WIT: A PORTION OF BROWNFIELD ROAD {U.S. 82) TECH FREEW AND 4THSTREET (U.S.82); A PORTION OF 4THSTREET (U.S.82) FROM UNIVERSITY AVENUE TO AVENUE A; A PORTION OF PARKWAY DRIVE (U.S. 8 ) AVENUE A (U.S.87) TO GUAVA AVENUE; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLICA- TION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT STREETS OR HIGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHAL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANC SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDI- NANCES EXCEPT THOSE WITH WHICH IT SPECIFICALLY CONFLICTS; PRO- VIDING A SAVINGS CLAUSE; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE. WHEREAS, the governing body of the City of Lubbock, as authorized by Artie 6701d, Section 169(b) Vernon1s Texas Civil Statutes, finds that certain prima faci speed limits on certain highways are different from what is reasonable or safe an should be altered, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the prima facie speed limit established by Article 6701d, Section 166{a)(l) Vernon2s Texas Civil Statutes is altered and changed for all veh ... icles on the following designated highways or streets in the corporate limits of the City of Lubbock. Lubbock County, Texas, as more particularly described, to--wit: BROWNFIELD ROAD (U.S. 82) TECH FREEWAY) & 4TH STREET (U.S. 82) A 40 MPH Speed Zone for the northeast bound lanes of Brownfield Road (U.S. 82) beginning at the center line of 19th Street (U.S. 62) and extending northeast for o. 204 mile. A 50 MPH Speed Zone for the Northeast bound lanes of Brownfield Road (U.S. 82) beginning O. 204 mile Northeast of the center line of 19th Str:eet (U.S. 62) and extending Northeast for o. 300 mile. SECTION 2. THAT the City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. THAT any person, firm or corporation violating the prima faci speed limit established by this Ordinance shall, upon conviction, be fined any sum not to exceed TWO HUNDRED & NO/ 100 ($200. 00) DOLLARS. SECTION 4. THAT the City Secretary is authorized and directed to cause th publication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. This Ordinance shall become effective ten (10) days after the date of its last publication. SECTION 5. THAT all Ordinances or parts of Ordinances conflicting with an of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 6. , THAT all highways or streets not specifically set forth in the preceding sections shall not be affected by the provisions hereof. and this Ordi- nance shall be cumulative of all other prima facie speed limit Ordinances except those with which it specifically conflicts. 3 SECTION 7. THAT should any section, paragraph, sentence, clause, phrase, or word of this Ordinance be declared unconstitutional or invalid for· any reason, the remainder of this Ordinance shall not be affected thereby, AND IT IS SO ORDERED.
