HomeMy WebLinkAboutOrdinance - 10142-1999 - Amending Chapter 2 Code Of Ordinances Combingin Human Relations Commission - 02/11/1999First Reading Item Ro. 33 February 11, 1999 Second Reading Item Ro. 43 February 25, 1999 ORDINANCE NO. _....10.._.1=42...__ __ AN ORDINANCE AMENDING CHAPTER 2 OF TilE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO COMBINING TilE HUMAN RELATIONS COMMISSION AND THE COMMITTEE FOR WOMEN INTO A SINGLE COMMITTEE TO BE CALLED THE COMMUNITY RELATIONS COMMISSION; ESTABLISHING THE MEMBERSHIP, FUNCTIONS AND DUTIES OF THE COMMISSION; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, it is the opinion of the City Council that the best interests of the citizens of the City of Lubbock would be served by amending Chapter 2 of the Code of Ordinances of the City of Lubbock to combine the Human Relations Commission and the Committee for Women into a single commission to be called the Community Relations Commission; NOW THEREFORE: BE IT ORDAINED BY TilE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Article 12 of Chapter 2 of the Code of Ordinances ofthe City of Lubbock, Texas, is hereby amended to read as follows: ARTICLE XII. COMMUNITY RELATIONS COMMISSION Sec. 2-308. Community Relations Commission. There is hereby created a Community Relations Commission charged with fostering public discourse and promoting respect and opportunity within the community for all residents regardless ofmce, color, ethnicity, gender, age, disability or religion. Sec. 2-309. Commission composition; term of members. (a) The Community Relations Commission shall consist of seventeen (17) members. Memberships shall be assigned in proportion to the City of Lubbock's sexual, racial and ethnic composition. The Commission also shall include not fewer than two {2) two persons with disabilities (or persons who work in areas serving the disability community) and at least two (2) persons who are members of Lubbock's retirement community. (b) Terms shall be two years, with eight (8) of the initial appointees receiving initial one-year terms as determined by the City Council. (c) The Community Relations Commission shall elect a person to chair the committee annually by vote of the membership. The person serving as Chair may appoint subcommittees as needed. II Sec. 2-310. Community Relations Commission strategies and goals. (a) At the beginning of each calendar year, annual goals will for the Commission will be established by the membership of the Commission and approved by the City Council. (b) The Commission shall promote the appreciation of diversity, as well as provide opportunities to encourage inclusiveness in matters relating to race, ethnicity, gender, age and disability. (c) The Commission shall assist the City Council in communicating with residents on topics that affect the health, welfare and civic character of the Lubbock community. The Commission shall conduct its work by education, dialogue, advocacy and recognition. The City Council shall provide the Commission with direction, vision and overall mission. (d) The Commission shall focus on issues and topics related to gender, race, disability access, age and other specific areas or goals as assigned or approved by the City Council. (e) The Commission shall present the Humanitarian Awards and the Extra Mile Awards to deserving individuals from the community on an annual basis on behalf of the City of Lubbock. The Commission also shall continue to publish the Scholarship Booklet. (f) The Commission shall dedicate fifty percent (50%) ofits budget to topics affecting women. Sec. 2-311. Staff liaison, operation. The City Manager may appoint a member of his administrative staff as the staff liaison to the Commission. The staff liaison may provide such administrative assistance and supplies as may be necessary to assist the Commission in carrying out its strategies and goals. SECTION 2. THAT Article XXII of Chapter 2 of the Code of Ordinances of the City of Lubbock, Texas, is hereby repealed. SECTION 3. THAT should any paragraph, section, sentence, phrase, clause or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 4. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method of publication provided by law. 2 AND IT IS SO ORDERED.
