AN ORDINANCE AMENDING ORDINANCE 4251., SECTION 2 AS AMENDED B
ORDINANCE 4541, SECTION 6, B'Y AMENDING SUBSECTION 30 TO MOVE A SCHO L
ZONE ON QUIRT AVENUE NORTH AS MORE PARTICULARLY DESCRIBED IN THE
ODY OF TIDS ORDINANCE; DECLARING AN EMERGENCY, AND AUTHORIZING
ND DIRECTING THE CITY SECRETARY TO CAUSE PUBLICATION OF THE DES-
RIPTIVE CAPTION HEREOF AND THE PENALTY' CLAUSE, SECTION 7., OF ORD
ANCE 4251 AS AN ALTERNATE METHOD OF PUBLICATION PROVIDED BY LAW
WHEREAS, the governing body of the City of Lubbock~ upon the basis of an
engineering and traffic investigation finds it necessary to alter the prima facie spee
"mits established by Article 6701d, Section 166(a) 1, Vernon1s Annotated Texas Sta
as amended, Acts 1963, 58th Legislature, Page 455, Chapter 181 within the area
and at the location named and designated in the body of this Ordinance, all within th
corporate limits of the City of Lubbock and in the vicinity of school areas during
periods of time when the schools are in session and school children are going to or
from the schools and playgrounds; and,
WHEREAS., the governing body finds it necessary to make provision for the
regulation of moving vehicular traffic within such area regarding passing and stopp ·
for the protection and safety of pedestrians crossing the streets within such areas,
and,
WHEREAS, it is necessary to the immediate preservation of the public healt
and safety to provide for the immediate enactment of such measure constituting an
emergency, NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Subsection 30 of Section~2 of Ordinance 4251 be and the
same is hereby amended to read as follows:
1130. On Quirt Avenue beginning 210 feet north of the center line
of Weber Avenue and extending south for a distance of 420 feet. 11
SECTION 24 THAT the City Secretary is hereby authorized a:1.d directed to
cause publication of the descriptive caption hereof together with the penalty clause,
Section 7 ~ of Ordinance 4251, as an alternate method of publication provided by law.
SECTION 3. THAT the enactment of this Ordinance being necessary to the
public safety and welfare of the pedestrian use of the street in the school area here·
designated and established is hereby declared to be an emergency measure creating
a public necessity that the rule providing that proposed ordinances be presented at
two separate meetings be dispensed with and this Ordinance is declared to be an
EMERGENCY MEASURE to take effect from and after the date of its second publicat on.
