I I WHERBAS, the City Council, upon receiving the recommendation of the Board I I of Electrical Examiners, has found that the adoption of the 1971 Edition of the 11 ! National Elec:t rical Code would be in the best interest and safety of the Citizens of ii lj the City of Lubbock; NOW THEREFORE: I ' ' ! BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: I 11 SECTION 1. THAT Chapter llA of th~ Code of Ordinances of the City of Lubbock, Texas, (being Ordinance No, 4897, the Electrical Code), BE and is here I by amended by amending sub-section (1) of SGction 1 lA ... s thereof to hereafter r ead; 1 as follows: l 1; :i ,! ,i !I 11 (1) 1971 Edition, National Electrical Code (NFPA No. 70-1971} as adopted by the National Fire Protection Association", which is hereby adopted and made a part hereof as though fully copied herein and as filed with the City Secretary of the City of Lubbock. ] SECTION Z'.. Mr. Kite said -this date -that he thought it would be completed by May 15th. It is then to be published and will not be effective until it is published (effective ten days after final publication) The Code was adopted by Ord.# ~d...~9. The attached is a copy of that part concerning use of Plastic Pipe. protection from frost. The building sewer shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction sha11 be made only with properly curved pipe and fittings. Where overflow line of any fixture will be below the top elevation of the nearest manhole. The plumbing inspector, may order an approved backflow prevention device be installed in the buildinq service and such backflow device shall be accessible through a pit or box brought to ground level. Sec. 117. In all buildinqs in which any building drain is too low to permit gravity to flow to the public sewer, sanitary se't1age carried by such drain shall be lifted by approved artificial means and discharged to the building sewer. Sec. 118. All excavations required for the installation of~ building sewer shall be open trench work unless otherwise approved by .the Inspector. Pipe layin~ and backfi11 shall be performed in accordance with ASTM specification (Cia-19) except that no backfil~ shall be placed until the work has been inspected. When bituinized-fiberpipe or plastic pipe (other than schedule 40 ABS or PVC) is used, it sha11 be bedded in sand to 211 above pipe and 611 below and on each s_jde. ~:-; .. Sec. 119. All joints and connections shall be made gasti~ht and watertight. Cast iron pipe joints shall be firmly packed with oakum or hemp and filled with molten lead, Federal Specification (QQ-L-156), not less than one (1) inch deep. Lead shall be run in one pouring and calked tight. No paint, varnish, or other coatings shall Qe,permitted on the jointing material until after the joint has been tested and approved. Tite seal gaskets will also be accepted. . All joints in vitrified clay pipe or between such pipe and metals shall be made with approved hot-poured jointing material or cement mortar ~s specified below. Material for hot-poured joints shall not soften sufficiently to destroy the effectiveness of the joint when subjected to a temperature of one hundred and sixty (1600) F.) degrees Fahrenheit, nor be soluble in any of the wastes carried by the drainage system. The joint shall first be caulked tig_ht with jute, hemp, or similar approved material. Cement joints shall be made by packing a closely twisted jute or oakum gasket, of suitable size to fi11 partly the annular space be-tween the pipes. The remaining space shall be filled and firrnly compacted with motar composed of one part Portland cement and three parts mortar sand.
