OF LUBBOCK BY AMENDING ARTI{;LE II OF CHAPTER 3 THEREOF. ENTITL ...
ED "AIRPORT BOARD11, PROVIDING FOR BOARD MEMBERS, QUALIFICATIONS
AND TENURE; PROVIDING FOR BOARD CHAIRMAN AND SECRETARY; PRO-
VIDING FOR BOARD MEETINGS; PROVIDING FOR BOARD AUTHORITY; PRO-
VIDING FOR BOARD POWERS; PROVIDING A SAVINGS CLAUSE AND PROVI-
DING FOR PUBLICATION.
WHEREAS, the City Council has determined that the changes in the .Air-
port Board as set forth below would be in the best interest of the citizens of the
City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 3-12 of Chapter 3 of the Code of Ordinances of
the City of Lubbock BE and is hereby amended to read as follows:
11Sec. 3-12. Airport Board -There is hereby
created and EStablished an advisory board to be
known as the Airport Board of the City of Lub-
bock, Texas. 11
SECTION 2. THAT Section 3-13 of Chapter 3 of the Code of Ordinances of
the City of Lubbock BE and is hereby amended to rmd as follows:
"Sec. 3--13. Members, Qualifications,, Tenure -
The Airport Board shall be composed of five (5)
members who shall be appointed by the City Council;
provided, however,, the present Airport Board, as it
is now constituted, shall remain in effect with the
provision that upon resignation, death or expiration
of term of the present members, such vacancies shall
not be filled and the vacant memberships abolished
until the Board membership shall be reduced to five (5)
members, at which time re-appointments shall be made
by the Council to full or unexpired terms of office, Ap-
pointments thereafter shall be for a term of three years
or the remainder of an unexpired term. All members
appointed shall be resident citizens of the City of Lub-
bock at the time of their appointment and during their
term of office. In addition to the above board mem•
bers, the Mayor, or a member of the City Council to
be selected by the Counci~ shall serve as an ex--officio
member of the board. 11
SECTION 3. THAT Section 3-16 of Chapter 3 of the Code of Ordinances of
the City of Lubbock BE and is I?,ereby amended to read as follows:
1'Sec. 3-16. Meetings -Any three (3) members of
the Board meeting together shall constitute a quorum
for the transaction of business. 11
SECTION 4. THAT sub-section (a) of Section 3-17 of Chapter 3 of the Cod
of Ordinances of the City of Lubbock, BE and is herroy amended to read as follow
"(a) Except as otherwise provided in this Sec-
tion, the Airport Board shall be responsible for
recommendations to the City Council in areas of
planning, development, construction, enlargement,
improvement, maintenance, equipment, operation,
protection and }X)licing of airports and other air-
navigation facilities established, owned and con-
trolloo. by the City and such other duties as the City
Council may delegate to it as provided by Article
46d-6, Texas Revised Civil Statutes. The Airport
Board shall review statements requiring expendi-
ture of airport funds prior to payment. Payments
which re:iuire City Council authorization shall,
when possible, have the Board's recommendation
before Council action.
SECTION 5. THAT Section 3-18of Chapter 3 of the Code of Ordinances of
the City of Lubbock, BE and is hereby amended to read as follows:
11Sec. 3--18. Powers Generally -The Board shall
from time to time formulate rules and policies
governing the operation of the municipal airport
and the conduct of flying thereon and such rec-
ommendations shall be forwarded to the City
Council for its consideration and possible enact-
ment. Recommendations which request Council
action shall be presented to the Council by the
Board Chairman or a Board member as his al ..
ternate by personal appearance at a regular ot
special meeting of the Council.
SECTION 6. THAT Section 3-19 of Chapter 3 of the Code of Ordinance of
the City of Lubbock Be and is hereby repealed.
SECTION 7. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for any
reason, the remainder of this Ordinance shall not be affected thereby.

SECTION 8. THAT the City Secretary is hereby autporized to cause pub-
lication of the descriptive capti,on of this Ordinance as an alternative method pro-
vided by law.
AND IT IS SO ORDERED.
