AN ORDINANCE AMENDING SECTION 18-27 OF CHAPTER 18 OF THE CODE
OF ORDINANCES, CITY OF LUBBOCK, TEXAS, PROVIDING FOR TRAFFIC-
CONTROL SIGNAL LEGEND, BY AMENDING SUCH SECTION TO PERMIT TURN~
ON RED SIGNALS AFTER STOP; PROVIDING FOR POSTING OF NOTICE WHERE
SUCH TURNS ARE PROHIBITED; PROVIDING A SAVINGS CLAUSE AND PRO-
VIDING FOR PUBLICATION.
WHEREAS, the City Council has determined that the changes indicated below
would be in the best interest of the citizens of the City of Lubbock; NOW
THEREFORE

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 18-27 of the Code of Ordinances~ City of Lubbock,
BE and is hereby amended to read as follows:
Section 18-27. Traffic-Control Signal Legend.
Whenever traffic is controlled by traffic-control signals exhibiting differ-
ent colored lights, or colored lighted arrows, successively one at a time
or in combination, only the colors Green, Red and Yellow shall be used,
except for special pedestrian signals carrying a word legen0, and said
lights shall indicate and apply to drivers of vehicles and pedestrians as
follows:
"(a) Green indication
(1) Vehicular traffic facing a circular green signal may proceed
straight through or turn right or left unless a sign at such place pro-
hibits either such turn. But vehicular traffic, including vehicles
turning right or left, shall yield the right-of-way to other vehicles and
to pedestrians lawfully within the intersection or an adjacent cross-
walk at the time such signal is exhibited.
(2) Vehicular traffic facing a green arrow signal, shown alone or in
combination with another in~cation, may cautiously enter the inter-
section only to make the movement indicated by such ar~w, or such
other movement as is permitted by other indications shown at the sam

ans lawfully within an adjacent crosswalk and to other traffic lawfully
using the intersection.
(3) Unless otherwise directed by a pedestrian control signal, as pro-
vided in Section 18-28, pedestrians facing any green signal, except
when the sole green signal is a turn arrow, may proceed across the
roadway within any marked or unmarked crosswalk.

11{b) Steady yellow indication
(1) V ehlcular traffic facing a steady yellow signal is thereby warned
that the related green movement is being terminated or that a red
indication will be exhibited immediately thereafter when vehicular
traffic shall not enter the intersection.
(2) Pedestrians facing a steady yellow signal, unless otherwise direc -
ed by a pedestrian control signal as provided in Section 18-28, are
thereby advised that there is insufficient time to cross the roadway
before a red indication is shown and no pedestrian shall then start to
cross the roadway. "
11(c) Steady red indication
(l) Vehicular t .. affic facing a steady red signal alone shall stop at a
clearly marked stop line, but, if none, before entering the crosswalk
on the near side of the intersection, and may then turn right or, if the
intersecting streets are both one-way streets and left turns are per-
missible, may turn left, after standing until the intersection may be
entered safely, yielding right-of-way to pedestrians lawfully within an
adjacent crosswalk and to other traffic lawfully using the intersection.
Traffic not so turning shall remain standing until an indication to pro-
ceed is shown. The City Manager, in accordance with Section 18-2
of this Chapter, may prohibit such turns on a steady red signal by
posting a notice that turns of that type are prohibited. Such notice
shall be erected at such intersection giving notice thereof.
(2) Unless otherwise directed by a pedestrian control signal as pro ...
vided in Section 18-28, pedestrians facing a steady red signal alone
shall not enter the roadway."
11 (d) In the event an official traffic-control signal is erected and main-
tained at a place other than an intersection, the provisions of this
section shall be applicable except as to those provisions which by thei.l:
nature can have no application. Any stop required shall be made at a
sign or marking on the pavement indicating where the stop shall be
made, but in the absence of any such sign or marking the stop shall be
made at the signal.
SECTION 2. THAT should any section, paragraph, sentence, clause, phrase,
or word of this Ordinance be declared unconstitutional or invalid for any reason,
the remainder of this Ordinance shall not be affected thereby.
SECTION 3. THAT the City Secretary is hereby authorized to cause publica-
tion of the descriptive caption of this Ordinance as an alternative method provided
by law.
