FACIE l) SPEED LOOT FROM 30 MitiS PER HOUR TO 45 Mit'FS PER HOUR ON THAT PORTION OF THE STREErS DESCRIBED AS FOLLOWS: On the north side of 82nd Street beginning one-half mile east of Slide Road and extending west to Slide Road. AUTHORIZING THE PLACING OF SPEED LIMIT SIGNSJ PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION; AND DECLARING AN P.MERGENCYJ AND PROVIDING FOR THE EFFECTIVE DATE OF THIS· ORDINANCE. WHER~S~ the governing body, as authorized b.Y Article 827a, See. 81 Vernon's Annotated Penal Code, finds that certain prima facie speed limits on certain highways are different from what is reasonable or safe and should be altered and the immediate preservation of public health and safety requires immediate alteration of said prima facie speed limite as hereafter set forth, which creates an emergency; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CI'l'Y OF LUBBOCKa S~TION 1. The prima facie speed limit established by Article 827a, Sec. 8, Subsection 1 (b), Vernon •s Annotated. Penal Code is altered and changed for all vehicles to 45 miles per hour on the following designated. highways or street in the corporate 11mits of the City of Lubbockt Lubboctk County,h lf Texas to~t· On the north side of 82nd Street oeginn1ng one-a mile'east of Slide Road and extending west to Slide Road. SECTION 2. The City Manager is authorized and directed to cause the placing of signs so as to clearly' define the limits of the prima facie areas set out in this Ordinance. SECTION 3. Any person, firm or corporation violating the prima facie speed limit established b7 this Ordinance sh~ll upon conviction be fined in any-sum not to exceed TWO HUNDRED DOLlARS ($200.00) and tor subsequent viola- tions within one year thereafter shall be prosecuted a.s prescribed for such violations by See. 15 of Article 827a., Vernonts Annotated Penal Code. SECTION 4. The City Seeretaey is authorized and directed. to cause the publication of the descriptive caption of this Ordir-..e.nce together with the penalty provision as an alternative method of publication as provided by law. SECTION 5. The fact that public necessity and convenience requires that this Ordinance be passed as an emergency measure for reasons set forth in the preamble hereof, the rule requiring that no ordinance shall be finally passed on the day of ita introduction be suspended, and this Ordinance is de- clared. to be an emergene.y measure to take effect for and after its paesage. , ANn IT IS SO ORDERED.
