ON THIS the lOth day of March, 1966, the City Council of the
City of Lubbock, Texas, convened in regular session at the regular
~eting place thereof in the City Hall, there being present and in
attendance the following members, to-wit:

also being present; and with the following absent:

time the follow·ing, among other business, was transacted:
Councilman __ A_LD_E_RS __ ON _____________ introduced the following
~ ordinance:
ORDINANCE NO. 4954
"AN ORDINANCE by the City Council of the City of
Lubbock, Texas, making certain findings relating
to Ordinance No. 4947 passed and adopted on
February 24, 1966; enacting provisions incident
and relating to the subject and purpose of this
ordinance; and declaring an emergency."
The ordinance was read in full and thereupon Councilman
ALDERSON moved that t he charter rule prohibiting
the passage of or dinances on the day on which introduced, unless
declared an emergency measure, be suspended for the reasons set
forth and defined in the preamble thereto. The motion was seconded
by Councilman MEDLOCK and carried by the following vote:
YEAS: Mayor Tidmore and Counci.lmen Alderson,
Simpson, Kastman and Medlock.
NAYS: None
Councilman ALDERSON then moved that the ordinance
be finally passed as an emergency measure to take effect imme-
diately from and after its passage. The motion was seconded by
Councilman . MEDLOCK and carried by the following vote:
