HomeMy WebLinkAboutOrdinance - 5073-1966 - Amending Article II Of The Code Of Ordinances, Increases Airport Board 3 To 5 - 08/11/1966gAS:sac ORDINANCE N0. ___ 5;..;.0.:..;73;:.,.__ AN ORDINANCE AMENJ;)ING ARTICLE II OF THE CODE OF ORDI- NANCES OF THE CITY OF LUBBOCK AND INCREASING THE MEMBER- SHIP OF THE AIRPORT BOARD FROM THREE (3) TO FIVE (5) MEMBERS; PROVIDING FOR VACANCIES; REQUffi-ING A QUORUM OF THREE (3) MEMBERS TO TRANSACT BUSINESS; AND DECLARING AN EMERGENCY. WHEREAS~ it is hereby found that it is in the public interest and for the public welfare that the Airport Board be1 increased to five (5) members with stagered terms so that a greater degree of continuity and participation may be secured; and, WHEREAS,, an emergency exists because the vacancies and pending vacancies now existing on the airport board affect the usual daily operation of the airport; NOW THEREFORE., BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Article II of the Code of Ordinances of the City of Lubbock BE and the same is hereby amended by amending Sections 3-12, 3-13 an<l 3-16 thereof to read as follows: "Section 3-12. Creation; compensation; appointment and terms of members. There is hereby created and established an airport board to be c~mposed of five members, each of whom shall be a resident citizen of the city and such ooard shall be officially designated as the Airport Board of the City of Lubboc~ Texas. The members of the Board shall be appointed by the city council. and shall hold their office for a term of three years, except that the members in office at the time of this amendment shall hold office for the remaining term to which they were appointed. The members chosen at the time of this amendment shall be appointed for t er m s of one1 two or three years in such a manner that the terms of office of not more than two member of the board will expire in any one year., and thereafter their successors shall hold office fortliree yea:rs and until their successors are appointed. "Section 3-13. Filling of vacancies. Upon the death, resignation, removal or expiration of the term of office of any member of the airport board, the remaining members shall recommend for the consideration of the city council~ not less than three individuals as his possible successor. 11 J [__ t "Section 3-16. Quorum. Any three members of the Airport Board meeting together shall constitute a quorum for the transaction of business. 11 SECTION 2. This Ordinance is declared an emergency measure for the reasons set out in the preamble hereto and this Ordinance is hereby passed on the day of its introduction as provided by Article IX, Section 16 of the Charter.
