RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Lconomic Developmcnt Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or cxpcnditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "�1" attached hcreto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Fa�ade Grant program or expenditure of the Corporation, in the amount
set forth in I:xhibit "A" attachcd hereto and incorporated hcrein by reference, to be provided
to Burrito King is hercby approved pursuant to Section 5 of the Amended and Restated
Bylaws of thc Corporation.

RESOLUTION APPROVING
BURRITO KING,1620 AVENUE Q
DOWNTOWN GRANT PROGRAM FA�ADE AND PERMITTABLE GRANTS
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, [NC., a Texas nonprofit corporation (MLI), on Wednesday, June 25, 2025, held in conformity with
the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was
unanimously adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development
Grant and Contract to Burcito King that is renovating their property at 1620 Avenue Q which is located in the
Downtown TIF as designated by the City of Lubbock.
The fa�ade work will include new signage and exterior painting totaling $18,338 in expenses.
The permittable work will include a new roof totaling $32,700 in expenses. The grant application for this
project was received on April 19, 2025.
The terms and conditions of such Economic Development Grant and Contract, other than the normal terms
and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described
generally as follows, to wit:
Grant Burrito King a Downtown Fagade Grant totaling $4,585 and a Downtown Permittable Grant totaling
$1,635 once proof of payment has been submitted.
WHEREAS The Board of Directors of MLI finds that an Economic Development Grant and Contract
offering the incentive for providing assistance for renovations to their property, meet and comply with the
qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Mr. Jordan Wheatley, and Seconded by Director, Ms. Sarah Bevers,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract
with Burrito King, 1620 Avenue Q, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal
terms and conditions of such Downtown Grant and Contract offered by MLI to existing businesses and business prospects
and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract.

Burrito King at 1620 Ave Q is making improvements to the exterior of their property, located in the
Downtown TIF.
Burrito King is a locally and family-owned Mexican Restaurant serving downtown Lubbock since 2009.
The Rodriguez family, originally from Guanajuato, Mexico, has honored their rich heritage by serving
authentic cuisine native to their roots.
The scope of fa�ade work will include new signage and exterior painting totaling $18,338 and the
permittable scope will include a new roof at $32,700 for a total of $51,038 in expenses.
The Points Matrix Worksheet total was 60 points, equating to 50% of the baseline grant amount.
The MLI Board is being asked to consider a Downtown Fa�ade Grant for Burrito King totaling $4,585 and
a Downtown Permittable Grant of $1,635 at 1620 Ave Q.
