ORDINANCE NO. 4566
AN ORDINANCE AMENDING SECTIONS 24-24~ 24-29~ 24-41, 24-44, 24-51 :,
24-52, 24-54, 24-63, 24-70, 24-73, 24-76 AND 24-97 OF CHAPTER 24, CODE OJ
ORDINANCE~, CITY OF LUBBOCK, TEXAS# (SAME BEING A PART OF THE
PLUMBING CODE), SO AS TO REPEAL THE LAST PARAGRAPH OF SECTION
24-24 PROVIDING THE FEES FOR BE-INSPECTIONS ON CERTAIN PLUMBING
WORK RAISE THE BE-INSPECTION FEE FOR CONDEMNED INSTALLATIONS
FROM ONE DOLLAR TO TWO DOLLARS AND FIFTY CENTS FOR EACH BE-
INSPECTION; TO PROVIDE THAT WHERE BITUMINIZED FIBER PIPE IS USED
ONLY THE LATEST MANUFACTURERS RECOMMENDATION OF INSTALLATION.
SHOULD BE USED1 INSTEAD OF THE LATEST APPROVED METHODS OF CON-
STRUCTION; PR-OVIDING THAT ONLY CERTAIN TYPES OF BENDS BE USED ' UNDER (CONCRETE) SLAB FLOORS; PROVIDING THAT YELLOW BRASS
CONVOLUTED FLEXIBLE CONNECTOR OF A CERTAIN COMPOSITION BE
SUBSTITUTED FOR COPPER PIPE IN THE CONNECTION OF GAS APPLIANCES
EXCEPT CERTAIN HEATING DEVICES; PROVIDING A PERMIT FOR THE
TEMPORARY USE OF GAS# AND THE CIRCUMSTANCES JUSTIFYING SAME AND
THE FEE THEREFOR; PROVIDING THAT CERTAIN HEATING EQUIPMENT BE
EQUIPPED WITH A RELIEF VALVE OF CERTAIN SPECIFICATIONS AND PRO-
VIDING FOR METHOD OF INSTALLATION; REQUIRING A WATER SILL COCK OF
YARD HYDRANT ON ALL SINGLE FAMILY RESIDENCES, DUPLEXES AND
APARTMENT HOUSES, ONE ON THE FRONT OF EACH STRUCTURE OR FRONT
· YARD AND ONE ON THE REAR OF EACH STRUCTURE OR REAR YARD; PROVII::
ING THAT WATER PIPES IN OUTSIDE WALlS, ATTICS OR OTHER EXPOSED
AREAS OF BUILDING SHALL BE COVERED WITH A SUITABLE PIPE COVERING
MATERIAL; PROVIDING FOR MODE OF DISPOSAL UNIT, KITCHEN SINK AND
DISWASHER INSTALLATION; PROVIDING THAT TILE, PLASTIC OR APPROVED
FIBER PIPE MAY BE USED IN RESIDENTIAL CONSTRUCTION AND INSTALLATilJN
REQUIREMENTS; PROVIDING FOR A MINIMUM SIZE PIPE, A MINIMUM
CRUSHING STRENGTH, CERTAIN MANUFACTUR.ERS MARKING ON EACH
LENGTH OF PIPE AND THE METHOD OF INSTALLATION WHERE PLASTIC
SEWER PIPE IS USED IN THE INSTALLATION OF A SEWER LINE; PROVIDING
THAT NEOPRENE GASKET FOR BELL AND SPIGOT PIPE APPROVED AS
ALTERNATE IN JOINING CAST IRON PIPE IN ONE STORY STRUCTURES ONLY,
BUT SUBJECT TO REVOCATION IF PRODUCT FAILS TO MEET REQUIREMENT.;
ESTABLISHING ADDITIONAL REQUIREMENTS AS TO SHOWER BATHS IN
RESIDENCES OF ALL TYPES OF CONTRUCTION; PROVIDING THAT TWO INCH
CAST IRON P TRAPS SHALL BE INSTALLED UNDER {CONCRETE) SLAB FLOOF ~
AND THE METHOD OF INSTALLATION; PROVIDING WISCONSIN SANITARY TEE
TO BE USED AS A WASTE FITTING ONLY IN BATH TUB OR SHOWER AND
NEVER AS A 2" HEVENT OPENING; PROVIDING THAT ARMORED NYLON
PLASTIC FITTING TO BE USED IN THE INSTALLATION OF GAS YARD LIGHTS;
PROVIDING THE PENALTY; PROVIDING A SEVERABILITY CLAUSE; AND
DIRECTING PUBLICATION OF THE DESCRIPTIVE CAPTION OF THIS ORDINAN< E.
WHEREAS, the Plumbing Board of the City of Lubbock has heretofore
approved and recommended certain revisions to the Plumbing Code as more fully
set out in the body of this Ordinance; and,
WHEREAS., the City Council finds that such revisions are necessary and
essential to the protection of the public health., safety and property, and in the
best interest of the citizens of the City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 24-24 of Chapter 24, Code of Ordinances,
City of Lubbock, Texas, (being a part of the Plumbing Code) be and the same is
hereby amended by the repeal of the last paragraph thereof which reads as follows:
"The first re -inspection on plumbing inspection shall
be done free of charge; for additional re -inspections
thereafter of gas piping or appliances that have been
rejected or turned down after the first re-inspection,.
and on all other re-inspections after the first re-
inspection there shall be an additional fee collected
of two dollars and fifty cents per unit. 11
SECTION 2. THAT that sentence in Section 24-29 of Chapter 24 of the CodE
of Ordinances., City of Lubbock, Texas, (being part of the Plumbing Code)., which
now reads, to-wit:
"For re-inspection of condemned installations, a fee
of One Dollar shall be charged for each re-inspection. 11
BE and the same is hereby amended to read hereafter as follows, to -wit:
11For re-inspection of condemned installations, a
fee of Two Dollars and Fifty Cents ($2. 50) shall be
charged for each re-inspection.·tt
SECTION 3. THAT that sentence in Section 24-41 of Chapter 24 of the
Code of Ordinances, City of Lubbock, Texas., (being part of the Plumbing Code),
which now reads, to-wit:
"Where bituminized fiber pipe is used, only the adaptors
and fittings specifically made for this pipe are to be used
and all work is to be placed according to the latest approved
methods of construction. 11
BE and the same is hereby amended to read hereafter as follows, to-wit:
"Where bituminized fiber pipe is used, only the adaptors
and fittings specifically made for this pipe are to be used,
and all work is to be placed according to the latest manu-
fadurers recommendations of installations. 11

SECTION 4. THAT Section 24-44 of Chapter 24 .. Code of Ordinances ..
City of Lubbock, Texas.., (being a part of the Plumbing Code).., BE and the same
is hereby amended by the addition thereto of a new sentence which shall read
as follows11 to-wit:
"Only cast iron closet bends or cast copper bends with
flanges attached shall be used under (concrete) slab
floors. 11
SECTION 5. THAT the first sentence of Section 24-51, Code of Ordinances11
City of Lubbock11 Texas.., (being a part of the Plumbing Code) which now reads as
follows, to-wit:
11All connections to gas appliances shall be of iron,
brass or copper pipe, except furnaces, water heaters
and heating plants. 11
BE and the same is hereby amended to read hereafter as follows., to-wit:
uAll connections to gas appliances shall be of iron,
brass or Yellow Brass Convoluted fleKible connector
composed of 70o/o copper and 29o/o zinc and 1 o/o tin
(70-30 brass), except W0¥11 h l xs, furnaces, water
heaters and heating plants,. which shall be connected
with black iron pipe. 11
SECTION 6. THAT Section 24-51 of Chapter 24, Code of Ordinances, City
of Lubbock, Texas, (being a part of the Plumbing Code), be and the same is hereb
amended by the addition thereto at the end thereof a paragraph which shall read
as follows, to-wit:

ttWhere temporary use of gas is desired and the Admin-
istrative Authority deems the use necessary, a permit
may be issued for such use for a period of not to exceed
thirty (30) days with an option to renew the temporary
gas permit, provided such gas piping and heating equip-
ment system conform to the requirements of the code

SECTION 7. THAT Section 24-52 of Chapter 24, Code of Ordinances,
City of Lubbock11 Texas, (being a part of the Plumbing Code), be and the same
is hereby amended by the addition thereto at the end thereof of a paragraph which
shall read as follows, to-wit:
uAll hot water heating equipment in new construction, domestic,
industrial, and booster heaters of all types shall be equipped with
a temperature and pressure relief valve with temperature
maximum of 210° and pressure range from 75 pounds to 150
pounds, piped to the outside of the building one foot above
the grade or proper recepticle."

SECTION 8. THAT Section 24-54 of Chapter 24., Code of Ordinances_.
City of Lubbock., Texas, (being a part of the Plumbing Code)~ be and the same is
hereby amended by the addition thereto at the end thereof of a new paragraph which
shall read as follows. to -wit:
11An outside water sill cock or yard hydrant shall be pro-
vided on all single family residences~ duplexes, and
apartment houses. At least one on the front of each
structure or front yard and one at the rear of each
structure or rear . yard. 11
SECTION 9. THAT that sentence in the second paragraph of Sect ion 24-54,
Chapter 24~ Code of Ordinances., City of Lubbock. Texas, which now reads as
follows_. to-wit:
"Water pipes in outside walls of buildings shall be covered
with non-frost or antifreeze or equal pipe covering of not
less than one inch thickness. 11
BE and the same is hereby amended to read hereafter as follows_. with the balance
of said third paragraph and all other paragraphs in said Section 24-54 to remain
unchanged:
"Water pipes in outside walls_. attics or other exposed
areas of buildings shall be covered with nonfrost or
antifreeze or equal pipe covering of not less than one
inch thickness or equivalent insulating value. u
SECTION 10. THAT the last sentence of Section 24-63, Code of Ordinance ,
City of Lubbock, Texas., (being the Plumbing CodeL which now reads as follows,
to-wit:
uThe following sketch constitutes a typical and acceptable rough
for disposal unit~ kitchen sink and dishwasher. u
AND the sketch thereafter., BE and the same is hereby amended to read hereafter
as follows, with the said sketch to be replaced by the following sketch, to-wit:
ttAlternate installation at kitchen sink for sink, disposal and
dishwasher drain may be 2 inch x 2 inch tap cast iron tee or
2 inch copper tee in waste stack to permit installation of 2
inch x 2 inch x 1 -1/2 inch double wye with 1-1/2 inch clean
out plug in end of wye under sink. There shall be an indirect
waster kit furnished by manufacturer on all domestic dish-
washers. The following sketch constitutes a typical and
acceptable rough-in for disposal unit, kitchen sink and dish-
washer:

SECTION 11. THAT that sentence in Section 24-70 of Chapter 24 of the
Code of Ordinances, City of Lubbock~ Texas., (being a part of the Plumbing Code> ..
which now reads~ to-wit:
"Tile or approved fiber pipe may be used in residential
construction to within three feet of the outside of any
wall" with bell holes provided and joints to be caulked
with hemp, and poured with an approved compound. 11
BE and the same is hereby amended to read hereafter as follows" to-wit:
"Tile, plastic or approved fiber pipe may be used in
residential construction to within three feet of the outside
of any wall, with bell holes provided and joints to be
caulked with hemp_. and poured with an approved compound. 11
SECTION 12. THAT Section 24-70 of Chapter 24., Code of Ordinances, Cit
of Lubbock,. Texas., (being a part of the Plumbing Code) .. BE and the same is
hereby amended by the addition thereto at the end thereof of a paragraph which
shall read as follows, to-wit:
"Where plastic sewer pipe is used in the installation of sewer line,
a minimum size of 4" will be used and all connections of plastic
pipe to other materials, the connection shall be sealed by means
of cement mortar, poured lead~ or other material recommended
by the manufacturer. The minimum crushing strength shall be
(when tested in ace ordanc e with the procedure in cs-22 8-60) 1000
pounds per foot for solid pipe. Each length of pipe shall be clearly
marked as follows:
Name of manufacturer, (Diameter) sewer pipe, CS-228-60
minimum crush, 1000 pounds per foot. On installation of plastic
pipe, the trench depth shall be sufficient to provide a minimum
coverage over the pipe of 1211 at the building drain and 2411 on enter-
ing the street or alley. The pipe shall be in a straight line from the
building to the main. No bending of the pipe will be permitted. If it
is impossible to lay the pipe in a straight line., proper fittings shall
be used. The trench width shall be sufficient to provide at least 4"
clearance on both sides of the pipe. A firm smooth foundation shall
be provided, properly graded, and rock areas shall be excavated to
a depth to provide a minimum of 2 11 sand or earth free of rocks or
solid debris under the pipe. The pipe shall be firmly bedded and com-
pacted with sand or earth free of rocks or debris 3u above pipe and
the full width of the trench remainder of ditch be filled by machine
except for large boulders or stones. When the trench is properly
graded and the pipe is in place, before covering, call for the inspec-
tion. Upon receiving acceptance from the Inspector, cover the pipe
311 with earth or sand free of rock and debris. Then call for the final
inspection on the sewer line."

SECTION 13. THAT Section 24-73 of Chapter 24, Code of Ordinances.,
~ity of Lubbock., Texas., (being a part of the Plumbing Code) BE and t1;le same
s hereby amended by the addition thereto of three new sentences which shall read
s follows, to-wit:
uNeoprene Gasket for Bell and Spigot Pipe with proper
lubricant is p.pproved as an. alternate to lead and Oakum
in j·oining cast iron pipe in one story structures only.
This approval is subject to revocation at any time
upon finding of failure of product to meet performance in
actual installations. Should any change occur .in manu-
facturing material or designation., the material shall
be re-submitted for approval.
Where pipes are laid on fill in slab installations.,
proper staking with pipe or steel rod is required."
SECTION 14. THAT that sentence in the third paragraph of Section 24-76,
Phapter 24, Code of Ordinances, City of Lubbock,. Texas. which now reads as
ollows~ to-wit:
"Shower baths.installed in residences of wood construction
must be lined with sheet lead of not less than four pounds
to the square foot., turned up on all sides to a height of
not less than six inches. "
~E and the same is hereby amended to read hereafter as follows., with the balance
~f said paragraph and all other paragraphs in said Section 24-76 to remain un-
hanged:
"Shower baths installed in residences of all types of con-
struction must have showerstalls lined with sheet lead of
not less than four { 4) pounds, to the square footJI>' or a material
equal to the following requirements and installed according
to the manufacturers directions.
7 layers of Kraft paper 20. lbs. each
3 layers of Fiberglass 27 lbs. fl
1 facing layer of Polyethylene Plastic 30 lbs. h
1 backing layer of Kraft paper 70 lbs. fl ' . 7 layers of Asphalt 32 .J.bs. tf
All shower linings shall be turned up on all sides to a height
of not less than twelve ( 12) inches, except at door entrance.,
with a two inch double seepage drain with lock ring.
SECTION 15. THAT the first paragraph of Section 24-76 of Chapter 24.,
~ode of Ordinances., City of Lubbock~ Texas.., (being a ,part of the Plumbing Code>~
~E and the same is hereby amended by the addition thereto of a new sentence
!which shall read as follows., to-wit:
''Two inch cast iron P traps shall be installed under
(concrete) slab floors. When installing the trap~ it
shall have two inch by one and one-half soil to copper
adapter, with not greater than 45° bends to tub con-
nections."
SECTION 16. THAT Section 24-76 of Chapter 24, Code of Ordinances,
City of Lubbock,. Texas,. (being a part of the Plumbing Code),. BE and the same is
hereby amended by the addition thereto of a new s~ntence which shall read as
follows,. to-wit: ·
"Sanitary fitting known to trade as (Wisconsin Sanitary
Tee) with 211 side inlet commonly known as (Crowfoot
Fitting) to be used as a waste fitting only for a bath tub
or shower bath only and never as a 2" revent opening. 11
SECTION 17. THAT Section 24-97 of Chapter 24, Code of Ordinances.,
City of Lubbock,. Texas,. (being a part of the Plumbing Code), BE and the same
is hereby amended by the addition thereto of two new sentences which shall read
as follows, to-wit:
"To reduce corrosion by electrolisis,. Armored Nylon
Plastic Fitting is to be used in the specific use of
connecting tin lined copper tubing to maleable steel
yard line in the installation of gas yard lights.
No gas piping is to be installed in return or dis-
charge air duct of any warm air heating installation. "
SECTION 18 • .Any person, firm or corporation violating any provision
of this Ordinance shall upon conviction thereof be fined in any sum not exceeding
Two Hundred ($200. 00) Dollars.
SECTION 19. Should any section, paragraph,. sentence., clause., phrase
or word of this Ordinance be declared unconstitutional or invalid for any reason,.
the remainder of this Ordinance shall not be affected thereby.
SECTION 20. THAT the City Secretary is hereby authorized to cause
publication of the descriptive caption of this Ordinance,. together with the penalty
clause and savings clause, as an alternative method provided by law.
