TO ... wrr: A 55 MPH SPEED ZONE ON THE EAST SIDE OF SLIDE ROAD BEGINNING AT A POINT WHERE THE STATE ffiGHWAY DEPARTMENT MAIN- TENANCE OF FM 1730 BEGINS AND EXTENDING NORTH TO 52ND STREET; A 45 MPH SPEED ZONE ON THE EAST SIDE OF SLIDE ROAD BEGINNING AT 52ND STHEET AND EXTENDING NORTH FOR o. 227 :MILES;. A 55 MPH SPEED ZONE ON THE WEST SIDE OF SLIDE HOAD BEGINNIN"G AT A POINT WHERE T STATE HIGHWAY DEPARTMENT MAINTENANCE OF FM 1730 BEGINS AND EXTENDlNG NORTH TO 53RD STHEET;1 A 50 MPH SPEED ZONE ON THE WEST SIDE OF SLIDE ROAD BEGINNING AT 53RD STREET AND EXTENDING NORTH TO 50TH STREET; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDIN"G THAT STREETS OR HIGH- WAYS NOT SPECIFICALLY SET FORTH HEREIN SHALL Nar BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATI E OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE W WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A SAVINGS CLAUSE; DE~ CLARING AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE DATE OF THS ORDINANCE. WHEREAS., the governing body of the City of Lubbock.. as authorized by Article 6701d., Section 169 (b) Vernon's Texas Civil Statutes1 finds that certain prima facie speed limits on. certain highways are different from what is reasonabl or safe and should be altered and the immediate preservation of public health and safety requires immediate alteration of said prima facie speed limits as hereafter set forth1 which creates an emergency, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. The prima facie speed limit established by Article 6701d, Sect· n 166 (a) {1) --Vernon1s Texas Civil Statutes is altered and changed for all vehicles to fifty-five {55) miles per hour on. the following designated highway or street in the corporate limits of the City of Lubbock., Lubbock County, Texas, to ... wit: On the east side of Slide Road beginning at a point where the State Highway Department Maintenance of FM 173 0 begins and extending north to 52nd Street. SECTION 2. The prima facie speed limit established by Article 6701d, Secti n 166 (a) (1) .. Vernon's Texas Civil Statutes is altered and changed for all vehicles t !FortY, -five {45} miles per hour on the following designated highway or street in th corporate limits of the City of Lubbock, Lubbock County, Texas~ to-wit: -. On the east side of Slide Road beginning at 52nd Street and extending north for 0. 227 miles. SECTION 3. The prima facie speed limit· established by Article 67 Old# Sect on 166 (a) (1)-Vernonts Texas Civil Statutes is altered and changed for all vehicles to fifty-five (55} miles per hour on the following aesignated highway or street in the corporate limits of the City of Lubbock, Lubbock County, Texas, to ... wit: On. the west side of Slide Road beginning at a point where the State Highway Department Maintenance ~f FM 1730 begins and ext~nding north to 53rd Street. SECTION 4 •. The prima facie speed limit established by Article 6701d, Section 166 (a) (1)-Vernonts Texas Civ.il. Statutes is altered and changed for all vehicles to fifty (50) miles per hour on the following designated highway or street in the corporateJilimits of the City of Lubbock., Lubbock County, Texas_, to-wit: On the west side of Slide Road beginning at 53rd Street and extending north to 5Oth Street. SECTION 5. The City Manager is authorized and directed to' cause the placing of signs so as to clearly define the limits of the prima facia areas set out in this Ordinance. SECTION 6. Any person_, firm or corporation violating the prima facie speE ~ limit established by this Ordinance shall upon conviction be fined any sum not to exceed TWO HUNDRED ($200. 00} DOLLARS. SECTION 7. The City Secretary is authorized and directed to cause the publication of the descriptive caption. of thie Ordinance together with the penalty provision as an alternative method of publication as provided by law. SEcriON 8. That all ordinances or parts of ordinances confliding with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 9.. That all highways or streets not specifically set forth in the proceeding sections hereof shall not be affected by the provisions hereof; and this Ordinance shall be cumulative of all other prima facie speed limit ordinances exc pt those with which it specifically conflicts. · SECTION 1 o. Should any section., paragraph~ sentence.~ clause~ phrase.. or word of this Ordinance be declared unconstitutional or mv.alid for any reason, the remainder of this ordinance shall not be affected thereby. SECTION 11. The fact that public necessity and convenience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof1 the rule requiring that no ordinance shall be finally passed on he day of its introduction be suspended~ an.d this ordinance is declared to be an emergency measure to take effect from and after its passage.
