LIMITING THE HEIGHT OF BUILDINGS IN SUCH "AM" DISTRICT, SETTING
MAXIMUM DENSITY~ REQUffiiNG MINIMUM PARKING FACILITIES., REQUIRING
SCREENING FENCES IN CERTAIN INSTANCES., REQUIRING PLANS FOR DEVE-
LOPMENT TO BE SUBMITTED TO THE CITY TRAFFIC ENGINEER FOR APPROV
AL OF PARKING FACILITIES REQUIRED HEREIN; PROVIDING A PENALTY;
PROVIDING A SAVINGS CLAUSE; AND AUTHORIZING THE CITY SECRETARY TO
CAUSE PUBLICATION OF THE DESCRIPTIVE CAPTION AND PENALTY CLAUSE
HEREOF.
WHEREAS., it is proposed and recommended by the Planning and Zoning
Commission that Zoning Ordinance No. 1695 be amended by adding a new section
providing and regulating the uses in an area to be designated as a Medical District
designated as "AM" and by adapting existing regulations to accomodate the addition
of such new district, all as more particularly shown in its written recommendation
which has been received by the City Council; and,
WHEREAS~ after due consideration of the recommendations as made by
the Planning and Zoning Commission., the City Council finds that it will be in the
public interest to so modify the existing Zoning Ordinance so as to encourage order
development of a high character in attractive landscaped surroundings with the
design of buildings and exterior indications so controlled as to be compatible with
residential development in the vicinity while permitting an appropriate use of pro ..
perty; and.,
WHEREAS,. all conditions precedent required by law for a valid amendmen
to the Zoning Ordinance and Map have been fully complied with., as well as giving
notices in compliance with Section 20 of Ordinance No. 1695 as well as notices pro-
vided by Article 1011f, Vernonrs Annotated Civil Statutes, amended in 1961, and
notice was duly published in the Lubbock Morning Avalanche Journal more than
fifteen (15) days prior to the date of the public hearing before the City Council on
such proposed amendment., and the public hearing according to said notice was ·duly
held in the City Council Room on the second floor of the City Hall~ Lubbock., Texas.,
at which time .persons appeared in support of the pro osal· and
after said hearing> it was by the City Council determined that it would be in the
public interest1 due to changed conditions,. that the Zoning Ordinances and the
Zoning Map be amended in the manner hereinafter set forth in the body of this
Ordinance and this Ordinance having been introduced in final written form prior
to first reading hereof; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Subsection 2. 25 of Zoning Ordinance No. 1695 be
and the same is hereby amended to read as follows:
112.25 CLINIC MEDICAL:
A facility or station for the examination and treatment
of ill and affected out-patients excepting veterinary facilities. 11
SECTION 2. THAT Subsection 2. 62 of Zoning Or.dinance No. 1695 be
and the same is hereby amended to read as follows:
11 2. 62 HOSPITAL:
A facility or station where sick or injured persons are
given medical or surgical care, whether at public or private
expense. 11
SECTION 3.. THAT Section 2 of Zoning Ordinance No. 1695 be and the
same is hereby amended by adding a new Subsection to be numbered 2.129 and
which said Section reads as follows:
112.129 MEDICAL OFFICE:
A building or portion thereof designed primarilly for
the medical examination of persons by a physician, doctor,.
or other medical personnel; such use does not include major
med_icaJ, or surgical treatment or bed accommodations. 11
SECTION 4. THAT Section 2 of Zoning Ordinance No. 1695 be and the
same is hereby amended by adding a new Subsection to be numbered 2.130 which
said Section reads as follows:
112.130 SANITARIUM:
An institution or pl!l.ce for the treatment or recupera-
tion of a particular physical or mental disorder. 11
SECTION 5. THAT Section 3 of Zoning Ordinance No. 1695 be and the
same is hereb"y amended to read as follows:
"SECTION 3 -DISTRICTS:
The City of Lubbock is hereby divided into twelve classes
of use districts termed respectively: ·

SECTION 6. THAT Section 4. 5(B) of Zoning Ordinance No. 1695 be and
the same is hereby amended to read as follows:
"Section 4. 5(B)
A new quadruplicate original zoning map shall be
permanently sealed for preservation and is never to be
changed in any manner and shall be hung in some conven-
ient place in City Hall for the use and benefit of the public;
one other new quadruplicate original shall be hung in the
office of the Secretary of the Planning and Zoning Com ...
mission; one other new quadruplicate original shall be hung
in the office of the Building Inspector ·of the City of Lubbock;
and the remaining new quadruplicate original shall be hung
in the City Council Chamber for the use and benefit of the
public; each of said new quadruplicate original maps pro-
vided for in the Subsection shall be used in lieu and as a
substitute for the quadruplicate originals provided for by
Subsection 4. 1 of Zoning Ordinance No. 1695 of the City
of Lubbock. A new color legend is hereby adopted for
each of the said new quadruplicate original maps, which
shall be as follows:

SECTION 7. THAT Zoning Ordinance No. 1695 BE and the same is
hereby amended by repealing Subsection 8. 1-6 thereof.
SECTION 8. THAT Subsection 8.1-10 of Zoning Ordinance No. 1695 BE
and the same is hereby amended to read as follows:

Hospital1 clinic, or medical office, except veteri-
nary facilities. 11
SECTION 9. THAT Zoning Ordinance No. 1695 BE and the same is
hereby amended by repealing Subsection 8.1-12 thereof.
SECTION 10. THAT Zoning Ordinance No. 1695 BE and the same is
hereby amended by adding a new subsection to be numbered 14-Al-16 which
said subsection reads as follows:
Sanitarium on a site of 10 acres or more in any
zoning district.'~
SECTION 11 .. THAT Subsection 17. 2 of Zoning Ordinance No. 1695 BE
and the same is hereby amended to read as follows:

'Th.e following name plates and signs shall be permitted
in any 11R-311 or Medical District. 1~
SECTION 12. THAT Zoning Ordinance No. 1695 BE and the same is
hereby amended by adding a new Section to be numbered Section 8C and which
said Section reads as follows:
"Section 8C -"AM" -MEDICAL DISTRICT:
The following regulations shall apply in all "AM11 Districts:
8C.l Uses Permitted
The regulations as set forth for this district are in-
tended to provide for and encourage the development
of a m:pical center including individual medical faci-
lities, in a functional and attractive environment.
Medical buildings and uses are the basic and princi-
ple part of these regulations as are the accessory uses
which are intended for use by the medical profession
and its clientel. No land can be used or occupied~ and
further, no building or structure., shall be used, occu-
pied, erected~ altered, or extende·d unless such con-
forms to the regulations of the Medical District.
8C.l-1 All uses unconditionally permitted in R-1~ R-2 .. R-3
Districts.
8C.1-2 Blood Bank
BC. 1-3 Administrative Offices for the medical profession in-
cluding independent management, legal, accounting
and bookkeeping service for doctors, hospitals, clinics~
and medical personnel. 1
8C.1-4 Public or commercial parking lot or parking building.
SC.l-5 Accessory Uses -Within a building devoted to one of
the primary permitted uses the following incidental
uses may be conducted for the convenience of the
occupants and their clientel,. provided there shall be
no entrance to such use or uses except from the in-
side of the building and provided there are no window
displays, advertisements or signs advertising such
business that shall be visible from the outside of the
building. Such accessory uses may include such
things as:

in no way shall this use be construed to permit
any type of whole sale ope ration.
Conditional Uses (Reserved for future use)
Area Requirements
BC. 3-1 Front Yards-There shall be a front yard for
every structure, excepting fences. The mini-
mum required front yard shall not be less than
25 feet from the front property line to the structure.

Rear Yard -There shall be a rear yard along the
rear lot line. The minimum depth of such rear
yard fur residential purposes shall be 20o/o of the
lot depth provided such rear yard need not exceed
30 feet from the center of the alley., and provided I further that on a corner lot an attached garage may
extend to within 10 feet of the centerline of the
alley. Extensions and wings for dwelling purposes
may be constructed toward the alley to a distance
not closer than 15 feet from the centerline of the
alley., provided a minimum total rear yard square·
footage equal to the above requirements is retained
in the rear yard area. For structures to be used
for other than dwelling purposes, the rear yard
shall be not less than 30 feet to the centerline of
the alley.
Side Yard -There shall be two side yards for each
structure., excepting fences. one on each sice of the
building, having a minimum width of 10 feet.
Lot Width -The minimum lot width shall be 50 feet.
Lot Area -The minimum lot area shall be 6, 000
square feet.
The combined ground coverage of all buildings shall
not exceed 40o/o of the total area of the development lo
Density -One dwelling unit for each 1000 square feet of develop
ment lot aT.ea shall be allowed, such net area being defined by
the property lines of the development lot and exclusive of any
area in adjacent streets or alleys.
Off Street Parking .... It shall be unlawful for any owner, tenant
or occupant to occupy. maintain, erect, alter. construct. ex-
tend, or use any building, structure or land within this district
unless off-street parking facilities are provided in amounts not
less than specifie d herein.
sc. 5-1 Off-Street parking shall be provided for all uses withi
this district on the following basis:
BC. 5-1-1 Hospit?l,-two parking spaces for each
bed exclusive of basinets.
8C. 5-1-2 Clinic, Medical Office, and Administra-
tive Office - 1 parking space for each 200
square feet of floor area. plus 1 parking
space for each doctor.
BC. 5-1-3 Apartment-1 1/2 parking spaces for
each one bedroom apartment and two

parking spaces for each apartment with
two or more bedrooms.
8C. 5-1-4 Church - 1 parking space for each five
seats in the auditorium, if pews are used
each 20 inches in length shall equal one
seat.
8C. 5-1-5 Blood Bank-1 1/2 parking spaces for eac
donor table or chair, 1 parking space for
each employee, 1 parking space for each
company vehicle.
All parking spaces required herein shall be located
on the same lot with the building or use served, ex-
cept that where an increase in the number of spaces i
required by a change or enlargement of a permitted
use or building, the required additional spaces may
located a distance not to exceed 300 feet from the
building or use served.
Plans of proposed Off-Street Parking areas shall be
submitted to the City Traffic Engineer to be checked
for compliance under the terms of this district and
the City's driveway regulations in Chapter 8 of the
Lubbock Code of Ordinances. The plans submitted
sh.all indicate the location of the off-street parking
area or areas in relation to dedicated streets, alleys$
and property lines as well as indicating the location,
arrangement, and dimensions of the off-street parki
stalls, drives, isles, and driveway openings.
Off-Street Parking may be located within the required
yards provided it is not closer than four (4) feet to
any street property line and not closer than six (6}
feet to any interior side lot line.
Heigllt Limit -The maximum height of buildings shall be 35 feet
provided, however, that buildings may be erected to a height
not exceeding 75 feet when the side and rear yards are increase
an additional foot for each foot such buildings exceed 35 feet in
the front yard 1/21 setback for each 1 foot above 351 in height.
Provided further that said lot is a minimum distance of 1751
from any boundary of the Medical District.
Screenins Fence -There shall be a permanent screening fence
or wall, constructed and maintained to a height of six ( 6} feet
or the height allowed when located within the front yard, .on the
property line adjacent to or across the alley from any property
not de signa ted as part of the Medical District. 11
SECTION 13. Any person, firm or corporation who shall violate or caus
to have violated any provision of this ordinance as herein adopted shall be guilty
of a misdemeanor .. and upon conviction thereof shall be punishable of a fine not
more than $200.00. Each day or portion thereof during which said violation is
committed or permitted to continue shall constitute a separate and destinctive
offense.
SECTION 14. If any section .. subsection, paragraph, sentence, clause,
phrase or word in this Ordinance, or application thereof to any person or cir-
cumstance is held invalid, such holding shall not affect the validity of the remain-
ing portions of this Ordinance, and the City Council hereby delcares it would have
passed such remaining portions despite such invalidity.
