ORDINANCE NO. 9503
AN ORDINANCE ESTABLISHING THE DATE OF THE REGULAR MUNICIPAL ELECTION;
AUTHORIZING THE MAYOR TO ORDER THE REGULAR MUNICIPAL ELECTION OF THE CITY
OF LUBBOCK FOR THE VEAR 1992; DECLARING AN EMERGENCY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Lubbock deems it to be in
the best interest of the citizens of the City of Lubbock to establish the
date of the regular municipal election for the year 1992, as May 2, 1992;
and
WHEREAS, the proximity of the City regular municipal election
requires this Ordinance to be passed upon one reading as a matter of grave
public necessity, since filing for office may begin February 17, 1992; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the regular municipal election for the City of
Lubbock shall be held on May 2, 1992, under the applicable provisions of
the Texas Election Code, the Lubbock City Charter and City ordinances.
SECTION 2. THAT the election shall be held at the voting places set
forth in an appropriate election order issued by the Mayor hereafter and
that all persons qualified to vote in the City under the election laws of
the State of Texas shall be allowed to vote therein. Said regular
municipal election shall be held and the voting places shall be open from
7:00 A.M. to 7:00 P.M. and all electors shall vote in the precinct of their
residence unless otherwise provided in the election order. An electronic
voting system shall be used for this regular municipal election.
SECTION 3. THAT the passage of this Ordinance is a matter of grave
public necessity due to the proximity of the City regular municipal
election, since filing for office may begin February 17, 1992, which
requires passage of this Ordinance as an emergency measure upon one
reading.
SECTION 4. THAT this Ordinance shall take effect and be in full
force immediately from and after its final approval and passage.

I, B.C. McMINN, Mayor of the City of Lubbock, Texas, by virtue of the
authority vested in me by law, and according to the Charter of the City of
Lubbock and the Texas Election Code, do hereby order that an election be held
in the City of Lubbock, Texas, on the 2nd day of May, 1992, such day being the
first Saturday of said month, for the purpose of electing the following
officers of the City of Lubbock, Texas:

Said election shall be held at the places 1n the City of Lubbock
hereinafter designated as voting precincts and voting places on Exhibit A
attached hereto and made a part hereof for all intents and purposes. Voting
places shall be open from 7:00 A.M. to 7:00 P.M. and all voters shall vote in
the district of their residence and in the precinct of their residence unless
such precinct shall be consolidated with another precinct for voting as
provided by ordinance or as provided herein by Exhibit A. An electronic
voting system shall be used for this general city election. Said election
shall be conducted as a joint election with Lubbock Independent School
District.
The persons set forth in Exhibit B attached hereto and made a part
hereof for all intents and purposes are hereby appointed Judges and Alternate
Judges to hold said general city election on May 2, 1992. Each presiding
judge so named is authorized to appoint the number of clerks authorized by the
Election Administrator, which number shall not be less than two clerks nor
more than six clerks. The alternate judges shall serve as presiding judges in
the event that the regularly appointed presiding judge is unable to serve.
The alternate judge shall be appointed by the presiding judge to serve as one
of the clerks in the event that the election is conducted by the regularly
appointed presiding judge.
Early voting shall be conducted at the office of the City Secretary on
weekdays during the regular hours of business of the office of the City
Secretary, which are from 8:00 A.M. to 5:00 P.M., and at a branch early voting
place at the South Plains Mall, 6002 Slide Road on weekdays from 10:00 A.M. to
6:00 P.M. Both early voting locations shall be open for voting on the last
Saturday of the early voting period from 10:00 A.M. to 6:00 P.M.
ELECTION NOTICE
The City Secretary of the City of Lubbock is hereby ordered to cause
publication of this Order and Notice of General City Election at least one
time in a daily newspaper published in the City of Lubbock not more than
thirty (30) days nor less than ten (10) days prior to the General City
Election as required by law. The City Secretary shall serve a duly certified
copy of this Election Order and Notice upon each of the presiding judges named
in Exhibit B hereto not later than the seventh day after the signing of this
Election Order and Notice of General City Election or the 15th day before the
General City Election, whichever is later.

a no ser que tal recinto sea consolidado con otro recinto como designado
aqui en Expuesta A. Maquinas de votar electronicas seran usadas para esta
Eleccion General de la Ciudad; incluyendo las votaciones avanzadas. Dicha
Eleccion sera condujida como una eleccion combinada con el Distrito de las
Escuelas Independientes de la Ciudad de Lubbock.
las personas sentadas en Expuesta B atadas y hechas parte de esto
para todas intenciones y objetos son aqui nombrados Jueces Actuante y
Jueces Suplente para tener dicha Eleccion General de la Ciudad en el dia 2
de Mayo, 1992. Cada Juez Actuante esta autorizado para nornbrar el numero de
oficios especificado por el Administrador de la Eleccion, que tal numero no
sera menos de dos (2) oficinistas ni masque seis (6) oficinistas. Los
Jueces Actuantes Suplentes serviran como Jueces Actuantes si acaso el Juez
Actuante asi nombrado no pueda servir. El Juez Actuante Suplente sera nombrado por el Juez Actuante para que sirva corno uno de los oficinistas en
caso que la eleccion sea condujida por el nombrado Juez Actuante.

Mall), 6002 calle Slide en los dias de la semana desde las 10:00 a.m. hasta

el ultimo Sabado del periodo de votar en avanza desde las 10:00 a.m. hasta
las 6:00 p.m.
AVISO DE ELECCI0N
La Secretaria Municipal es aqui ordenada que publique esta Orden y
Aviso de Eleccion General de la Ciudad siquiera una vez en un periodico
diario publicado dentro la Ciudad de Lubbock no mas de treinta (30) dias y
no menos de diez (10) dias antes de la Eleccion General de la Ciudad como
es requirido por ley. La Secretaria Municipal servira una copia certificada
al debido tiempo de esta Orden de Eleccion y Aviso a cado uno de los Jueces
Actuantes nombrados en Expuesta B aqui atada no mas tarde que el septimo
dia despues de firmar esta Orden de Eleccion y Aviso o el dia quince antes

of a resolution adopted by the City Council of the City of Lubbock and the
authority vested in me by law, and in accordance with the Charter provisions
and the Texas Election Code, do hereby order that a Special Election be held
in the City of Lubbock, Texas, on the 2nd day of May, 1992, said date being
the first Saturday in May, for the purpose of electing the following officer
of the City of Lubbock due to the resignation of Councilman, Place 5, on
February 27, 1992:

Said election shall be held at the places in the City of Lubbock
hereinafter designated as voting precincts and voting places on Exhibit A
attached hereto and made a part hereof for all intents and purposes. Polling

ELECTION NOTICE
The City Secretary is hereby ordered and directed to cause notice of
this Special City Election to be given by the alternative method of publishing
this Order and Notice of Special City Election in English and Spanish at least
one time, not earlier than the thirtieth or later than the tenth day before ·
the election day. Said notice shall be published in a newspaper of general
circulation within the City of Lubbock. Following such publication, the City
Secretary shall file with the County Clerk a copy of the notice as published,
together with the name of the newspaper or newspapers and the dates of
publication. ·
The City Secretary shall serve a duly certified copy of this Election
Order and Notice of Special City Election-on each of the Presiding Judges and
Alternate Judges named in Exhibit B. Such service shall be made by United
States mail or by personal delivery within twenty (20) days after the date of
execution of this Order and Notice of Special Election.
In addition, the City Secretary shall give and post such Notice as may
be required by Section 4.003(b)(e) of the Texas Election Code.

Yo, B. C. McMinn, Alcalde de la Ciudad de Lubbock, Tejas, por virtud
de la resolucion adoptada por el Consejo Municipal de la Ciudad de Lubbock
y la autoridad concedida a mi por ley, y segun la Carta de la Ciudad de
Lubbock y el Codigo de Eleccion de Tejas, por este medio, ordeno que se
lleve acabo en la Ciudad de Lubbock, Tejas, una Eleccion Especial en el
segundo dia de Mayo, 1992 tal dia sea el primer Sabado de Mayo, para el
objeto de eligir el siguiente oficial de la Ciudad de Lubbock debido a la
resignacion al Consejal, Lugar 5, en el dia 27 de Febrero, 1992:

Dicha Eleccion se llevara acabo en los sitios de la Ciudad de Lubbock
de ahora en adelante designado como recintos electorales y lugares de votar

objetos. Los sitios para votar estaran abiertos desde las 7:00 a.m. hasta
las 7:00 p.m. y todos votantes han de votar en el recinto de su residencia
no ser que aparte de que no sea proveedo aqui. Una systema electronica sera
usada para esta Eleccion Especial de la Ciudad.
Las personas sentadas en Expuesta B atadas y hechas parte de esto
para todas intenciones y objetos son aqui nombrados Jueces Actuante y
Jueces Suplente para tener dicha Eleccion Especial de la Ciudad en el dia 2
de Mayo, 1992. Cada Juez Actuante nombrado esta autorizado para nombrar no
menos de dos (2) oficinistas corno es requirido pero que no exida un total
de seis (6) oficinistas para la propipa conducta de la Eleccion. Los Jueces
Actuantes Suplentes serviran como Jueces Actuantes si acaso el Juez
Actuante asi nombrado no pueda servir, y el Juez Actuante Suplente sera
nombrado por el Juez Actuante para que sirva como uno de los oficinistas en
caso que la eleccion sea condujida por el nombrado Juez Actuante.

AVISO DE ELECCION
La Secretaria Municipal es aqui ordenada que case noticio de esta
Orden y Aviso de Eleccion Especial de la Ciudad en ingles y espanol
siquiera una vez no mas temprano que treinta (30) dias y no menos de diez
(10) dias antes de la Eleccion. Dicha noticia sera publicada en un
periodico de circulacion en general dentro la Ciudad de Lubbock. Siguiendo
tal publicacion, la Secretaria Municipal debera archivar con la Oficinista
del Condado una copia de la noticia como publicada, junto con el nombre del
periodico o periodicos y las fechas de publicacion.
La Secretaria Municipal debera servir una copia certificada de esta
Orden y Aviso de Eleccion Especial de la Ciudad en cada uno de Jueces
Actuantes y Jueces Actuantes Suplentes nombrados en Expuesta B. Tal
servicio debera ser por el correo de los Estados Unidos o en persona dentro
veinte (20) dias despues del dia de la ejecucion de esta Orden y Aviso de
Eleccion Especial.
Ademas de, la Secretaria Municipal debera dar y poner tal Aviso como
sea requirido por Seccion 4.003(b)(e) del Codigo de Eleccion de Tejas.
