GSL·ll ,, ORDINANCE NO. 6055 AN ORDINANCE AUTHORIZIN'G THE ALTERING AND CHANGING OF THE PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON BOTH SIDES OF PARKWAY DRIVE (U.S. 82}., IDALOU ROAD (U.S. 62-82) AND PARKWAY DRIVE AND IDALOU INTERCHANGE FRONTAGE ROADS AND CONNECTING ROADS,. WITHIN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK, LUBBOCK COUNTY., TEXAS; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT STREETS OR HIGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT T ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT _THOSE WITH WHICH IT SPECIFICAL Y CONFLICTS; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE. WHEREAS. the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon rs Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reasonable .©r safe and should be altered as hereinafter set forth, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the prima facie speed limit established by Article 6701d, Section 166(a)(l) and (3)--Vernonts Texas Civil Statutes is altered and changed for all vehicles on both sides of Parkway Drive (U.S. 82). Idalou Road (U.S. 62-82) and Parkway Drive and Idalou Interchange Frontage Roads and Connecting Roads in the corporate limits of the City of Lubbock, Lubbock County, Texas, as follows: PARKWAY DRIVE (u.s. 82) SOUTHSIDE A 45 MPH Speed Zone on the South side of Parkway Drtve (U.S. 82) for the Eastbound lanes beginning at Amarillo Highway (U.S. 87) and extending East for o. 200 miles. A 55MPH Speed Zone on the South side of Parkway Drive (U.S. 82) for the Eastbound lanes beginning O. 200 miles East of Amarillo Highway (U.S. 87) and extending East for 0. 710 miles. u A 40 MPH Speed Zone on the South Frontage Road of Park- way Drive (U.S. 82) beginning at Guava Avenue and exten- ding East, Thence round a curve to Southwest for a distance of o. 439 miles., to the point of intersection of this Service Road and Idalou Road (U.S. 62) A 50 MPH Speed Zone for 0.179 miles on the Eastbound Connecting Road connecting the Eastbound main lanes of Parkway Drive (U.S. 82) to the Northeast bound lanes of the East Service Road of Idalou Road (U.S. 62). SECTION 2. THAT the City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima faci areas set out in this Ordinance. SECTION 3. THAT any person., firm., or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined any sum not 'o exceed TWO HUNDRED DOLLARS ($200. 00). SECTION 4. THAT the City Secretary is hereby authorized and di- rected to cause the publication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. SECTION 5. THAT all ordinances or parts of ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflic exists. SECTION 6. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereo and this Ordinance shall be cumulative of all other prima facie speed limit ordinances except those with which it specifically conflicts. SECTION 7. TBA T should any section1 paragraph., sentence., clause, phrase, or word of this Ordinance be declared unconstitutional or invalid for any reason1 the remainder of this Ordinance shall not be affected thereby. SECTION B. THAT this Ordinance shall become effective ten (10) days after the date of its last publication. A 45 MPH Speed Zone on the South side of Parkway Drive (U.S. 82) for the Eastbound main lanes beginning at O. 910 miles East of Avenue A (U.S. 87) and extending East for 1. 361 miles. A 50 MPH Speed Zone on the South side of Parkway Drive (U.S. 82) for the Eastbound main lanes beginning 2. 271 miles East of Avenue A (U.S. 87) and extending East for o. 312 miles. A 55 MPH Speed Zone on the South side of Parkway Drive (U.S. 82) for the Eastbound main lanes beginning 2. 583 miles East of Avenue A {U.S. 87) and extending East for O. 190 miles to the connection of the main lanes of Park- way Drive (U.S. 82) and Idalou Road (U.S. 62). NORTH SIDE A 60 MPH Speed Zone on the North side of Parkway Drive (U.S. 82) for the Westbound main lanes beginning at Idalou Road (U.S. 62-82) main lanes(a distance of 223. 65 ft. from the center line of Loop 289) and extending West for a distance of O. 110 miles. A 55 MPH Speed Zone for the North side of Parkway Drive1 (U. s. 82) for the Westbound main lanes beginning O. 110 r1111!e--S West of Idalou Road (U.S. 62-82) and extending West for O. 200 miles. A 50 MPH Speed Zone for the North side of Parkway Ori ve (U.S. 82) for the Westbound main lanes beginning o. 310 miles West of Idalou Road (U.S. 62"'82) and extending West for o. 200 miles. A 45 MPH Speed Zone for the North side of Parkway Drive (U.S. 82) for the Westbound main lanes beginning o. 510 miles West of Idalou Road (U--:-s;-62-82) and extending West for 1. 361 miles. IDALOU ROAD (U.S. 62-82) WEST SIDE A 65 MPH Speed Zone on the West side of Idalou Road (U. s. 62-82) for the Southwest bound main lanes beginn~g at the East City Limits and extending Southwest for a dis- tance of o. 150 miles. This speed zone shall be established by the Texas Highway Commission. A 60 MPH Speed Zone on the West side of Idalou Road (U.S. 62-82) for the Southwest bound main lanes beginning o. 150 miles Southwest of the East City Limits and extending Southwest for a distance of O. 612 miles. A 55 MPH Speed Zone on the West side of Idalou Road (U.S. 62-82) for the Southwest bound main lanes beginning o. 762 miles Southwest of the East City Limits and extending Southwest for a distance of O. 475 miles. A 40 MPH Speed Zone on the West side of Idalou Road (U.S. 62-82) for the Southwest bound lanes beginning 1. 237 miles Southwest of the East City Limits and extending Southwest for a distance of o. 836 miles to the center line of East Broadway. EAST SIDE A 40 MPH Speed Zone on the East side of Idalou Road (U. s. 62-82) for the Northeast bound lanes beginning at the center line of East Broadway and extending North- east for a distance of o. 735 miles. A 45 MPH Speed Zone on the East side of Idalou Road (U.S. 62-82) for the Northeast bound main lanes beginning O. 735 miles Northeast of the center line of East Broadway and extending Northeast for a distance of O. 214 miles. PARKWAY DRIVE and IDALOU ROAD INTERCHANGE FRONTAGE ROADS AND CONNECTING ROADS A 35 MPH Speed Zone for the West Frontage Road of Idalou Road (U.S. 62-82) for the Southwest bound lanes beginning at the East City Limits and extending Southwest for a dis- tance of o. 166 miles. A 40 MPH Speed Zone for the West Frontage Road of Idalou Road CU. S. 62--82) for the Southwest bound lanes beginning 0. 166 miles Southwest of the East City Limits and extending Southwest for a distance of O.. 275 miles. A 50 MPH Speed Zone for the West Frontage Road of Idalou Road CU. S. 62-82) for the Southwest bound lanes beginning 0. 441 miles Southwest of the Ea~t City Limits and extending Southwest and turning to West for a distance of 0. 673 miles to the point of intersection of Parkway Drive (U.S. 82) and this service road. A 45 MPH Speed Zone for the East Frontage Road of Idalou Road (U.S.· 62-82) for the Northeast bound lanes beginning 1. 089 miles from the East City Limits (at the point of beginning of the service road leaving the Northeast bound main lanes of Idalou Road) and extending Northeast for a distance of O. 7 03 miles.
