WHEREAS., various proposed revisions in Zoning Ordinance No. 1695 have been proposed by the Planning and Zoning Commission, and the recom- mendations and report of the Commission have been received by the City Council, and the City Council finds that it would be in the interest of the public safety, health, and general welfare of the citizens of Lubbock to amend Zoning Ordinance No. 1695 as hereinafter set forth; NOW THEREFORE: ' ,, BE IT ORDAINED BY THE CITY. COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Zoning Ordinance No. 1695 (being an appendix to the Lubbock City Code) BE and the same is hereby amended as follows: A.. Section 14-A. 1 is hereby amended to read as follows: 1114 ... A. 1 SPECIFIC USE PERMITS: The City Council. may, after public hearing and proper notice and after recomm:endation from the Planning and Zoning Commission containing such requirements and safeguards as-are necessary to protect adjoining property,. authorize the location of any of the fol..; lowing uses in the specified districts. The application shall be accompanied by four (4) copies of a site plan. The plan and analy- sis information shall be on a single sheet; additional sheets may be used for details and perspective views. The site plan shall be a line drawing clearly describing the project, and shall include adequate labeling and dimensioning of all fundamental features of the project. An appropriate title shall identify the project and its nature and the title shall include the legal description of the property together with north point and date, and shall be drawn to engineer scale. Typical features which shall be included are: property lines; rights-of ... way for streets., alleys,. and easements; ordinanced building lines; building setback lines; curb lines; parkways., side- walks; driveway openings; buildings and/or structures; open space; the number and size of parking spaces; street; street names; sec- tion lines; building heights in feet and stories; size and height of signs; garbage collection facilities including necessary easements; service areas; visual screening; and landscaping. The site plan shall be submitted at the time the application for zone change is made. If a site plan is conditionally approved by the Planning and Zoning Commission a corrected site plan shall be filed with the Zoning Administl'!ator not less than ten (10) days after the Commissionts action. 11 B. Section 7.1--3 of Zoning Ordinance No. 1695 is hereby amended to read as follows: 117. 1-3 -Churches and other places of worship including normal accessory uses and buildings such as parish halls., student centers and Sunday school rooms. One paved off .. street parking space shall be provided for each five (5) seats in the auditorium and this ratio shall be maintained. . I > Off ... street parking areas may be provided on the same plot or lot or group of lots making up the church site. Such parking areas may include lots directly across an alley from the church site. All parking areas shall be permanently sc r:eened by a six foot solid wall or fence from adjoining residentially zoned property., except along alley property lines. Said fence shall be in com- pliance with Section 15. 1 ... 2 .. 2 of this Ordinance. All such park ... ing areas shall be paved. 11 C. Section 7. 2-5 of Zoning Ordinance No. 1695 is hereby amended to read as follows: 117. 2 ... 5 -Fraternities and sororities, provided such uses are not operated for commercial gain. 11 D. Section 9. 1-6 is hereby deleted and repealed. E. Section 11.1 is hereby amended to read as follows: !~llll ... Uses Permitted. The following uses shall be permitted only under the following conditions. There shall be no manufacture., compounding, pro ... cessing or treatment of products other than that which is clearly incidental and essential to retail stores or businesses and where all such products are sold at retail on the premises; and Such uses., operations,. products shall not be objectionable; due to odor, dust, smoke, gas., noise, V-ibration., glare or other similar causes; and All businesses must be conducted entirely within a closed building except where otherwise provided below. Outside display of merchandise shall not be permitted~ except where noted after each 1 isted use. '1 F. Section 11.1 .. 6 is hereby amended to read as follows: 1111.1-6 -Gasoline., oil., diesel and liquefied petroleum gases service station. (Outside business and display of merchandise permitted.} G. Section 11.1 ... 7 is hereby amended to read as follows: 1111.1-7 -Golf driving ranges. (Outside '!Jusiness permitted) H. Section 11. lwlO is hereby amended to read as follows: 1111.1-10 ... Ice vending stations and machine (May be located outside building.) L Section 11. 1-11 is hereby deleted and repealed. J. Section 11.1 .. 13 is hereby amended to read as follows: 1111.1-13 -Minature golf course. {Outside business authorized)" K. Section 11.1-16 is hereby amended to read as follows: 1111.-1-16 .. Plant Nurseries (Outside display of plant materials only permitted)" L. Section 1 l. 2-2 is hereby amended to read as follows: 1111.2-2 -Motels, Tourist Courts, Motor Hotels, and Motor Lodges." M. Section 11. 2-5 is hereby deleted and repealed. N. Section 12. 1 is hereby amended to read as follows: 1112. 1 .. Uses Permitted The following uses shall be permitted provided, however,. all business or commercial activity shall be conducted entirely within an enclosed building, except as otherwise hereinafter provided. Outside display of merchandise shall not be permitted, except where noted after each listed use." o. Section 12. 1-2 is hereby amended to read as follows: 1112. 1•2 .. Agriculture implements sales and service (outside display permitted. )u P. Section 12.1-6 is hereby amended to read as follows: ' 1112. 1~6 .. Auto Body Shop. Second Hand Goods Stores." X. Amend Section 12 by adding a new Section 12.1-58 which reads as follows: 1112.1-58 -Print shops. 11 Y. Amend Section 12 by adding a new Section 12.1-59 which reads as follows: "12.1-59 -Portable building sales (fully constructed)11 z. Section 12. 1-24 is hereby deleted and repealed. AA~-Section 13.1-32 is hereby deleted and repealed., AB. Section 13.1-51 is hereby deleted and repealed. AC. Amend Section 14 by adding a new Section 14.1-101 which reads as follows: 1114.1-101 -Hatchery_. fish or foul." SECTION 2. Any person firm., or corporation violating any provision of this Ordinance shall upon final conviction thereof be fined in any amount not exceeding $200. oo. Each day a violation continues shall constitute a separate offense and is punishable as such hereunder. SECTION 3. The City Secretary is hereby authorized and directed to cause publication of the descriptive caption and penalty clause hereof as an alternative method of publication provided by law.
