AN ORDINANCE AMENDING ARTICLE XII OF TilE CODE OF ORDINANCES
ENTITLED HUMAN RELATIONS COMMISSION, BY AMENDING SECTION 2-309 AS
TO TilE COMPOSITION AND SECTION 2-310 AS TO TilE FUNCTION AND GOALS OF
THE COMMISSION; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR PUBLI-
CATION.
WHEREAS, the Human Relations Commission of the City of Lubbock was established
to ensure full and equal access by all people, without regard to race, color, age, religion, gender,
ethnic background or disability, to the economic and cultural opportunities of the Lubbock
community; and
WHEREAS, this Commission serves as an advisory board to the City Council, as
mediator in instances of community unrest and tension regarding civil rights issues, and should
provide outreach and education for the community in the areas of diversity and issues pertaining
to individuals with disabilities; and
WHEREAS, the City Council has determined that it is important and necessary that
individuals with disabilities should be incorporated into the Human Relations Commission;
NOW THEREFORE:
BE IT ORDAINED BY TilE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 2-309 ofthe Code of Ordinances ofthe City of Lubbock,
Texas BE and is hereby amended by adding thereto a new subsection (3), which shall hereafter
read as follows:
"(3) At least four of the members of the commission shall be representative of
the disabled population of the city, and cross-disability representation is
encouraged."
SECTION 2. TIIAT Section 2-310 ofthe Code of Ordinances of the City ofLubbock
BE and is hereby amended to read as follows at Subsections (I) and (3 ):
"(I) To help make it possible for each citizen, regardless of race, disability,
age, color, creed, religion, national origin or ancestry to develop his or her talents
and abilities without limitation."
"(3) To discourage and seek to prevent discriminatory practices against any
1 individual because of race, disability, age, color, creed, religion, national origin or

ancestry and cultural background."
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 4. THAT the City Secretary is hereby authorized to cause publication of the
descriptive caption of this Ordinance as an alternative method as provided by law .
