RESOLUTION
WHEREAS, on July 2, 2024 the City Council of the City of Lubbock (the "City Council")
created a 13-member Citizen Advisory Committee (CAC) through Resolution No. 2024-
R0304, to study and to make recommendations concerning street needs within the City of
Lubbock (the "City"); and
WHEREAS, the City Council determined the CAC should promptly and thoroughly study
the need for street and roadway construction and repairs within the City, and make a report,
including recommendations, to the City Council in such form and depth as to identify specific
construction and repair projects most needed by the City. The CAC also was directed to
consider and recommend appropriate funding mechanisms to accomplish said projects,
including but not limited to general obligation bonds to be approved by the citizens of
Lubbock at an election; and
WHEREAS, the CAC did convene beginning on July 12, 2024 and met regularly through
July 25, 2024, and at its final meeting, the CAC adopted final recommendations. Said
recommendations are set forth in the report, attached as Exhibit "A" and incorporated herein;
and NOW, THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the report of the Citizen Advisory Committee and the recommendations therein are
hereby received by the City Council. Said Report is attached hereto as Exhibit "A" and
incorporated within this Resolution as if fully set forth herein and shall be included in the
minutes of the City Council. �

Recommendations
u CAC supports regular cycle for roadway capital expenses (bond)
u City has completed the public and stakeholder input needed for Broadway and it is time to begin to address Broadway needs and
the ident'rfied needs exceed the amount the committee can recommend
