AN ORDINANCE CHANGING THE DIRECTION OF TRAFFIC FLOW ON lOTH STREET IN
THE LOCATION AS HEREINAFTER INDICATED; DIRECTING THE CITY MANAGER TO CAUSE
PLACING OF SIGNS TO IMPLEMENT SUCH CHANGE IN TRAFFIC DIRECTION FLOW; REPEALIN
ANY CONFLICTING ORDINANCES; RESTRICTING THE APPLICATION HEREOF TO THE PUBLIC
WAY HEREIN AFFECTED; AND PROVIDING A SAVINGS CLAUSE AND A PENALTY AND PUBLICA-
TION CLAUSE.
WHEREAS, after traffic investigations and surveys, this City Council
finds that it is to the public interest, safety and general welfare to
change the direction of traffic flow on lOth Street in the City of Lubbock
in the manner hereinafter set forth in the body of this ordinance; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the one-way traffic directional flow on lOth
Street in a westerly direction is hereby changed on lOth Street from Avenue
T to University Avenue to a new two-way traffic directional flow wherein
traffic is hereby allowed to flow in both an easterly and westerly direction.
Tenth Street shall remain a one-way street with a westerly direction of
traffic flow from Avenue F to Avenue T.
SECTION 2. THAT the City Manager is authorized and directed to
cause the placing of signs so as to clearly define the change from one-way
traffic flow zone to two-way traffic flow zone as hereinabove set forth.
SECTION 3. THAT all Ordinances or parts of Ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as such
conflict exists.
SECTION 4. THAT all alleys, highways, or streets not specifically
set forth in the preceeding sections hereof shall not be affected by the
provisions hereof, and this Ordinance shall be cumulative of all other
traffic flow zone Ordinances except those with which it specifically conflicts
SECTION 5. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for
any reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 6. THAT any person, firm or corporation violating the two-
way traffic flow zone established by this Ordinance shall, upon conviction,
be fined any sum not to exceed TWO HUNDRED DOLLARS ($200.00).
SECTION 7. THAT the City Secretary is authorized and directed to
cause the publication of the descriptive caption of this Ordinance together
with the penalty provision as an alternative method of publication as provide
by law once a week for two consecutive weeks, and this ordinance shall
become effective ten days after its last publication.
