ORDINANCE NO. 6626 -----+
AN ORDINANCE AUTHORIZ1NG THE ALTERING AND CHANGING OF THE
PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON THE. FOLLOWJNG STREE
IN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK, LUBBOCK COUNTY
TEXAS, TO-WIT: EAST 19TH STREET FROM QUIRT A VENUE TO THE CITY
LIMITS; AUTHORIZING THE PLAClliG OF SPEED LIMIT SIGNS; PRESCRIBING
A PENALTY; PROVIDING FOR PUBLICATION; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; PROVIDING THAT STREETS OR HIGHWAYS NOT
SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE
PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE
OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE W H
WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A SA VJNGS CLAUSE.
WHEREAS, the governing body of the City of Lubbock, as auth~rized by
Article 670ld, Section 169 (b) Vernon's Texas Civil Statutes, finds that certain
prin1a facie speed limits ori certain highways are different from what is reasona
or safe and should be altered and the preservation of the public health and safety
quired alteration of said prima faci€.:speed limits as hereinafter set forth, NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the prima facie speed limit established by Article
670ld, Section 166(a)(l}--Vernon's Texas Civil Statutes is altered and changed
for all vehicles on the following designated highways or streets in the corporate
limits of the City of Lubbock, Lubbook County, Texas, as shown below, to-wit:
EAST 19TH STREET FROM QUIRT A VENUE TO
THE CITY LIMITS
30 MPH SPEED ZONE
On the South side of East 19t!t Street beginning at
Quirt Avenue and extending Eastward to Guava Avenue.
On the South side of East 19th Street beginning at a
point 480 feet West of the Center Line of the West
Frontage Road of Loop 289 and extending Eastward
to the East City Limits.
On the North side of East 19th Street beginning at the East
City Limits and extending Westward to a point 480 feet
West of the Center Line of the West Frontage Road of Loop 289.
On the North side of East 19th Street be ginning at Guava
Avenue and extending Westward to Quirt 4venue.
40 MPH SPEED ZONE .
On the South side of East 19th Street beginning at Guava
Avenue and extending Eastward to a point 480 feet West
of the Center Line of the West Frontage Road of Loop 289.
On the North side of East 19th Street beginning at a point
480 feet West of the Center Line of the West Frontage
Road and extending Westward to Guava Avenue.
SECTION 2. THAT the City Manager is authorized and directed to cause
the placing of signs so as to clearly define the limits of the prima facie areas set
out in this Ordinance.
SECTION 3. THAT any person., firm or corporation violating the prima
facie speed limit established by this Ordinance shall upon conviction be fined any
sum not to exceed TWO HUNDRED ($200. 00} DOLLARS.
SECTION 4. THAT the City Secretary is authorized and directed to cause
publication of the descriptive caption of this Ordinance together with the penalty
as an alternative method 9f publication as provided by law.
SECTION 5. THAT all Ordinances or parts of Ordinances conflicting with
any of the provisions hereof are hereby repealed insofar as such conflict exists.
SECTION 6. THAT all highways or streets not specifically set forth in
the preceding sections hereof shall not be affected by the provisions hereof., and
this Ordinance shall be cumulative of all other prima facie speed limit Ordinances
except those with which is specifically conflicts.
SECTION 7. THAT should any section, paragraph., sentence., clause,
or word of this Ordinance be declared unconstitutional or invalid for any reason.,
the remainder of this Ordinance shall not be affected thereby.
