WHEREAS~ the City Council of the City of Lubbock after due considera ...
tion finds that the following amendments to the Ordinances governing the paving
of alleys will be in the public interest in that the general health and welfare of the
citizenry will be better protected; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 28 ... 80 of the Code of Ordinances, City of
Lubboc~ Texas~ BE and the same is hereby amended to read as follows:
"Sec. 28 ... 80. Design,. layout and plans.
{a) The standard design, layout and plans for the construction~
reconstruction and/or replacement of all pavement for alleys in the
City of Lubbock shall conform and be constructed according to the
design,. layout, .plans and details shown by "Alley Paving, City
Engineer File No. 2 .. n ... gg ... R ... 66, which is hereby in all things
adopted and approved, which is incorporated herein and made a
part hereof by reference.
{b) Any alley in the city which does not contain railroad•tracks
shall be paved to a width of ten (10) feet centered on the centerline
of the alley.
(c) Any alley in the city containing railroad tracks shall be
paved from right.,of ... way line to right--of.,.way line."
SECTION 2. THAT Section 28 .... 81 of the Code of Ordinances# City of
Lubbock;. Texas,. BE and the same is hereby amended to read as follows:.
"Sec. 28-81. Specifications.
The following specifications for the construction of alley paving in the
City of Lubbock are hereby in all things established as follows:
CONCRETE ALLEY PAVING SPECIFICATIONS
DESCRIPTION.
This item shall consist of a five (5) inch slab of reinforced concrete.
thirty (30) inch concrete curb and gutters if alley returns are required~
and a ten (10) inch slab of reinforced concrete cushioned by five (5) to
six (6) inches of railroad ballast if a railroad section is required .., all
constructed in accordance with these specifications to the lines,~ grades
and cross ... sections shown on 2.,.D..,.99 ... R66 or as established by the City
Engineer or his duly authorized representative in alleys designated for
improvement.) Such wor~ includes the furnishing of all labor, materials
and equipment necessary for placingo-) shaping, finishing,~~ curing and
protecting the slabs., ballast,. curb and gutter in accordance with these
specifications.
FORMS.
Forms for alley slab shall be placed where necessary to form the
outside edge of slab (where slab is not bordered by concrete curb and
gutter or other permanent improvements such as buildings, docks.,
etc.), and where necessary to form construction and expansion joints
(See 11Alley Details City, 11 Engineerts Office File No. 2 ... D.,.99 ... R66).
Forms shall be of wood or metal, straight and free of warp, and shall
be securely staked to line and grades as established by the City Engi ..
neer, and shall remain in place at least twelve (12) hours after placing
c<!mcrete. Forms shall be oiled with a light oil before each use and
forms which are to be re ... used shall be cleaned immediately after use
and maintained in good condition. On all edges., joints, etc. to be
formed, the forms shall extend the entire depth of concrete.
CONCRETE MATEHIAL~l
{a). Cement.
Cement shall conform to 11Standard Specifications and Test for
Portland Cement, 11 "A.·S~iT-~M~-u Serial Designation C150, Type I
and Type III.,. and shall be an approved brand..,
{b). Aggregate.
Concrete aggregates shall consist of natural, washed and screened
sand,. and washed and screened gravel or clean crushed stone conform ...
ing to "Standard Specification for Concrete Aggregage", AiS~~T~jM_.l
Serial Designation Cw33.,.39 and Item No. 360 of the Texas State High ...
way Specifications. The aggregate shall be well graded from coarse
to fine and shall be free from injurious amounts of clay, soft or flaky
materials, loam or organic impurities. All aggregates shall be approved
by the engineer before use. Maximum size of aggregate shall be 1 1/2
inches.
(c). Water.
Water shall be clean,. clear., free from oil, acid or organic matter and
free from injurious amounts of alkali., salts or other chemicals ..
{d). Steel Reinforcing.
(1} Wire Mesh.
Wire mesh reinforcing shall conform to ttstandard Specifications
for Welded Steel Wire Fabric for Concrete Reinforcement11 A:S,.:iT.iM_,j
Designation A ... l85.
Mesh reinforcement shall be of the size shown on z ... D ... 99•R66.
All veinforcement shall be permanently marked with grade identifi ...
cation marks or shall, on delivery,. be accompanied by a manufactul!erts
guarantee of grade and compliance with these specifications. Rein ...
forcement stored on the site shall be protected from accumulations
of grease, mud or other foreign matter and from rust producing
conditions and shall be free from rust, scale, oil., mud or structural
defects when incorporated into alley slab~ or v:alley gutters.
(2) Bar Reinforcing.
Reinforcing steel to be used on this project shall conform to
A';':s~~T..;~'M}! Designation Aw15 for "Billet Steel Concrete Reinforcing
Bar11 and shall be deformed to A]S~T:ll'vf~-l 305 requirements.
(e). Expansion Joint Material.
(1) Bituminous premolded expansion joint material.
Bituminous premolded expans'ion joint material shall conform to
Item No. 420. 2(b) of the Texas State Highway Department Specifications.
Expansion joints shall be placed as shown on '2:-<D -,.99~TR66 o.:r as
directed by the Engineer. See detail for transverse expansion joint
Type 11A11_, Reference 3/411 smooth bar and 3/411 wax paper tubing •.
The wax coated paper tubing is a sleeve for the smooth round bars.
(2) Joint Seal Material.
Bituminous seal for joints, OA 9 0 asphalt or other bituminous
plastic materials approved by the City Engineer may be used.
(f). Curing Compound ..
Compounds used to form an air tight membrane over a fresh concrete
surface shall be in accordance with T .. H~lD~i Spec. 1>62,. Item 531,. and
Ar~s.:-T~~·i D 1751.

(a) Pre ... construction Tests.
It shall be the contractor's responsibility to submit test certificates
from an approved commercial laboratory on all aggregates proposed
for use on this work. Tests should be made approximately 20 days
before beginning the concrete operation.
The contractor will submit in advance of construction the design
mix and the result of compression tests made by a commercial labora,...
tory. These will be made on each of the 3 classes: 1,. 1E & 2E pro.,.
posed· for use on this project. Tests-on 6 cylinder for each mix~ 3
tested in 3 or 7 days.? 3 tested at 7 or 28 days. Additional tests shall
be furnished if material source is changed or if concrete used varies
from the original design.
(b) Classification.
The concrete mix design shall be based on the water ... cement ratio,
and shall be as follows for the different classes of concrete.

The concrete mix design for the different classes shall also be such
that the compressive stre.ngth for each class shall not be less than the
following, when tested by breaking standard 6 inch by 12 inch cylinders
in accordance with the latest A~S~Tiot.~. Designation c-39.

Concrete conforming to these specifications may be uReady.,Mix11 but
transporting vehicles shall be operated such as to insure delivery and
placement in forms without loss or segregation of ingredients and within
one hour of mixing time. Continuous mixing during transit will be in ...

Class 1 concrete shall be use-d for ·curb and gutter. Class lE CO.Iilcrete
shaJ.l be used for valley gutters# alley slabs and alley returns. Class 2E
concrete shall be used in railroad sections in al~ey paving.
MIXING & PLACING.
All aggregates shaJ.l be accurately weighed or measured by volume.
The concrete shall be mixed in an approved batch mixer equipped with
an accurate water measuring tan~ and shall be mixed for one and one ...
half minutes after all material are in the mixer. "Ready Mixed11 or
"Transit Mixed" concrete may be used. If used it shall conform to these
specifications and the "Standard Specifications for Ready Mixed Concrete"
A.S.,T.M. Serial Designation C 94 .. 38 and Item No. 502 of the Texas State
Highway Specifications.
After mixing, the concrete shall be transported to the forms in a
manner which will prevent separation or segregation of the aggregates and
shall be placed without undue delay. It shall be deposited as nearly as
practicable in its final position in order to avoid rehandling or flowing of
the concrete.
SUB GRADE .•
The preparation of the subgrade for concrete alley paving shall be
done in the same manner as other subgrade excavation. The contractor
will be required to excavate around existing improvements such as gas
meter. water meters~ poles, etc • Each of these obstructions shall be
protected and any damage caused to any of these improvements shall be
repaired by the contractor to the satisfaction of the utility company.
Trees that conflict with the improvements shall be removed by the
contractor upon approval of the engineer.
The contractor shall shape the subgrade to the cross ... section shown
on 2 ... D .. 99 ... R66 and to the lines and grades established by the engineer.
After the forms are set and before the reinforcing is placed the con.,.
tractor shall finally shape the subgrade so that there will be a minimum
thickness of concrete of five (5) inches. All areas where fill material
is required shall be compacted. The subgrade shall be wetted and rolled
to secure 90o/o Proctor Density in the upper 6" making a firm foundation
for the alley paving and curb and gutter.
The contractor shall be required to shape the portion of the alley out ...
side the limits of the concrete slabl so that all drainage in the alley will
be to the invert of the concrete slab. Excess excavated material shall
be hauled to any approved location.
PLACING AND JOINTS~
After the subgrade has been shaped to the desired line,. grade and
cross ... section, and before placing concrete .. all poles .. pipes,. meter
boxes.,. and other objects that nmst remain in place in the area where
the concrete is to be placed shall be wrapped with two (2) thicknesses of
15# roofing felt to the height to be reached to the concrete.
If .the subgrade is dry,. it shall be thoroughly moistened (not made
muddy) before concrete is pla.ced. ·
Concrete shall be deposited in place in such a·manner as to require the
minimum of rehandling and so as to obtain a uniformly dense section,.
free of honeycomb and conforming to the grade,. thicknesses and shapes
shown on 2.,.D ... 99--R66. Care shall be taken to prevent the collection of
di~,mud or other foreign material on the reinforcing materials.
The pavement shall be constructed in sections of length of thirty ... nine
(39t) feet .. each section being separated by a pre•molded,~~ doweled expan ...
sion joint of approved material as indicated on 2~D ... a!=l..,.R6fi. All joints
shall be placed and shall conform to the details and locations as indicated
on "Alley Paving DetaQ.s" .. City Engineering Department File No. 2.,.0 ...
99 ... R66
Transverse contraction joints shall be constructed at thriteen (13)
foot intervals as. indicated on the detail/ sheet. Longitudinal., ~eyed
construction joints shall be constructed as shown on 2 ... D..,.99.,.R66.
All joints (expansion joints,. contraction joints,. dummy contraction
joints, construction joints .. etc.) shall be filled with a bituminous sealing
material approved by the Engineer. All joints shall be edged with a 1/4
inch edging tool except where shown otherwise.
All joints shall be pe~pendicular to the surface of the concrete and to
the axis of the section.
Ccmcrete shall not be poured during sandstorms. Concrete shall be
protected to maintain temperatures of not less than 50 degrees F. for
five (5} days after placement. If aggregate and water are heated,. they
shall not be heated above 175 degrees F. Concrete shall not be placed
when the ambient temperature is less than 40 degrees F. and falling or
35 degrees F. and rising. It shall be the responsibility of the contractor
to anticipate as nearly as possible changes in weather conditions which
would affect the placement and protection of the concrete,. and to be pre"'
pared to protect freshly placed concrete when sudden changes in the
weather make such protection necessary.
FINJSHING_.i
Concrete shall be deposited so as to conform roughly to the finished
cross ... section. Sufficient concrete shall be placed to allow for shrinkage
and extra material for finishing.
The shape and flow line of the alley paving slab may be established
by the use of two (211 ) inch by four (411 ) inch wood screeds., or other
approved removable devices~ accurately staked to line and grade. If
such devices are used they shall be in place before the final finishing of
the subgrade and the subgrade shall be finished so that the concrete slab
will be of the proper depth. The concrete shall be "struck off" to the
true section and finished smooth by floating and troweling. The final
finish shall be provided by brushing to provide a non..-skid surface for
traffic. Particular care shall be taken in the final troweling and
finishing so that the finished slab presents a smooth straight surface
without waves in the edge and without pockets in the flow line • .
The contractor shall be required to trickl~· a little water down the
flow line to locate possible pockets. Any pockets in the flow line shall
be eliminated by the contractor before the con'crete sets .... up.,
CUR-ING AND PROTECTION_;~
All concrete work shall be covered with burlap or other suitable
material as soon as it has set sufficiently to prevent marking and
kept wet continuously for at least four (4} days. Care shall be taken
to prevent mechanical injury to concrete work during this period and
until the work is accepted. Any work damaged prior to acceptance
shall be repaired by the contractor at his own expense and to the satis ...
faction of the City Engineer.
In lieu of the above method of curing,. the alley slab may be cured by
applying a liquid membrane coating to all exposed surfaces, provided the
materials and method of application are first approved by the City En:ginee •

turns and or alleys shall be closed to traffic. The contractor shall pro ...
perly flare and barricade alley returns and alleys during the period of
construction and as long afterward as the engineer may require for curing
and achieving streqgth. Before opening alley returns to traffic, the
contractor shall properly fill and level by hand .. (no maintainer shall be ·
used until full strength of concrete is achieved),. the adjacent approaches
from the street and alley.
In all cases, no alley nor alley return shall be opened to traffic with ...
out the approval of the City Engineer.
Barricades shall be constructed of clean,. sound lumber cut to the
nominal dimension shown on 2 ... D .... 99 ... R66 and surfaced on two sides.
Barricades shall be of first..,class workmanship~r and all surfaces above
ground shall be painted with an approved brand of white paint to secure
thorough coverage and a uniform white color. In no·case shall less than
two coats be used. The paint for barricade stripes shall be an approved
brand of gloss black paint applied to secure uniform coverage.
Sigqs shall be constructed of metal or of No. 1 Common Y. P. or better~ surfaced on all sides and exposed edges square. Signs\ shall be
painted with an approved brand of white paint (black paint for letters),.
except fields of Signs B-7, B ... a, and B~9 shall be Standard Federal
Yellow. All signs shown as refl.ectorized to be refl.ectorized by out.,.
lining the letters with reflector buttons .. or by painting message on back.,
ground· of approved reflective material. Ail signs requiring reflector
buttons shall be of two ... ply construction of one ... inch boards {faee boards
horizontal)., of metal.-or of metal and lumber.
Striping and lettering shall be of first class worlananship equivalent to
that of Highway Department standard signs. Letters and numerals shall
be similar to S,.-lHj b :1 Standards as shown by Manual of Instructions,.
Maintenance,. Vol. 4,. Part I:, 1946. Clear reflector buttons of approved
quality and one-half inch size shall be placed as required by details.,.
Buttons spacing in letters shall not exceed 1 3/8 inches center to center.
Barricades designed for moving and re .... use shall be erected with bolts.
The contractor shall maintain each barricade and sign in a condition equal
to that requir.ed by these details.
Type "A" barricade shall be constructed of 16 guage metal and tack
welded at 6 inch intervals to a 1/2'~ steel rod. A reflector button shall
be placed on each side of the barricade as shown on 2.~ ... 99-R66. Paint ...
ing shall be as specified on other barricades which is according to Texas
Highway Department specifications.
CLEANUP
Within three (3} days after completion of any Sub..tUnit of paving the
contractor shall clean.~~ remove rubbish and temporary structures from
the alleys., restore in an acceptable manner all property .. both public and
private.~~ which has been damaged during the prosecution of the work and
leave the site of the work in a neat and presentable condition throughout.
The cleanup shall include the sloping,. filling and shaping of the area
between the curb and sidewalk and between the alley slab and property
line. This area shall be filled with good top soil., when the ground behind
the curb or alley slab is higher than the top of the curb or alley slab.,
the contractor Bliall be required to cut this area down to provide a smoe>th,
even slope between the sidewalk and the curb of the property line and the
ed ge of alley slab in a manner satisfactory to the property owner and/ or
the Engineer. Backfill between the alley paving and the property line
shall be compacted to at least the density of the adjacent undisturbed soil.
RAILWAY SECTIONS:l
Railway will surface rails and cross ties to the required grade and
alignment and will designate the type of ballast required as a cushion for
the ten (10} inch slab as shown on "Alley Paving Details" .. City Engineer
File No. 2 ... D ... 99 ... R.66. A recess in the concrete shall be provided as
shown on the detail sheet 6 inches in width centered on each rail and to
the depth of the rail. This recess shall be filled with hot mix asphaltic

viding a suitable depression on the inside of each rail for the flanges of

the train wheels. The concrete ~nd rails shall be lightly brushed with
RC ... 2,. and the RC~2 allowed to cure prior to the application of the hot
mix asphaltic concrete material.
PAVING OUTSIDE THE TEN (10) FOOT WIDE ALLEY PAVING.
Paving in the portion of the alley outside the center ten (10) feet of the
alley not containing a railroad section shall be five (5) inches concrete
slab constructed as required for alley paving or asphaltic paving con-
structed as follows:
(a) She inches (611} crushed caliche base, shaped, compacted,. and
graded to fit the existing paving and 1 1/2 inches below the edge of the
concrete and sloping 3/4 inches per foot towards the conc:Pete.
{b) Finished base sh::>.ll cure at least (5) five days and a prime coat
of. 25 gal. per s.y. of HC -2 shall be applied to finished base.
(c) Surfaced with 150# per s. Y. of Texas Highway Department ho"f;ermix
asphaltic concrete pavement,. Type D~ with 70/o asphalt and shall be laid
when air temperature is above 40° F. and rising. 11
SECTION 3. THAT Sectie n 28 ... 84 of the Code of Ordinances.., City of
Lubbock. Texas, BE and the same is hereby amended to read as follows:
"Sec. 28 ... 84. City participation in cost of alley pavement.
The city may" at the option of the city council., participate in the total
established contract cost of any alley paving project., including engineer ...
ing cost., to the extent as hereinafter provided; such total established
contract cost to be determined on the basis of the most recent competitive
contract price to the city for construction of the type involved_. together
with the engineering cost,. provided however,. that approval for city
participation in such alley paving project has been granted by the city
council prior to the commencement of construction upon such project,.
When prior approval has been granted for city participation~ the city shall
make payment of its portion of the cost of the project to the abutting
owners,. or if the project is constructed under a contract., to the coritracto .,
within thirty ... one days after the final acceptance of the alley paving by the
city council. No city participation shall be provided for that portion of
any alley pavement that lies within four and one-half feet of the center
line of any railway track situated within an alley. Unless such prior
approval for city participation has been secured,. the total costs of the
alley paving project shall be at the expense of abutting owners. Parti ...

SECTION 4. That Section 28 ... 87 of the Code of Ordinances,. City of
Lubbock., Texas, BE and the same is hereby amended to read as follows:
When all~y paving is constructed by or at the instance of the City.,
the cost thereof,~ including engineering cost, shall be assessed against
the abutting property and the owners thereof to the extent of ninety
(90o/o) per cent of the total cost,. in accordance with the provisions of
Article 1105b.. as amended .. of VernorEs Annotated Civil Statutes of Texas. '
SECTION 5. THAT tlre:J!(I:<!>cle, of'..Ordinances-~' City of Lubbock., Texas., is
hereby amended by adding a section to be numbered 28,..88.~~ which said section
reads as follows:
"Sec. 28 ... 88. Maintenance of Alley Paving.
It shall be the duty of any abutting property owner to keep any paving
outside of the ten foot paving centered on the centerline of the alley abutt•
ing such property in good and safe condition and free from any defects and
hazards of whatsoever kind and character. The abutting property owner
shall be primarily liable and shall indemnify and save harmless the
City from and against any and all actions.~' claims, damages,. costs and
expenses which may be suffered by the City as a result of the abutting
property ownerts failure to so maintain said paving.
SECTION 6. Any person, firm or corporation who violates any of the
provisions of Sections 1 through 5 hereof shall be guilty of a misdemeanor and
upon conviction shall be punished by fine not to exceed Two Hundred ($200. 00)
Dollars.
SECTION 7. The City Secretary is hereby authorized and directed to
cause publication of the descriptive caption and penalty section of this Ordinance
once a week for two consecutive weeks in some newspaper regularly published in
the City of Lubbock as an alternative method of publication provided by law.
