AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF TH
PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON PORTIONS OF 19TH
STREET (S. H. 116), WITHIN THE CORPORA TE LIMITS OF THE CITY OF L UB -
BOCK, LUBBOCK COUNTY, TEXAS:·AUTHORIZING THE PLACING OF SPEED
LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT
ALL STREETS AND HIGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHAL
NOT BE EFFECTED BY THE PROVJSIONS HEREOF AND THAT THIS ORDINA-
NCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT
ORDINANCES EXCEPT THOSE WITH WHICH IT SPECIFICALLY CONFLICTS
AND PROVIDING A SAVINGS CLAUSE.
WHEREAS, the governing body of the City of Lubbock, as authorized by
Article 6701d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain
prima facie speed limits on certain highways are different from what is reason-
able or safe and should be altered and the preservation of public health and safety
required alteration of said prima facie speed limits as hereinafter set forth, NO
. THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the prima facie speed limit established by Article
6701d, Section l66(a)(1)--Vernon1s Texas Civil Statutes is altered and changed
for-all vehicles on the following designated highways or streets in the corporate
limits of the City of Lubbock, Lubbock County, Texas, as shown below, to ... wit:
SOUTH SIDE OF 19TH STREET (S. H. 116)
A 60 MPH Speed Zone for the Eastbound lanes. of 19th
Street (S. H, 116) beginning at the West City Limits of
the City of Lubbock a~xtrnding East for a distance of
l. 025 miles to the center line of Frankford Avenue.
A 55 MPH Speed Zone for the Eastbound lanes of 19th
Street {S. H. 116) beginning 1. 025 miles East of the
West City Limits of the City of Lubbock and extending
East for a distance of O. 33 6 miles to the center line of
Dover Avenue.
A 45 MPH Speed Zone for the Eastbound lanes of 19th
Street (S. H. 116) beginning 1. 361 miles East of the
West City Limits of the City of Lubbock and extending
East fora distance of 1. 384 miles to the center line of
Salem Avenue.

A 40 MPH Speed Zone for the Eastbound lanes of 19th
Street (S.H. 116) beginning 2,745 miles East of the
West City Limit:;; of the City of Lubbock and extending
East for a distance of O. 590 miles to the point of in-
tersection of 19th Street (S. H. 116) and Brownfield
Road (U.S. 62).
NORTH SIDE OF 19TH STREET (S. H. 116)
A 40 MPH Speed Zone for the Westbound lanes of 19th
Street (S. H. 116) beginn:ing at a point 3. 335 miles
East of the West City Limits of the City of Lubbock,
said point being the point of intersection of 19th Street
{S. H. 116) and Brownfield Road (U. s. 62) and extending
West o. 814 mile to the center line of Utica Avenue.
A 45 MPH Speed Zone for the Westbound lanes of 19th
Street (S. H. 116) beginn:ing 2. 521 miles East of the
West City Limits of the City· of Lubbock and extending
West 1. 160 miles to the center line of Dover Avenue.
A 50 MPH Speed Zone for the Westbound lanes of 19th
Street (S.H. 116) beginning 1. 361 miles East of the
West City Limits of the City of Lubbock and extending
o. 336 miles West to the center line of Frankford Avenue.
A 55 'MPH Speed Zone for the Westbound lanes of 19th
Street (S.H. 116) beginning 1. 025 miles East of the
West City Limits of the City of Lubbock and extending
o. 464 mile West to a point, said point being o. 561 mile
East of the West City Limits of the City of Lubbock.
A 60 MPH Speed Zone for the Westbound lanes of 19th
Street (S. H. 116) beginning o. 561 mile East of the West
City Limits of the City of Lubbock and extending West
o. 561 mile to a point on the West City Limits of the
City of Lubbock.
SECTION 2. THAT the City Manager is authorized and directed to cause
the placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinance.
SECTION 3. THAT any person, firm or corporation violating the prima
facie speed limit established by this Ordinance shall upon conviction be fined
any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS.
SECTION 4. THAT the City Secretary is authorized and directed to cause
publication of the descriptive caption of this Ordinance together with the penalty
as an alternative method of publication as provided by law.
SECTION 5. THAT all Ordinances or parts of Ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as such conflict
exists.
SEC'IDN 6. THAT all highways or streets not specifically set forth in
the preceding sections hereof shall not be affected by the provisions hereof, and
this Ordinance shall be cumulative of all other prima facie speed limit Ordinance
except those with which it specifically conflicts.
SECTION 7. THAT should any section, paragraph. sentence, clause,
phrase, or word of this Ordinance be declared unconstitutional or invalid for any
reason, the remainder of this Ordinance shall not be affected thereby.
AND IT IS SO ORDERED.
