Ave Q, Indiana Ave, Quaker Ave - 08/12/19711 ~ GSL:11 ____, I ORDINANCE NO. 6141 ----- AN ORDINANCE AUTH9RIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON THE FOLLOWING STREE' "S IN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK., LUBBOCK COUNTY., TEXAS., TO-WIT: PORTION OF KENT STREET; A 45 MPH SPEED ZONE FOR BOTH SIDES OF KENT STREET BEGINNING AT THE CENTER LINE OF UNI- VERSITY AVENUE AND EXTENDING EAST TO THE CENTER LINE OF MESA ROAD; PORTION OF NORTH AVENUE Q; A 45 MPH SPEED ZONE FOR BOTH SIDES OF NORTH AVENUE Q BEGINNING AT THE CENTER LINE OF KENT STREET AND EXTENDING NORTH TO THE NORTH CITY LIMITS; A PORTION OF INDIANA AVENUE; A 40 MPH SPEED ZONE FOR BOTH SIDES OF INDIANA A VENUE BEGINNING AT THE CENTER LINE OF SOUTH LOOP 28 9 AND EX- TENDING SOUTH TO THE CENTER UNE OF 82ND STREET; A PROTION OF QUAKER A VENUE; A 45 MPH SPEED ZONE FOR BOTH SIDES OF QUAKER A VE NUE BEGINNING AT THE CENTER LINE OF SOUTH LOOP 289 AND EXTEND- ING SOUTH TO THE CENTER LINE OF 82ND STREET; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOl PUBLICATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PRO VIDING THAT STREETS OR HIGHWAYS NOT SPECIFICALLY SET FORTH HERE· IN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WITH WHICH IT SPECIFICALLY CON- FLICTS; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR THE EFFEC'-· TIVE DA TE OF THJS ORDINANCE. WHEREAS, the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon1s Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reason- able or safe and should be altered as hereinafter set forth, NOW THEREfORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the prima facie speed limit established by Article 6701d, Section 166(a)(l)--Vernon1s Texas Civil Statutes is altered and changed for all vehicles on the following designated highways or streets in the corporate limits of the City of Lubbock, Lubbock County, Texas: KENT STREET A 45 MPH Speed Zone for both sides of Kent Street beginning at the center line of University Avenue and extending East to the center line of Mesa Road. NORTH A VENUE Q A 45 MPH Speed Zone for both sides of North Avenue Q beginning at the center line of Kent Street and ex- tending North to the North City Limits. V INDIANA A VENUE A 40 MPH Speetj Zone for both sides of Indiana Avenue beginning at the center line of South Loop 289 and extending South to the Center line of 82nd Street. QUAKER A VENUE A 45 MPH Speed Zone for both sides of Quaker Avenue beginning at the center line of South Loop 289 and extending South to the center line of 82nd Street. SECTION 2. THAT the City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance, SECTION 3. THAT any person, firm, or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS. SECTION 4. THAT the City Secretary is authorized and directed to cause the publication of the descriptive caption of this Ordinance together with the pen• alty as an alternative method of publication as provided by law. SECTION 5. THAT all ordinances or parts of ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 6. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other prima facie speed limit ordinances except those with :which it specifically conflicts. SECTION 7. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 8. THAT this Ordinance shall become effective ten (10) days after the date of its last publication. AND IT IS SO ORDERED.
