WHERFAS, the City Council of the City of LUl:tx>ck, upon the basis of an engineering and traffic investigation finds it necessary to alter prima facie speed limits as established by Section 166(A)(l) of Article 6701d, Vemon's Annotated Civil statues, within the areas and the locations named and designated in the body of this Ordinance, all within the corporate limits of the City of LUbbock1 !Di' THEREFORE: BE IT ORDAINED BY THE CITY <XXJN:IL OF THE CITY OF LOBOOCK: SECl'ION 1. THAT Ordinance No. 8531 of the City of Lubbock is hereby repealed. SECl'ION 2. THAT the prima facie speed limits on the following streets and highways in the urban district set forth below are hereby altered and changed as hereinafter set forth upon the following described portions of streets and/or highways located within the City of Lubbock, Lubbock County, Texas, to-wit: A 50 MPH speed limit on both sides of North Quaker Avenue f ran the south side of Clovis Road (U.S. 84) to a point 300 feet south of the center line of Kemper Street. SECrION 3. THAT all Ordinances or parts of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECl'ION 4. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other prima facie speed limit Ordinances except those with which it specifically conflicts. SEC.l'ION 5. THAT the City Manager is hereby authorized and directed to cause the placing and maintenance of such traffic control signals and/or devices and/or signs as shall be necessary to apprise the public of the zones as hereinabove set forth. • SECTION 6. THAT violation of any provisions of this Ordinance shall be deemed a misdemeanor pmishable by a fine not .to exceed two hundred dollars ($200.00) as provided in Section 1-4 of the City Code. SECl'ION 7. THAT should any paragraph, sentence, clause, phrase or word of this Ordinance be declared Wlconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECl'ION e. THAT the City Secretacy is hereby authorized to cause piblication of the descriptive caption and penalty clause of this Ordinance as an alternative method provided by law.
