WHEHEAS .. the governing body of the City of Lubbock,. as authorized by
rticle 6701d, Section 169 (b) Vernonts Texas Civil Statutes. finds that certain
rima facie speed limits on certain highways are different from what is reasonable
r safe and should be altered and the immediate preservation of public health and
afety requires immediate alteration of said prima facie speed limits as hereafter
et forth~ which creates an emergency, NOW THEREFORE:
E IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. The prima facie speed limit established by Article 670ld,
ection 166 (a) 1 .. Vernonts Texas Civil Statutes is altered and changed for all
ehicles to forty {40} miles per hour on the following designated highway or street

SECTION 11. The City Manager is authorized and directed to cause the
lacing of signs so as to clearly define the limits of the prima facie areas set out
n this Ordinance. I
SECTION 12. Any person_ firm or corporation violating the prima facie
peed limit established by this Ordinance shall upon conviction be fined any sum
otto exceed TWO HUNDRED {$200. 00) DOLLARS and for subsequent violations
ithin one year thereafter shall be prosecuted as prescribed for such violations by
15 of Article 827a~ Vernonts Annotated Penal Code.
SECTION 13. The City Secretary is authorized and directed to cause the 1 ublication of the descriptive caption of this Ordinance together with the penalty
rovision as an alternative method of publication as provided by law.
SECTION 14. That all Ordinances or parts of Ordinances conflicting with
ny of the provisions hereof are hereby repealed insofar as such conflict exists.
SECTION 15. All highways or streets not specifically set forth in the pre
eeding sections hereof shall not be affected by the provisions hereof.~ and this
rdinance shall be cumulative of all other prima facie speed limit Ordinances exce
oeewith which it specifically conflicts.
SECTION 16. Should any section.~ paragraph,. sentence, clause~ phrase o
ord of this Ordinance be declared unconstitutional or invlaid for any reaso~ the
emainder of this Ordinance shall not be affected thereby.
SECTION 17. The fact that public necessity and convenience requires tha
