WAYS NAMED HEREIN; PROVIDING THIS ORDINANCE SHALL BE CUMULATIVE PROVIDING A SAVINGS CLAUSE AND FOR PUBLICATION HEREOF, AND A PENALTY CLA!BE. WHEREAS .. the governing body of the City of Lubbock, upon the basis of an engineering and traffic investigation finds it necessary to alter prima facie speed limits established by Article 670ld1 Section 166 (a) 1, Vernon's Texas Civil Statutes as amended Acts 1963, 58th Legislature., Page 455, Cha.pter 1811 within the area and at the location named and designated in the body of this Ordinance, all within the corporate limits of the City of Lubbock, NOW THEREFORE: BE IT ORDINANCE BY THE CITY COUNCIL OF THE C n'Y OF LUBBOCK: SECTION 1. THAT prima facie speed limit on the following stre ets and high- ways in the urban district set forth below is hereby altered and changed as herein- after set forth upon the following described portions of streets and/ or highways located within the City of Lubbock, Lubbock County,. Texas, to-wit: South side of 4th Street (F. M. 2255) East bound traffic A 65 MPH Speed zone on the South side of 4th Street (F. M. 2255) beginning at the West City limits and extending East for a distance of 1. 231 mile. (To be established by the Texas Highway Commission) A 55MPH speed zone on the South side of 4th Street (F. M. 2255) beginning at a point 1. 231 mile East of the West City limits and extending East for a distance of 1. 60 mile. A 50 MPH speed zone on the South side of 4th Street (li'. M. 2255) beginning at a point 2. 831 mile East of the West City limits (.JOint also being o. 20 mile West of Quaker Avenue) and extending East for a distance of 0. 40 mile (0. 20 mile East of Quaker Avenue). A 60 MPH speed zone on the South side of 4th Street (F. M. 2255) beginning at a point 3. 231 mile East of the West City limits (point being 0. 20 tnile East of Quaker Avenue) and extending ~st for a distan e of o. 60 mile. A 55 MPH speed zone on the South side of 4th Street (F .. M. 2255) beginning at a point 4. 531 miles East of the West City limits (Detroit Avenue) and extending East to Brownfield Road (U.S. 82) a distance of 0. 178 mile. North side of 4th Street (F. M. 2255) Westbound traffic A 40 MPH speed zone on the North side of 4th Street (F. M. 2255) beginning at Brownfield Road (U.S. 82) and extending West to Elgin Avenue a distance of 0. 273 mile. tt..> f A 50 MPH speed zone on the 1North side of 4th Street (F. M. 2255} beginning at a point 0. 273 mile East of Brownfield Road {U.S. 82) (point being Elgin Avenue) and extending West a distance of o. 50 mile, A 55 MPH speed zone on the North side of 4th Street (F. M. 2255) beginning at a point 0~ 773 mile West of Brownfield Road (U.S. 82) and extending West for a distance of 0. 20 mile. A 60 MPH speed zone on the North side of 4th Street {F. M. 2255) beginning at a point 0. 973 mile West of Brownfield Road {U.s. 82) and extending West for a distance of 0. 505 mile. A 50 MPH speed zone on the North side of 4th Street (F. M. 2255) beginning at a point 1. 478 mile West of Brownfield Road (U.S. 82) {point being 0. 20 mile East of Quaker Avenue) and extending West for a distance of o. 40 mile (0. 20 mile West of Quaker Avenue). A 55 MPH speed zone on the North side of 4th Street {F. M. 2255) beginning at a point 1,' 878 miles West of Brownfield Road (U.s. 82) (point being 0. 20 mile West of Quaker Avenue) and extending West for a : distance of 1. 600 miles. A 60 M1PH speed zone on the North side of 4th Street (F. M. 2255) beginning at a point 3. 478 miles West of Brownfield Road (U.S. 82) and extending West for a distance of 0. 30 mile. A 65 MPH speed zone on the North side of 4th Street (F. M. 2255) beginning at a point 3. 778 miles West of Brownfield Roa.d (U.s. 82) an extending West to the West City limits a distance of 0. 931 mile. (Has been established by the Texas Highway Commission.) -2- A 40 MPH speed zone when the school signal is flashing for both side of 4th Street (F. M. 2255) beginning at a point 0. 109 mile West of Toledo Avenue and extending East to a point 0. 109 mile East of Toledo Avenue a distance of 0. 218 mile. SECTION 2.t THAT the City Manager is authorized and directed to cause the placing of signs S? as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. THAT all Ordinances or parts of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 4. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof1 and this Ordinance s.hall be cumulative of all other prima facie speed limit Ordinances except those with which it specifically conflicts. SE CTION 5. THAT should any Section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 6. THAT any person, firm or corporation violating the prima facie speed limit established by this Ordinance shall, upon conviction, be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS. SECTION 7. THAT the City Secretary is authorized and directed to cause the publication of th'e descriptive caption of this Ordinance together with the penalty provision as an alternative method of publication as provided by law.
