HomeMy WebLinkAboutResolution - 2019-R0387 - Naming Maxey Park Grove Of Trees - "Hospice Of The South Plains Memorial Grove" - 10/22/2019 Resolution No. 2019-RO387 Item No. 6.7 October 22, 2019 RESOLUTION WHEREAS, each year Hospice of the South Plains hosts a memorial service honoring the lives of the patients that have passed while in their care; and WHEREAS, Hospice of the South Plains desires to host future services, or celebrations of life, annually in one of the City of Lubbock's beautiful parks; and WHEREAS, in an effort to memorialize the lives lived and further beautify the location of the celebrations of life, Hospice of the South Plains desires to add a grove of trees at the City of Lubbock's Maxey Park; and WHEREAS, in order to memorialize the patients that have passed while beautifying Maxey Park, at its September 2019 meeting, the City of Lubbock Parks and Recreation Board accepted and approved a recommendation to name the grove of trees to be created at Maxey Park the "Hospice of the South Plains Memorial Grove"; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council hereby adopts the recommendation of the City of Lubbock Parks and Recreation Board to name the grove of trees to be created at Maxey Park the "Hospice of the South Plains Memorial Grove", with such name becoming effective upon the creation of the grove of trees. All names considered by the Parks and Recreation Advisory Board and ultimately the City Council should be above all significant. appropriate,considerate and acceptable to the citizens of Lubbock. Considerations L Outstanding Individuals: In the event that the name of a deceased person is proposed, that person shall have been prominent in Lubbock or elsewhere and shall have demonstrated a continued commitment and.made a substantial contribution to the Parks and Recreation Depardnent. Persons not associated with parks may be considered but shall meet all other criteria.Any living person proposed shall have made a worthy and extraordinary endowment to the Parks and Recreation Department, or be extremely prominent locally,nationally or internationally. 2. Common Usage Identifying the Neighborhood: Acknowledges the geographic location of the park or facility or common name that gives a particular identity to the area neighborhood. 3. Historical Event or Place: Preserves and honors the history of Lubbock,its founders,historical figures,cultural, historical events or local landmarks. 4. Natural or Geographical Feature in the Area: Acknowledges a prominent or unique natural or geological, archaeological, botanical or zoological feature in the surrounding area. S. Benefit/Organization Acknowledgement: Acknowledges the significant benefit of a monetary donation, significant donation of resources or services rendered. Procedures 1. The individual,group or organization requesting to name a park or park facility must complete and submit the Park and Facility Naming application,a copy of which can be obtained and submitted at the Parks and Recreation office located at 1611 101x' Street. 2. The applicant will be notified of a scheduled meeting date of the Parks and Recreation Advisory Board which the applicant must attend to make a presentation that justifies the proposed name or variation thereof. 3. The Parks and Recreation Advisory Board may appoint a Park Naming Subcommittee to further evaluate the application and to forward a recommendation to the Parks and Recreation Advisory Board. 4. The City of Lubbock will publish public service announcements providing information regarding the proposed naming. The public service announcement will contain dates of Parks and Recreation Advisory Board meetings and City Council meetings.related to the naming. S. The name shall not endorse or advocate any religion or specific religious belie!; nor shall the name have an obscene camnotation or malevolently portray, demean, or intimidate any racial or ethnic group. 3.
