HomeMy WebLinkAboutOrdinance - 6115-1971 - Speed Limit, Quaker Ave - 06/23/1971--... ~l!k! ...i) -/ 3' / \J )" 14 \ q llj ~ /0 GSL•ll ORDINANCE NO. _ _,,5=1...,.15,._ AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON BOfH SIDES OF QUAKER AVENUE WITHIN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK, LUBBOCK COUNTY, TEXAS; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLI- CATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PRO- VIDING THAT STREETS OR IITGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WITH WHICH IT SPE .. CIFICALLY CONFLICTS; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR THE EFFECTIVE DATE OF TffiS ORDINANCE. WHEREAS., the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered as hereinafter set forth, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the prima facie speed limit established by Articl 6701d, Section 166(a)(l} Vernon1s Texas Civil Statutes is altered and changed for all vehicles on both sides of Quaker Avenue in the corporate limits of the City of Lubbock, Lubbock County, Tex~ as follows: QUAKER A VENUE 1. A 50 MPH Speed Zone for both sides of North Quaker Avenue beginning at the North City Limits and extending South to 300 feet South of the center line of Kemper Street. 2. A 35 MPH Speed Zone for both sides of North Quaker Avenue beginning 300 feet South of Kemper Street and extending South through North Loop 289 to a point 800 feet South of the center line of Erskine Street. 3. A 50 MPH Speed Zone for both sides of Quaker Avenue beginning 800 feet South of the center line of Erskine Street ~nd extending South to 4th Street. 4. .A 45 MPH Speed Zone for the North bound traffic beginning at 19th Street and extending North to 4th Street 5. .A 40 MPH Speed Zone for the South bound traffic of Quaker .A venue beginning at 4th Street and extending South to 19th Street. 6. A 35 MPH Speed Zone for both sides of Quaker Avenue beginning at 19th Street and extending South to 34t~ Street 7. A 40 MPH Speed Zone for both sip.es of Quaker .Avenue beginning at 34th Street and extending South to 61st Street. 8. A 35 MPH Speed Zone for both sides of Quaker Avenue beginning at 61st Street and extending South to Loop 289. SECTION 2. THAT the City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. THAT any person, firm, or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined any sum not to exceed TWO HUNDRED DOLLARS ($200. 00) SECTION 4. THAT the City Secretary is hereby authorized and direc' - ed to cause the publication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. SECTION 5. THAT all ordinances or parts of ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 6. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof and this Ordinance shall be cumulative of all other prima facie speed limit ordinances except those with which it specifically conflicts. SECTION 7. THAT should any section, paragraph, sentence, clause phrase, or wora of this Ordinance be declared unconstitutional or invalid for ' any reason., the remainder of this Ordinance shall not be affected thereby. SECTION 8. THAT this Ordinance shall become effective ten (10) days after the date of its last publication. AND IT IS SO ORDERED.
