AN ORDINANCE ANNEXING AN AREA OF LAND TO THE CITY OF LUBBOCK, WHICH AREA
rIS.I]ESCRIBED HEREIN AND IS ADJACENT TO AND ABUTS THE EXISTING CITY LIMITS OF
*THE CITY OF LUBBOCK, TEXAS; PROVIDING FOR CORRECTION OF THE CITY MAP TO INCLUDE

WHEREAS, the City Council has determined that it is in the best interests
y of the citizens of the City of Lubbock as well as the citizens of the area
described hereinbelow, to annex such area to the City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the area of land described herein, which abuts and is
adjacent to the existing corporate limits of the City of Lubbock, Texas, BE
and the same is hereby annexed to and included within the corporate limits of
the City of Lubbock, Texas. Such area is generally described as the area
Northwest of the Idalou Highway and South of Ursuline Street and more speci-
fically described as follows:
BEGINNING at a point in the present city limits as established by
City of Lubbock Ordinance No. 2533, said point being approximately
839 feet north and approximately 150 feet east of the southwest
corner of Section 25, Block A;
THENCE, north along the existing city limits line approximately
5101 feet to a point, said point being 660 feet north and 150 feet
east of the southwest corner of Section 46, Block A;
THENCE, east along a line 660 feet north of the center line of
Ursuline Street approximately 5130 feet to a point, said point
being 660 feet north of the southeast corner of Section 46,
Block A;
THENCE, south along the section line approximately 660 feet to
the southeast corner of Section 46, Block A;
THENCE, west 489 feet;
THENCE, south 45°44' west approximately 6425 feet along the existing
city limits line as established by City of Lubbock Ordinance No. 7991
to the point of beginning.
Contains 307 acres more or less.
SECTION 2. THAT the City Engineer is hereby directed to immediately
correct the map of the City of Lubbock by adding thereto the additional terri-
tory annexed by this ordinance, indicating on the map the date of annexation
and the number of the Ordinance. The City Secretary -Treasurer and the City
Engineer shall each keep in their respective offices an official map of the
City of Lubbock showing the boundaries of the municipal corporation including
this annexation.
�} SECTION 3. THAT should any section, paragraph, sentence, clause, phrase
,.br word of this Ordinance be declared unconstitutional or invalid for any
reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 4. This Ordinance shall become effective upon passage at second
reading.
AND IT IS SO ORDERED.

Nos. 7991 and 8025) to the City of Lubbock in Lubbock County,
Texas, submitted to the Attorney General pursuant to Section
5 of the Voting Rights Act of 1965, as amended. Your sub-
mission -was received -on May 'S, 1980: `
The Attorney General does not interpose any objec-
tions to the changes in question. However, we feel a respon-
sibility to point out that Section 5 of the Voting Rights
Act expressly provides that the failure of the Attorney
General to object does not bar any subsequent judicial
action to enjoin the enforcement of such changes.

made aware of recent approvals by the Justice Department of City annexations.

J WHEREAS, the City Council has determined that it is in the best interests
y of the citizens of the City of Lubbock as well as the citizens of the area
described hereinbelow, to annex such area to the City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the area of land described herein, which abuts and is

the southeast corner of Section 46, Block A;
THENCE, west 489 feet;
THENCE, south 45044' west approximately 6425 feet along the existing
city limits line as established by City of Lubbock Ordinance No. 7991
to the point of beginning.
Contains 307 acres more or less.
SECTION 2. THAT the City Engineer is hereby directed to immediately

Area: Idalou Highway North Date: February 6, 1980
I. municipal Annexation Policies
A. Lubbock shall exercise protective annexation measures to' -preclude strips
and pockets of urban blight adjacent to the city. Such annexation will
avoid enclosure of unincorporated pockets.
B. Extension of municipal utilities outside the city shall be prohibited,
except in emergencies or when annexation can be completed within 90 days.
C. Developers and/or land ovrners requesting annexation must bear the major
costs of public service facilities when existing land mrithin the corporate
limits can support anticipated growth for a_10-15 year period.
D. Location and amounts of land to be annexed must provide maximum efficiencies
of municipal services such as police, fire protection, water, sewer, street
maintenance, and solid %vaste collections. Disproportionate costs to tax
revenues shall be discouraged.
E. Prior to public hearings on annexation, the Planning and Zoning Commission
shall forward an opinion to the City Council, stating the impact of the
annexation on long range growth patterns and rate of growth.

Idalou Highway Annexation
Generally described as the area northwest of the Idalou Highway and south
of Ursuline Street. The area is adjacent to the existing corporate city
limits of the City of Lubbock, and more specifically described as follows:
BEGINTM at a point in the present city limits as established by City
of Lubbock Ordinance No. 2533, said point being approximately 839 feet
north and approximately 150 feet east of the southwest corner of Section
25, Block A;
IUMM, north along the existing city limits line approximately 5101 feet
to a point, said point being 660 feet north and 150 feet east of the
southwest corner of Section 46, Block A;
TMCE, east along a line 660 feet north of the center line of Ursuline
Street approximately 5130 feet to a point, said point being 660 feet
north of the southeast corner of Section 46, Block A;
MRNM, south along the section line approximately 660 feet to the
southeast corner of Section 46, Block A;
7MCE west 489 feet;
7MCE, south 45044' west approximately 6425 feet along the existing city,
limits line as established by City of Iubbock Ordinance No. 7991 to the
point of beginning.

IS DESCRIBED HEREIN AND IS ADJACENT TO AND ABUTS THE EXISTING CITY LIMITS OF
THE CITY OF LUBBOCK, TEXAS; PROVIDING FOR CORRECTION OF THE CITY MAP TO INCLUDE
C t THIS ADDITIONAL TERRITORY; PROVIDING A SAVINGS CLAUSE.
WHEREAS, the City Council has determined that it is in the best interests
y of the citizens of the City of Lubbock as well as the citizens of the area
described hereinbelow, to annex such area to the City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the area of land described herein, which abuts and is
adjacent to the existing corporate limits of the City of Lubbock, Texas, BE
and the same is hereby annexed to and included within the corporate limits of
the City of Lubbock, Texas. Such area is generally described as the area
Northwest of the Idalou Highway and South of Ursuline Street and more speci-
fically described as follows:
BEGINNING at a point in the present city limits as established by
City of Lubbock Ordinance No. 2533, said point being approximately
839 feet north and approximately 150 feet east of the southwest
corner of Section 25, Block A;
THENCE, north along the existing city limits line approximately
5101 feet to a point, said point being 660 feet north and 150 feet
east of the southwest corner of Section 46, Block A;
THENCE, east along a line 660 feet north of the center line of

SECTION 2. THAT the City Engineer is hereby directed to immediately
correct the map of the City of Lubbock by adding thereto the additional terri-
tory annexed by this ordinance, indicating on the map the date of annexation
and the number of the Ordinance. The City Secretary -Treasurer and the City
Engineer shall each keep in their respective offices an official map of the
City of Lubbock showing the boundaries of the municipal corporation including
this annexation.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase
or word of this Ordinance be declared unconstitutional or invalid for any
reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 4. This Ordinance shall become effective upon passage at second
reading.
AND IT IS SO ORDERED.

Whinicipal Annexation Policies
A. Lubbock shall exercise protective annexation measures to' -preclude strips
and pockets of urban blight adjacent to the city. Such annexation tivill
avoid enclosure of unincorporated pockets. .•
B. Extension of municipal utilities outside the city shall be prohibited,
except in emergencies or when annexation can be completed within 90 days.
C. Developers and/or land owners requesting annexation not bear the major
costs of public service facilities when existing land urithin the corporate
limits can support anticipated growth for a_10-15 year period.
D. Location and amounts of land to beannexed must provide maximmn efficiencies
of municipal services such as police, fire protection, water, sever, street
maintenance, and solid %)aste collections. Disproportionate costs to tax
revenues shall be discouraged.
Prior -to public hearings on annexation, the Planning and Zoning Ooamnission

Idalou Highway Annexation
Generally described as the area northwest of the Idalou Highway and south
of Ursuline Street. The area is adjacent to the existing corporate city
limits of the My of Lubbock, and more specifically described as follows:

of Lubbock Ordinance No. 2533, said point being approximately 839 feet
north and approximately 150 feet east of the southwest corner of Section
25, Block A;
Tom, north along the existing city limits line approximately 5101 feet
to a point, said point being 660 feet north and 150 feet east of the
southwest corner of Section 46, Block A;
7HENCE, east along a line 660 feet north of the center line of Ursuline
Street approximately 5130 feet to a point, said point being 660 feet
north of the southeast corner of Section 46, Block A;
TMWM, south along the section line approximately 660 feet to the
southeast corner of Section 46, Block A;
TFENCE west 489 feet;
MO,TCE, south 45044J west approximately 6425 feet along the existing city
limits line as established by City of Lubbock Ordinance No. 79% to the
point of beginning.
Contains 307 acres more or less.
