March 12, 1987 · · Agenda Item :/117 Second Reading March 26, 1987 Agenda Item :/15 ORDINANCE NO. 9048 j AN ORDINANCE AMENDING CHAPTER 6, ARTICLE V, "ELECTRICAL CODE", OF THE !LUBBOCK CITY CODE BY ADOPTING THE NATIONAL ELECTRICAL CODE, 1987 EDITION; !AND CHANGING CERTAIN SPECIFIC REQUIREMENTS; PROVIDING A PENALTY; PROVIDING IA SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. I WHEREAS, the Board of Electrical Examiners of the City of Lubbock has jdetermined that the adoption of the 1987 National Electrical Code is needed jto update and modernize the City Electrical Code for the ultimate benefit !of th7 citizens of Lubbock and have recommended such adoption to the City ,1Counc11; and ,, l; l'·-1 WHEREAS, it is in the best interest of the health and safety of the I h citizens of the City of Lubbock that such provisions of the Code of Ordinances of the City of Lubbock be kept current with modern electrical codes and regulations; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Section 6-141 of the Code of Ordinances, City of Lubbock, Texas, is hereby amended to read as follows: 11Sec. 6-141. National Electrical Code adopted by reference. The book entitled "National Electrical Code,11 1987 Edition, (NFPA No. 70-1987), (a copy of which, authenticated by the signature of the building official, shall be filed with the city secretary as a public record) is hereby adopted as a part of this code as fully as if copied at length in this article. In the event of a conflict with any provision of the "National Electrical Code" and this code, then in such event the provisions of this code shall control. References in this article to the National Electrical Code shall mean the 1987 Edition.11 SECTION 2. THAT subsection 6-243(d) of the Code of Ordinances, City of Lubbock, Texas, is hereby amended to read as follows: 11 (d) All wiring, line voltage or low voltage used for data processing or energy control and like systems, shall be considered electrical work and must conform to this code. All wiring of this type installed on the exterior surface of a building shall be installed in conduit.11 SECTION 3. THAT the Code of Ordinances, City of Lubbock, Texas, is hereby amended by adding a section, to be numbered 6-244, which said section reads as follows: "Sec. 6-244. §210-8. Ground-Fault Circuit-Interrupter Protection for Personnel. Section 210-8(a) of Chapter 2 of the National Electrical Code is hereby amended by deleting subsections (2), (4), and (5) of subsection (a) entitled 'Dwelling Units.'" SECTION 4. THAT subsection 6-255(c)(3) of the Code of Ordinances, City of Lubbock, Texas, is hereby amended to read as follows: "(3) Multi-meters (shell type buildings): There shall be a designated metering location at the rear of each new shell type building on the exterior wall. There shall be no point along this wall more than seventy-five (75) linear feet from a metering location. No utility service point shall be closer than one hundred fifty (150) feet from another utility service point unless otherwise approved by the Building Official or the Board. At each of these locations an electrical service shall be provided and shall be installed by a licensed and insured electrical contractor in the following manner: The contractor shall provide a wire-way or wire-trough with a minimum size of eight (8) inch by eight (8) inch by six (6) feet or the National Electrical Code requirement, whichever is greater, to contain the service conductors to supply the meter base and service discon- nects at each metering location. Each space requiring its own meter shall have its service disconnect and disconnects located at the metering location and there shall be no more than six (6) service disconnecting means at any metering location without the written consent of the building official. The contractor shall provide service conductors and conduit from the wire-trough to the point of connection of the serving utility. If the actual load of the building is not known, an assumed load of twenty (20) volt-amperes per square foot shall be used to size the service conductors. There shall be one (1) additional four (4) inch conduit provided from each wire- trough to the point of connection of the serving utility or a terminal junction box adjacent to the metering location. The contractor shall provide an acceptable means for at least six (6) meter taps from the service feed brought to each wire-trough. All service taps which connect to the building service shall match the phasing of the building service. Service taps connecting to a 3-phase 4-wire building service shall be 3-phase 4-wire taps. Service taps shall be load balanced before a final inspection is granted and the system shall be balanced back to the building service. The grounding conductor shall be sized according to the N.E.C. requirements for the service size. Refer to the following illustration. I 616" MAX. Type Type Type Type PED-SS PEO-350-IN PED-SS VPB Submersible To insure a proper conductor termination, the service feed conductors from the point of connection of the serving utility to the wire-trough shall be copper. They shall be installed in approved conduit, shall enter the wire-trough from the bottom side toward one end, shall traverse the entire length of the wire-way and shall be terminated on an approved termination lug or block as set forth above. The serving utility shall furnish all terminating equipment and make all terminations at their point of connection." SECTION 5. THAT the Code of Ordinances, City of Lubbock, Texas, is hereby amended by adding a section, to be numbered 6-260, which said section reads as follows: "Sec. 6-260. §410-8. Fixtures in Clothes Closets. Subsection 410-8(a)(2) of Chapter 4 of the National Electrical Code is hereby amended by adding a paragraph to Subsection (a)(2) to read as follows: -3- I l: I Ii I, ,.1 11 1:i Ii Where the minimum clearances provided above cannot be obtained, it shall be permissible to reduce the horizontal clearance to a minimum of six (6) inches from the edge of the fixture to the edge of a shelf located above the hanging clothes, if the shelf is at least twelve (12) inches wide and if a horizontal clearance of two (2) inches is maintained between the edge of the fixture and the opposite wall.11 ! ;: SECTION 6.
