing conditions, parking of motor vehicles shall be limited to thirty minutes and signs shall be erected designating such zone and no vehicle shall remain parked within any space within such zone for a longer continuous period than thirty minutes at any time between the hours and on the days stated above ." SECTION 2. THAT the enactment of this amending ordinance shall in no way affect tickets issued or complaints filed before the effective date of this ordinance. SEC'IION 3. THAT any person who shall suffer or permit any vehicle registered in his name or any vehicle owned or operated or in his charge or control to be parked or left standing in violation of the terms of this ordinance shall, upon conviction, be fined in any sum not exceeding Two Hundred and No/100 {$200. 00) Dollars .. SECTION 4. THAT the City Secretary is hereby authorized to cause publication of the descriplive caption of this ordinance, together with the penalty clause, as an alternative method provided by law. SECTION 5. THAT should any section, paragraph, sentence, clause, phrase or word of this ordinance be declared unconstitutional or invalid for KJ:jkb for any reason the remainder of this ordinance shall not be affected thereby. SECTION 6. THAT the fact that public necessity and convenience requires that this ordinance be passed as an emergency mea~ure for the reason set forth herein, the rule requiring that no ordinance shall be finally passed on the day of its intvoduction be suspended, and this ordinance is declared to be an emergency measure to take effect from and after its passage. AND IT IS SO ORDERED.
