AN ORDINANCE DESIGNATING THAT PORTION OF 19TH STREET
ACCESS ROAD FROM A POINT 155 FEET FROM THE EAST CURB LINE OF
BIRCH AVENUE TO ITS INTERSECTION WITH 20TH STREET AND PERMITTING
ONLY MEHICULAR TRAFFIC PROCEEDING EAsT AND SOUTH ON SAID POR-
TION OF 19TH STREET ACCESS ROAD; PROVIDING FOR SIGNS TO INDICATE
THAT SAID PORTION OF SAID STREET IS ONE WAY; PRESCRIBING A PENALT ;
DECLARING AN EMERGENCY; PROVIDING FOR PUBLICATION OF THE DES-
CRIPTIVE CAPTION AND PENALTY CLAUSE HEREOF AS AN ALTERNATIVE
METHOD PROVIDED BY LAW.1
WHEREAS. the City Council finds that the immediate preservation of
public peace, property. health and safety requires that vehicular traffic on
Nineteenth Street Access Road as herein described should be permitted to procee
only in an Easterly and Southerly direction; and,
WHEREAS, the urgent need for such preservation of public peace, propert
health and safety creates an emergency requiring that suspension of the rules pro-
viding for two readings of an ordinance before final passage thereof; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT portion of Nineteenth Street Access Road in the City
of Lubbock, Lubbock County, Texas, from a point 155 feet from the east curb
line of Birch Avenue, thence east 544 feet, thence south 238 feet to its irersection
with 20th Street is hereby designated a one-way street and only vehicular traffic
proceeding east and south on said portion of Nineteenth Street Access Road shall
be permitted thereon.
SECTION 2. THE Traffic Engineer is hereby authorized and directed to
place or cause the placing of the necessary traffic signs to indicate that the por-
tion-:; of the Nineteenth Street Access Road described in Section 1 hereof is one--
way Street,
SECTION 3, Any person operating a vehicle in violation of the foregoing
provisions of this Ordinance shall upon conviction be fined any sum not to exceed
$200. oo.

SECTION 4. The fact th~t the City Council has found conditions as
described in the preamble creating an emergency requires that the rules requir-
ing for two readings of an ordinance before its firial passage are hereby suspende •
SECTION 5. The City Secretary is hereby authorized and directed to caus
publication of the descriptive caption and penalty clause hereof as an alternative
method of publication as provided by law and this Ordinance shall become effectiv
ten {10) days after its last publication.
