ORDINANCE NO. 6030 ---=------., I AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 19B OF THE con:
I' OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS., BY AMENDING SEC-
II TION ·19B-3 THEREOF PROVIDING FOR NUMBER OF. MEMBERS ON PARK AND

RECREATION BOARD; PROVIDING FOR QUALIFICATIONS OF MEMBERS OF
UCH BOARD; PROVIDING FOR APPOINTMENT AND TERM OF OFFICE OF
I. MEMBERS OF BOARD; PROVIDING FOR CONDUCT OF MEETINGS; PROVIDING
A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION.
' I WHEREAS, the City Council has found that the following change to the
, organization of the Park and Recreation Board would be in the best i11terest of the
citizens of the City of Lubbock; NOW THEREFORE:
I' BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
Ill SECTION 1. · THAT sub ... scction (a) of Section l 9B-3 of Chapter 19B of the
I Code of Ordinances of the City of Lubbock., Texas., BE and is hereby amended to
1 read as follows:
ij "(a) NUMBER. The Board shall consist of nino (9) members . 11 to be appointed by the City Council. The City Manager, Parks
I and Recreation Director., Director of Public Services, Director
; , of Planning and Director of Public Works shall be ex-officio
members without a vote. 11
SECTION 2. THAT sub-section (c) of Section 19B-3 of Chapter 19B of the :1 Code of Ordinances of the City of Lubbock., Texas., BE and is hereby amended by ll
adding thereto a new paragraph which shall read as follows: ·

"In order that the Board have technical assistance in the
planning and operation of its various programs, projects
and activities, four members of the Board shall be appointed
from technical fields, one from each of the following groups:
1. Civil Engineering.
2. Design and Applied Arts.
3. Park and Recreation Management, Horticulture or a
related field.
4. Any technical field appropriate to the Canyon Lakes
Project or other park operations. 11

THAT sub-section (d) of Section l9B-3 of Chapter 19B of tb r1 Code of Ordinances of the City of Lubbock, Texas, BE and is hereby amended to 1 read as follows: 11 . II "(d). TENURE. The present members of the Park and Recre-11 ation Board shall serve for the remainder of their terms; pro-!, vided however, no present term shall extend beyond March 31 .. 1j 1974. The four (4) new members to be appointed by the City ~ Council, upon passage of this Ordinance, shall serve as follows: I! Two (2) members for two (2) years and two (2} members for one II (1) year with the length of term to be determined by lot. All ' successive appointments shall be for a term of three (3) years or until their successors are appointed. " SECTION 4. THAT sub-section (e) of Section 19B-3 of Chapter 19B of the I Code of Ordinances of the City of Lubbock, Texas, BE and is hereby amended to ! read as follows: ! I I I ' 11 I I "(e). VACANCIES. Upon the death, resignation,. removal by disqualification or expiration of the term of office of any :mmber of said board, the city council shall appoint a member of said board to fill such vacancy who shall hold his membership on said board for the unexpired term to which he is appointed or until his successor is appointed in the event of vacancy created before a full term has expired; otherwise. he shall serve the full term of three (3) years. " ! SECTION 5. THAT sub-section (f) of Section 19B-3 of Chapter 19B of the j Code of Ordinances of the City of Lubbock, Texas" BE and is hereby amended to I read as follows: J 11(f). CONDUCT OF·MEETINGS. The Board by majority vote · I (: shall annually during the month of February elect from among of the Board and a vice-chairman who shall act for the chairman ·t during his absence and the chairman shall not be eligible to f succeed himself more than one (1) term. An election of officers !I of the Board shall be held at the first regular meeting at which ~ ' all members shall be present and thereafter as herein provided. h Ii The Board shall adopt rules for the conduct of its meetings r. !• which shall provide for not less than one (1) meeting each month . ~ ~ k · No action shall be taken by the Board except by the affirmative ~ j' vote of at least five (5) members, which shall constitute a quorum. \: r .. 11 !! SECTION 6. THAT should any section, paragranJl, sentence, clause,
I\ phrase or word of this Ordinance be declared unconstitutional or invalid for any ;I reason, the remainder of this Ordinance shall not be affected thereby.

1,• publication of the descriptive capUon of this Ordinance as an alternative method
11 provided by law. .
