AN ORDINANCE AMENDING ZONING ORDINANCE NO. 7084 AND TIIB
OFFICIAL MAP OF THE CITY OF LUBBOCK MAKING THE FOLLOWING CHANGES:
ZONE CASE NO. 2781; A ZONING CHANGE FROM R-1 TO R-1 (DH) ZONING ON
PORTION OF LOT 2, BLOCK 13, CRUMP 5 ACRE ADDITION, LUBBOCK, TEXAS;
DESIGNATING A HISTORIC LANDMARK TIIBREON; PROVIDING A PENALTY;
PROVIDING A SA VINOS CLAUSE AND PROVIDING FOR PUBLICATION.
WHEREAS, St. Paul's on the Plains Episcopal Church built its original building in 1913
at the comer of A venue O and 15th Street; and
WHEREAS; in 1927 the building was relocated to 1609 A venue Q, where it served the
St. Paul's congregation until it was sold to A.M. Leftwich, Sr. in 1940; and
WHEREAS; the Carpenter Gothic style building symbolized the important role of
organized religion in the Lubbock community; and
WHEREAS; the 1913 building is the oldest surviving church building in the City of
Lubbock; and
WHEREAS; the Lubbock Heritage Society, recognizing the historical importance of the
church building, has relocated the structure to K.N. Clapp Park, restored it and donated it for use
by the entire Lubbock community; and
WHEREAS, the proposed landmark designation as hereinafter made has been duly
presented to the Urban Design and Historic Preservation Commission and such Commission,
after public hearing, has made its recommendation in favor of such designation to the Planning
and Zoning Commission; and
WHEREAS, the proposed changes in zoning as hereinafter made have been duly
presented to the Planning and Zoning Commission for its recommendation which was received
by the City Council and, after due consideration, the City Council found that due to changed
conditions, it would be expedient and in the interest of the public health, safety and general
welfare to make those proposed changes in zoning; and
WHEREAS, all conditions precedent required by law for a valid amendment to the
Zoning Ordinance and Map have been fully compiled with, including giving notices in
compliance with Section 29-29 of the Code of Ordinances, City of Lubbock, Texas, and the
notices provided by the Texas Local Government Code §211.007 (Vernon, 1990), and notice
was duly published in the Lubbock Avalanche-Journal more than fifteen (15) days prior to the
date of the public hearing before the City Council on such proposed amendment, and the public
hearing according to said notice, was held in the City Council Chamber of the Municipal
Building, Lubbock, Texas, at which time persons appeared in support of the proposal; and after
said hearing, it was by the City Council determined that it would be in the public interest, due to
changed conditions, that the Zoning Ordinance and the Zoning Map be amended in the manner
hereinafter set forth in the body of this Ordinances and this Ordinance having been introduced
prior to first reading hereof; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
ZONE CASE NO. 2781
SECTION 1. THAT Ordinance No. 7084 and the Official Zoning Map are amended as
follows:
A change of zoning under the provisions of Section 29 of the Code of Ordinances of the City of
Lubbock from R-1 to R-1 (DH) zoning district on a portion of Lot 2, Block 13, Crump 5 Acre
Addition, City of Lubbock, Lubbock County, Texas, located at K.N. Clapp Park and said
property is hereby declared to be a historic landmark district, such historic designation to
continue regardless of any change in the underlying zone district.
SECTION 2. THAT the principal structure located thereon BE and is hereby declared a
historic landmark.
SECTION 3. THAT no person or entity shall construct, reconstruct, alter, change,
restore, remove or demolish any exterior architectural feature or landscape architectural feature
of a designated historic landmark unless application be made to the Urban Design Commission
for a certificate of appropriateness, and such a certificate is granted.
SECTION 4. THAT any new buildings or structure within this historic landmark district
shall be architecturally compatible with the historic landmark structure therein, in terms of style,
color, materials, texture, and basic form as found in the following style:
"Carpenter Gothic" a sub-style of "Late Gothic Revival" as described in the booklet, "A Guide
to Lubbock's Architectural Heritage, 1993.
SECTION 5. THAT the following BE and are hereby declared to be exterior
architectural features, and as such shall be preserved in their present form:

a) Steeply pitched, wood-shingled roof.
b) Gothic-arched, double-hung and fixed pane wooden windows and wooden paneled double
doors.
c) Rectangular floor plan (approximately 20 feet by 30 feet) with attached apse (approximately
10 feet by 10 feet).
d) Wood siding, barge boards, rafters and rafter tails, brackets and buttresses as illustrated in
accompanying photographs.
e) Cream colored paint consistent with the historic color of the church, which was determined
by sampling of original material. Paint specifications are on file in the Planning Department of
the City of Lubbock.
SECTION 6. THAT incorporated by reference into this Ordinance, and by attaching
hereto, are photographs of the building as it presently appears. Said photographs shall be used
to indicate the degree of alteration which has already occurred and the degree of preservation of
the original structure. These photographs shall be further identified as follows:

SECTION 7. THAT violation of any provision of this Ordinance shall be deemed a
misdemeanor punishable by fine not to exceed Two Thousand and No/100 Dollars ($2,000.00)
as provided in Section 29-31 of the Zoning Ordinance of the City of Lubbock.
SECTION 8. THAT should any paragraph, sentence, clause,· phrase or word of this
Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.,
SECTION 4. THAT the City Secretary is hereby authorized to cause publication of the
descriptive caption of this Ordinance as an alternative method provided by law.
