WHERFAS, after traffic engineering studies having been made, the City Council finds that the 25 M.P.H. school speed zone in effect when traffic signals are flashing on 4th Street on its approaches to Avenue U is no longer needed and should be terminated, cancelled, and restored to a full-tine 40 M.P.H. speed zone in effect at all tines7 :tOl THEREFORE: BE IT ORDAINED BY THE CITY CCXJN::IL CF THE CITY CF LUBax:Kz ~ION 1. THAT the authorization for flashing traffic signals and an existing 25 M.P.H. school speed zone on 4th Street on its east-west approaches to Avenue U (when such traffic signals are flashing) are hereby terminated and cancelled, and further that the regular 40 M.P.H. speed zone in effect on 4th Street on its approaches to Avenue U now in effect (except when said flashing traffic signals are flashing for 25 M.P.H.) shall after the passage and effective date of this ordinance be in effect at all tines as a 40 M.P.H. ordinanced speed zone in the corporate limits of the City of Lubbock. ~ON 2. THAT all Ordinances or parts of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. ~ON 3. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be, affected by the provisions hereof, and this Ordinance shall be cUIIU1lative of all other speed limit Ordinances except those with which it specifically conflicts. ~ON 4. THAT violation of any provisions of this Ordinance shall be deemed a misdeneanor punishable by a fine not to exceed two hundred dollars as provided in Section 1-4 of the City Code. ~ON s. THAT should any paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. ~ON 6. THAT the City Secretary is hereby authorized to cause p.Jblication of the descriptive caption and penalty clause of this Ordinance as an alternative method provided by law. ll I I ' -.
