WHEREAS, the proposed c hange in zoning districts as hereinafter made ha~ been duly presented to the Zoning and Planning Commission for its recommenda-, tion:J which was received by the City Commission and after due consideration, the City Commission finds that making the proposed change as he reinafter set out will be in the public interest; and, WHEREAS, all conditions precedent required by law for a valid amendment to the Zoning Ordinance and Map have been fully complied with, as well as giving notices in compliance with Section 20 of Ordinance No. 1695 as well as notices provided by Article 1011£, Verno n's Annotated Civil Statutes, amended i:n 1953, and notice was duly published in the Lubbock Morning Avalanche Journal more tha fifteen (15} days prior to the date of the public hearing before the City C ommission on such proposed amendment, and the public hearing according to said n otice was duly held in the Assembly Room of the Central Fire Station Building, located at 503 Avenue Kin Lubbock, Texas, at which time persons appeared in support of the proposal; and, after said hearing, it was by the City Commission dete rmined that it would be in the publici interest, due to changed conditions~ that the Zoning Ordinance and the Zoning Map be amended in the manner hereinafter set forth in the body of this Ordinance and this Ordinance, having been introduced in final written form prior to first reading hereof; JW'ow therefore; BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT Ordinance No. 1695 Ana the Official Zoning Map BE and the same are he reby amended as follows, to-wit; ZONE CASE NO. 934 Change the following described property, to-wit; BEGINNING at a point which is located in the center of the intersection of Avenue L and 54th Str eet in the City of Lubbock, Lubbock C ounty, Texas; THENCE South with the c enter of A venue Land an extension thereto, to the East line of Avenue Q South Drive; THENCE Northwesterly with the East line of Avenue Q South Drive to a point in the iniddle of 54th Street, as extended from the East; THENCE East t o the PLACE OF BEGINNING, from an "R-111 to a "C·Z" zoning district. (Said property being located on the East side of Avenue Q South Drive in the 54?0 Block). Subject to the following conditions: USES: Use of the property shall be limited to office b uildings for t he Cotton Exchange, cotton growers, buyers, agents and others directly related to the industry in buying and selling, and including the use of sample rooms! also., such other offices., the use of which does not involve on-premises manufacture, repair, sale, storage or display of goods;~-commodities or tangible services; further, within the principal buildings incidental busine sse s may be conducted for the convenience of the occupants of the building, provided there shall be no entrance to such place of business except from the inside of the building~ provided there are no window displays or advertisements and provided further-there is no sign advertising such business that shall be visible tram the outside of the building. ACCESS TO PROPERTY: All vehicular access to this property shall be from the Avenue Q frontage. A compound entrance-exit shall be permltted at the approximate center of the property along the Avenue Q frontage; two secondary points of ingress and egress shall be allowed along Avenue Q toward the Northwest and South- east limits of the property and located a minimum of three hundred feet from the original property corners of this 16 acre tract more or less. SIGNS: Individual offices shall be permitted a single identification sign with a maximum area of sixteen (16) square feet~ provided, however, that any single occupancy having over forty (40) front feet shall be permitted two (2) such signs. Such signs shall be located flat on the wall of the building at approximate eye-level. A small identification sign with a maxitnwn area of three (3) square feet shall be permitted on any rear service door. Such signs shall not be neon lights, flashing or animated nor shall they be of the plastic- faced~ interior-lighted type. One identification sign for the total development shall be allowed along the Avenue 0 frontage, provided such sign is not over eight (8) feet in 1--height, nor sixty-four (64) square feet in area; such sign, further., may be spot or flood lighted only and shall be located so as not be an obstruction to vision nor a hazard to traffic. SGREl';NING: Screening shall be required along the North property line abutting the South side of 54th Street with adequate provision made for vision clearance at the intersection with Avenue L. Addi- tional screening may likewise be required along the East property line abutting the West side of Avenue L to protect public and private property from the adverse effects of any buildings which might be designed to present the back or any portion of a service area to such properties. Screening shall mean a minimum six (6) foot high fence with appropriately spaced columns of brick or stone and shall conform to the standards previously approved by the City Planning and Zoning C ommi s sian. PARKING: Off-street parking shall be provided on the basis of one space for each 200 square feet of building area. LANDSCAPING: All parkways along public streets shall be landscaped, with minimum improvements to include satisfactory street trees. Any areas to be screened shall provide an additional minimum set-back of ten (10) feet from the street property line and such additional area shall likewise be appropriately landscaped. / J LIGHTING: All lighting within the site shall provide adequate shielding for the protection of adjacent residential areas. BUILDING SET-BACK:· No portion of any building shall be located closer than forty-three (43) feet to any property line. Any building which backs to or has its service area along any street frontage shall be set back a minimum of seventy (70) feet from the street property line. SECTION 2. THAT from and after passage and effective date of this Ordinance1 said lots, tracts and parcels of land described in Section 1 hereof shall be changed to the zoning district indicated and the Official Map is amended in accordance herewith.
