ENTITLED "ELECTRIC RATES' OF THE "CODE OF ORDINANCES~ CITY OF LUBBOCK. TEXASrt SO AS TORE- I DUCE THE ELECTRIC RATES FOR RESIDENTIAL AND ELECTRIC HEATING SERVICE TO BE CHARGED BY ALL PERSONS~ FffiMS OR CORPORATIONS EN- GAGED IN FURNISHING ELECTRIC POWER TO THE PUBLIC IN THE CITY OF L UBBOC~ INCLUDING ELECTRIC SERVICES FURNISHED BY THE CITYfS ELECTRIC LIGHT SYSTEM; OMITTING THE 75~ PER MONTH MINIMUM CHARG FOR RESIDENTIAL CUSTOMERS USING 26 KWH OR LESS PER MONTH; CHANG- ING THE 1 1/2~ PER KWH IRRIGATION ENERGY CHARGE TO 155 KWH PER HP., CONNECTED PER MONTH: REQUffiiNG A SEPARATE METER FOR WATER HEA1}- ING AND/OR SPACE HEATING SERVICE SUPPLIED TO RESIDENTIAL AND COM,. MERCIAL CUSTOMERS; PROVIDING THAT SUCH NEW RATES SHALL NOT BE CONSTRUED TO AFFECT RATES CHANGED PURSUANT TO CONTRACTS EXIST-11 ING PRIOR TO MIDNIGHT. APR~ 30~ 1963; DffiECTING PUBLICATION AND PR<)- J, VIDING AN EFFECTIVE DATE FOR THIS ORDINANCE. WHEREAS~ the City Commission finds and is of the opinion that a reduction in rates for Residential and Electric Heating Service is justified and is necessary I and desirable for the public welfare~ and~ I r WHEREAS, all non-municipally owned distributors of electricity within the corporate limits of the City of Lubbock, have agreed to the reduction of Residenti~-i and Electric Heating Service electric rates as same are set out in the body of thisl Ordinance and have expressly waived a rate hearing with regard to the reduction of Residential and Electric Heating Service electric rates as same are set out in the body of this Ordinance; and, ~ WHEREAS. the City Commission further finds that certain other revisions of a minor nature should be made in the rate ordinance for electric service Chapte 1 11 of the Code of Ordinances; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT Section 11-1 of Chapter 11 of the "Code of Ordinances, City of Lubbock~ Texas",. entitled "Electric Rates",. be and the same is hereby amended to read hereafter in full as follows,. to-wit: ARTrCLE I. ELECTRIC RATES Sec. 11-1. Rates for service furnished in city. The following rates shall be charged for electric service furnished in the city according to classifications herein set out, by all persons, firms or corporat' n engaged in furnishing such electric power service to the public, including electric service furnished by the cityfs electric light system. RESIDENTfAL Applicable: To residential customers for lighting and incidential purposes,. including the operation of electric refrigerators,. air conditioning equipment and ranges where used in private residences., individual family apartments and in private garages. Rate: First Next Additional 100 kwh used per month@ 4~ per kwh 22 kwh used per month@ 3~ per kwh kwh used per month@ 1. 93~ per kwh The minimum shall be $1. 60 per month. COM:MERCfAL Applicable: To all commercial places of business., including stores, shops, factories, warehouses, hotels, lodges, churches, apartment houses on one meter garages and filling stations. Rate: For consumption of 34 kwh or less per month.. the following rate sha apply: First Additional 25 kwh used per month @ 69 per kwh 9 kwh used per month@ sc; per kwh When the consumption is more than 34 kwh per month, the rate stated above shall not apply, and all energy used shall be billed in accordance with the followinl rate: First Next Next Next Additional 100 kwh used per month@ 49 per kwh 900 kwh used per month@ 2. sc; per kwh 4000 kwh used per month@ 2~ per kwh 15000 kwh used per month @ 1. 5~ per kwh kwh used per month@ 19 per kwh Character of Service: If metere d on secondary side of distribution transfor - ers lighting service may be either 120/240 volt, 3 wire single phase, or 120 volt, 2 wire single phase. If polyphase service is required, it shall be 3 phase, 240 voltt unless otherwise specified. Where primary metering is used, service supplied wJP.l be the primary voltage serving the area., single or polyphase as the case may re- quire. l Discount: Where primary metering is used, lOo/o will be deducted on all billS except minimum monthly bills. Minimum bill: The minimum shall be 75~ per month for customers using 3 kwh, or less, per ·month. The minimum shall be $2.00 per month for customers using more than 34 kwh per month. SCHOOLS Applicable: To all institutions whether private,. parochial or public., engag'i u I in providing instruction or education, including elementary schools., junior high schools,. high schools, and colleges or universities. Rate: Shall be the same as established for commercial places of business, above; provided however., that where such schools and school facilities are operated under one authority or entity or as one district, but at several locations within the I city,, the consumption at all such locations may be added together and the authority,. entity or district billed as if all such consumption was on one meter. If the expansion of facilities at any one school location, or property adjacent thereto., requires additional electric services, and if the principle building or buildings at such school unit is, at the time of installa- tion of additional meters being served through primary metering, and if it should be advantageous to the supplying utility and the consumer to meter such new facilit es by secondary metering, then., at the option of the supplying utility, consumption on I. such secondary metering may be added to that of the primary meter and the lOo/o ~ discount then applied. Payment: At the beginning of each calendar year or prior to the date service is connected, the customer shall deposit with the supplying utility the sum of $4. 50 per horsepower of motor or motors up to 30 hp. and an additional $3. 00 per horse R9Wer above 30 hp., which deposit constitutes the minimum horsepower charge. Statements will be rendered at regular meter reading dates each month, the amount of such statements to be applied against the deposit made until such deposi shall be absorbed which absorption shall be not later than December thirty-first. , . u Statements for additional current used after deposit is absorbed shall then becom payable ten days after the bill for such service is rendered. Application: This rate is applicable for irrigation power service where motor installatio is 20 hp. or more. Service furnished only under contract. Less than 20 hp. will e charged commercial rates. ELECTRIC HEATING SERVICE Applicable: To residential and commercial customers for water heating an or space heating service, including resistance heating., radiant heating and heat pumps~ when all heating service is supplied at one point of delivery and measured through one kilowatthour meter which meter must be separate from the meter whi · h measures the energy for lighting and general use. I Space Heating Rate: Winter months: all kwh used per month@ 1. 0¢ per kwll. Summer Months: All kw.h used per month shall be combined and billed unde I the applicable residential or commercial rate, except that the first 300 kwh used per month through the heating meter will be billed@ 1. 0 cents per kwh when the customer has an electric water heater installed and in use. Winter Months: The billing months of November to April, inclusive. Summer Months: May to October inclusive. Conditions and Regulations: Water heating equipment served on this rate shall be of insulated storage type bearing the approval of the Underwriter1s Labor - tories, Inc. Space heating equipment and the installation of the equipment shall b 1 subject to the approval of the Supplying utility. To be eligible for the one cent space beating rate" a customer must have permanently installed and in regular us space heating equipment having a total connected load of not less than 5 kilowatts. Character of Service: The voltage and characteristics of equipment applied shall meet requirements of the supplying utility. ELECTRIC WATER HEATING SERVICE Applicable: To water heating service in homes or commercial establishme s, Service under this rate is subject to the conditions and regulations governing wate heating as stated below. Rate: All kwh per month@ 1¢ per kwh. Conditions and Regulations: ( 1) Water Heating equipment served on this rate shall be of insulated II storage type bearing the approval of the Underwriter's Laboratories~ Inc.,. and shall have a demand of not greater than 4. 5 kilowatts in- dividual capacity. (~})Service will be supplied through a separate circuit to which no equipment except the water heater will be connected. A separate meter will be furnished by the supplying utility. SECTION 2. THAT Section 11-3 of Chapter 11 of the "Code of Ordinances, City of Lubbock. Texas", entitled 11Electric Rates," be and the same is hereby amended to read as follows., to-wit: "Sec. 11-3. New Rates not to affect existing contracts. The rates established in section 11-1 shall in no way be construed to affect rates being charged by virtue of written contracts executed and in effect as of midnight, April 30, 1963; provided however, that upon the expir~ ation by their own terms of such contracts. all further contracts shall be made in conformity with the rates established in section 11-1.11 SECTION 3. THAT the City Secretary is hereby authorized and directed to cause publication of this Ordinance one a week for two consecutive weeks in the official publication of the City of Lubbock. SECTION 4.
