AN00RDINANCE ALTERING THE PRIMA FACIE SPEED TO 20 MPH ON CER-
TMN PORTIONS OF TEAK AVENU~, 69TH DRIVE, JOLIET DRIVE, AND
CHICAGO AVENUE WHEN THE SCHOOL ZONE HAZARD TRAFFIC LIGHT IS
FLASHING IN THE CITY OF LUBBOCK AS HEREINAFTER MORE PARTICULARL
DESCRffiED IN THE BODY OF THIS ORDINANCE; DIRECTING PLACEMENT OF
SIGNS WITH RESPECT THERETO; REPEALING CONFLICTING ORDINANCES TO
THE EXTENT OF SUCH CONFLICT; APPLICATION OF THIS ORDINANCE ONLY
TO STREETS OR HIGHWAYS NAMED HEREIN; PROVIDING THIS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SAVINGS CLAUSE AND FOR PUBLICA-
TION HEREOF, AND A PENALTY CLAUSE.
WHEREAS, the governing body of the City of Lubbock, upon the basis of an
engineering and traffic investigation of school zones and traffic hazards finds it
ecessary to alter prima facie speed limits established by Article 670ld, Section
166(a)1, Vernon1s Texas Civil Statutes as amended Act 1963, 58th Legislature,
Page 455, Chapter 181, within the area and at the location nam&i. and designated in
he body of this Ordinance, all within the corporate limits of the City of Lubbock;
OWTHEREFORE: .
E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT prima facie speed limit on the following streets and high ...
ays in the urban district set forth below is hereby altered and changed to 20 MPH
pon the following described portions of streets add/or highways located within the
ity of Lubbock, Lubbock County, Texas, such 20 MPH regulation to be in effect at
1 times the School Zone Hazard Signal Light is flashing:
A 20 MPH Speed Zone when the signal is flashing for the following streets:
.1. <Al both sides of Teak Avenue beginning at a point 135 feet from the
center line of E, 29th and extending North for a distance of 325 feet.

2, CXl. both sides of 69th Drive beginning at the center line of Nashville
Drive and extending Southwest for a distance of 180 feet,
(Murfee Elementary)
3. <At both sides of Joliet Drive beginning at the center line of Nash-
ville Drive and extending Northeast for a distance of !705 feet.

4. CXl. both sides of Chicago Avenue beginning at a point 170 feet North
of the center line of 46th Street and extending South for a distance
of 650 feet.

SECTION 2. THAT the City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas set out
in this Ordinance 1 and appropriate flashing signals.
SECTION 3. THAT all Ordinances or parts of Ordinances conflicting with an
of the provisions hereof are hereby repealed insofar as such conflict exists.
SECTION 4. THAT all highways or streets not specifically set forth in the
preceeding sections hereof shall not be affected by the provisions hereof, and this
Ordinance shall be cumulative of all other prima facie speed limit Ordinances
except those with which it specifically conflicts.
SECTION 5. THAT should any section, paragraph, sentence., clause, phrase
or word of this Ordinance be declared unconstitutional or invalid for any reason,
he remainder of this Ordinance shall not be affected thereby.
SECTION 6. THAT the aforesaid 20 MPH speed limit is in effect in the zones
above described when the traffic signal light is flashing only, at ~all other times the
regular speed limit for such zone shall be in effect.
SECTION 7. THAT any person, firm or corporation violating the prima facie
speed limit established by this Ordinance shall, upon conviction, be fined any sum
otto exceed TWO HUNDRED ($200. 00) DOLLARS.
SECTION 8. THAT the City Secretary is authorized and directed to cause the
publication of the descriptive caption of this Ordinance together with the penalty
revisions as an alternative method of publication as provided by law. ,
