ORDINANCE NO. _1_0_17_4 __
AN ORDINANCE AMENDING CHAPTERS 24 AND 25 OF THE CODE OF
ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO
SIDEWALK AND STREET WIDTH STANDARDS FOR RESIDENTIAL STREETS;
PROVIDING A MISDEMEANOR PENALTY; PROVIDING A SAVINGS CLAUSE;
AND PROVIDING FOR PUBLICATION.
WHEREAS, the City Council of the City of Lubbock deems it to be in the best
interest of the health, safety and welfare of the citizens of the City of Lubbock to make
the changes hereinafter stated with regard to residential street widths; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 24-86 of the Code of Ordinances, City of Lubbock,
Texas, is hereby amended to read as follows:
Sec. 24-86. Design; layout; plans.
The design, layout and plans for construction, reconstruction, alteration or
replacement of all sidewalks, curbs, driveways (either private or commercial),
curb ramps, street curbs, and gutters shall conform to and be constructed
according to the design, layout, plans and details shown and provided by the
"Standard Details for Construction of Sidewalks, Driveways, Curbs, and Gutters,"
dated June 16, 1999, and including Plates No. 1-99; 2-99; 2-99A; 2-99B; 3-99; 3-
99A; 3-99B; 4-99; 5-99; 6-99; and 7-99, which plates are hereby adopted. Copies
of said plates are attached hereto and incorporated herein by reference as though
set out completely in detail herein. References in this article to the City's standard
plans and specifications or to specific Plates shall mean the version dated June 16,
1999. Copies of said plates shall be kept in the offices of the Building Official and
the City Engineer.
SECTION 2. THAT Section 24-89 of the Code of Ordinances, City of Lubbock,
Texas, is hereby amended to read as follows:
Sec. 24-89. Sidewalk location.
(a) All sidewalks shall be constructed in that area between the curb or
grade of the public street and the abutting property line. Required sidewalks shall
have three (3) options for location and width:
(1) Sidewalks in any location shall be a minimum of four (4) feet wide,
and the inner edge of the sidewalk shall be contiguous and parallel with the
abutting property line; or
(2) Sidewalks may be five ( 5) feet in width in residential districts, and the
outer edge of the sidewalk shall be contiguous and parallel with the existing curb;
or
(3) Sidewalks may be six (6) feet in width in commercial districts,
and the outer edge of the sidewalk shall be contiguous and parallel with the
existing curb. The six (6) foot design of sidewalk shall be required in association
with all public streets abutting school sites intended for primary or secondary
education.
(b) In no instance shall curbback sidewalks be installed where curbing
does not exist.
(c) In areas where the sidewalk construction would leave twenty-four (24)
inches or less of space between the back of the curb and the outer edge of the
sidewalk, the sidewalk width shall be extended sufficiently to extend to the back
of the curb.
(d) Sidewalk construction for the options above shall continue with the
same design for the block frontage between street intersections and no new
construction shall vary from the established design of sidewalks within a single
block face.
SECTION 2. THAT Subsection 25-4(a)(3) of the Code of Ordinances, City of
Lubbock, Texas, is hereby amended to read as follows:
(3) The subdivider shall assume responsibility for providing a plan which
continues all thoroughfare and collector streets in accordance with the current master
thoroughfare plan and provides for residential streets in accordance with this Chapter.
The proposal shall provide continuity of the Street Naming Ordinance, No. 924, as
amended, and shall consider all existing and potential development adjacent to and
abutting the proposed plat.
SECTION 3. THAT Subsection 25-4(a)(9) of the Code of Ordinances, City of
Lubbock, Texas, is hereby amended to read as follows:
(9) Street right of way width, functions and system design shall conform with
Plates 25A, 25B, 25C, 25D, 25E and 25F, which are hereby adopted, copies of which are
attached hereto and incorporated herein by reference and which shall be printed as a part
of this Chapter. Copies of said plates also shall be kept in the office of the secretary of the
Planning and Zoning Commission and shall be open to public inspection.

SECTION 4. THAT Subsection 25-4(a)(10) of the Code of Ordinances, City of
Lubbock, Texas, shall be deleted from Section 25-4 and the remainder of the section
renumbered accordingly.
SECTION 5. THAT violation of any provisionofthis Ordinance shall be deemed
a Class C Misdemeanor punishable as provided by Section 1-4 of the Code of Ordinances
of the City of Lubbock, Texas.
SECTION 6. THAT should any paragraph, section, sentence, phrase, clause or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
SECTION 7. THAT the City Secretary is hereby authorized and directed to cause
publication of the descriptive caption of this Ordinance as an alternative method of
publication as provided by law.
