LUBBOCK COUNTY, TEXAS, TO-WIT: PORTIONS OF CLOVIS ROAD (U.S. 84); AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; REPEALING AL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT STREETS OR HIGH- WAYS NOT SPECIFICALLY SET FORTH HEREIN: SHALL NOT BE AFFECTED B THE PROVISIONS HEREOF AND THAT TIDS ORDINANCE SHALL BE CUMULATI E OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WI H WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, the governing body of the City of Lubbock, as authorized by Article 6801d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reasonabl or safe and should be altered and the preservation of public health and safety required alteration of said prima facie speed limits as hereinafter set forth, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: Section 1. THAT the prim~facie speed limit established by Article 6701d, Section 166(a)(l) --Vernon's Texas Civil Statutes is altered and changed for all vehicles on the following designated highways or streets in the corporate limits of the City of Lubbock, Lubbock County, Texas: as shown below, to-wit: CLOVIS ROAD (U. S, 84) A 35 MPH Speed Zone on the South frontage road of Clovis Road (U. s: 84). between Loop 289 and the North City Limits, a distance of 0. 522 mile as shown on Texas Highway Department Strip Map dated 9-25-69. A 70 MPH (Day) -65 MPH (Night) Speed Zone on the South side of the main lanes of Clovis Road (U.S. 84) beginning at the North City Limits and extending Southeast for o. 450 mile (This Speed Zone is established by the Texas Highway Commission). A 60 MPH Speed Zone on the South side of the main lanes of Clovis Road (U.S. 84) beginning at a point 0. 450 mile from the North City Limits and extending Southeast for 0. 700 mile. A 50 MPH Speed Zone on the South side of the main lanes of Clovis Road (U.S. 84) beginning at a point 1. 150 mile from the North City Limits and extending Southeast for 0. 755 mile. A 40 MPH Speed Zone on the South side of the main lanes of Clovis Road (U.S. 84) beginning at a point 1. 905 mile from the North City Limits and extending Southeast for O. 214 mile, to University Avenue. A 40 MPH Speed Zone on the North side of Clovis Road (U.S. 84) beginning at the center line of North University Avenue and extending Northwest for O. 141 mile. A 50 MPH Speed Zone on the North side of Clovis Road (U.S. 84) beginning at a point O. 141 mile from the center line of North University Avenue and extending Northwest for O. 600 mile. A 55 MPH Speed Zone on the North side of Clovis Road (U.S. 84) beginning at a point o •. 7;g,1 mile from the center line of North University Avenue and extending Northwest for O. 250 mile. A 60 MPH Speed Zone on the North side of Clovis Road (U.S. 84) beginning at a point O. 991 mile from the center line of North University Avenue and extending Northwest for O. 560 mile. A 65 MPH Speed Zone on the North side of Clovis Road (U.S. 84) beginning at a point 1. 551 mile from the center line of North University Avenue and extending Northwest for O. 550 mile to the City Limits. (This Speed Zone is established by the Texas Highway Commission). Section 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. Section 3. Any person, firm, or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS.· Section 4. The City Secretary is authorized and directed to cause the pub- lication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. Section 5. THAT all Ordinances or parts of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. Section 6. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other prima facie speed limit Ordinances except those with which it specifically conflicts. 1...: Section 7. Should any section, paragraph, sentence, clause, phrase, or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. - 2 - AND IT JS SO ORDERED.
