LAWFUL FOR ANY UNAUTHORIZED VEHICLE TO BE PARKED OR LEFT
STANDING IN OR UPON THE MaNICIPAL BUILDING PARKING AREA; PRE-
SCRIBING THE DUTIES OF THE CITY MANAGER WITH RESPECT TO DESIGNAT
ING CERTAIN AREAS WITHIN THE MUNICIPAL BUILDING PARKING AREA FOR
CITIZEN PARKING~ PARKING OF CITY OWNED VEHICLES AND PARKING FOR
OFFICERS, AGENTS AND EMPLOYEES OF THE CITY OF LUBBOCK; PROVID-
ING FOR IIVIPOUNDMENT OF ILLEGALY PARKED VEHICLES AND A PENALTY
FOR SUCH ILLEGALY PARKED VEHICLES; DIRECTING THE PUBLICATION OF
THE DESCRIPTIVE CAPTION OF THIS ORDINANCE WITH THE PENALTY CLAU E
AS PROVIDED BY LAW AND DECLARING AN EMERGENCY;PROVIDING THE
EFFECTIVE DATE FROM DATE OF PUBLICATION... ,

WHEREAS, the City of Lubbock has constructed and maintains on Lots 1
through 14, inclusive~ Block 87, Original Town, Lubbock1 Lubbock County., Texa
1 a Municipal Building in which the operation and maintenance of its municipal
affairs is conducted; and,
WHEREAS, the City of Lubbock has acquired Lots 1 through 12, inclusive,
Block 70, Original Town, Lubbock, Lubbock County, Texas, which are located
in close promicity to its Municipal Building; and,
WHEREAS# the Lots in Block 70 and a portion of the Lots in Block 87, as
above described, are held and owned by the City of Lubbock for the public purpos ,
as an adjunct to its Municipal Building, of providing necessary parking facilities
for vehicles used and operated by the officers, agents and employees of the vari-
ous governmental departments of the City of Lubbock as well as the citizens of the
City of Lubbock, who may from time to time be engaged in conducting business
within the Municipal Building; and,
WHEREAS, the City Commission finds and is of the opinion that in order to
immediately preserve and maintain the public purpose and use for which said
Lots were acquired as well as to provide an expedient and orderly disbursement
of motor vehicle traffic to eliminate the hazzards of congested streets adjacent
to and in the vicinity of the Municipal Building~ thereby contributing to the
immediate preservation of property and safety of the public3 it is necessary that
the parking of motor vehicles on the above described lots be regulated, NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT Chapter 18.t Article VII, Division I, Vol. I of the Code
of Ordinances, City of Lubbock, be and the same is hereby amended by adding
thereto the Sections as follow:
Sec. 18 -84. 2 Lots one through 12, inclusive, Block 70,
Original Town, Lubbock, Lubbock County, 'J'exas, and the portion
of Lots 1 through 14, inclusive, Block 87, Original Town,_ Lubbock,
Lubbock County> Texas, unoccupied by the Municipal Building .. be
and the same are hereby d~signated as the "Municipal Building Park-
ing Area. u
Sec. 18-84. 3 It shall be unlawful for any person having regis-
tered in his name or owning, operating, being in charge of ur having
under his control a motor vehicle, to allow or suffer any such vehicle
to be parked or left standing in or upon the "Municipal Building Park-
ing Area" as hereinabove designated in Sec. 18-84. 2· unless such
vehicle is owned by the City of Lubbock, or is authorized to be parked
in or on such uMunicipal Building Parking Area11 as hereinafter pro-
vided in Sec. 18-84. 4.
Sec. 18-84.4 The City Manager is directed and authorized to
designate by written order to be filed with the City Secretary an area
or areas within the ttMunicipal Building Parking Area" for parking
vehicles for the sole use and convenience of the citizens of Lubbock
who may from time to time be engaged in conducting business within
the Municipal Building, who are hereby authorized to use such area
for a period of time not to exceed one hour, and an area or areas for
parking vehicles owned by the City of Lubbock, and the officers> agents
and employees of the City of Lubbock. The City Manager is further
directed and authorized to mark all such area or areas by suitable
signs and in any other manner which may be necessary to properly
identify such area or areas, and he shall issue suitable means of
identifying all vehicles used and operated by the officers, agents and
employees of the City of Lubbock who are hereby authorized to use
such area designated for parking such vehicles under such terms and
conditions as may in his judgment be necessary for the proper control
and use of such parking area.
Sec. 18-84. 5 Any vehicle parked or left standing in an area of
the 11Municipal Building Parking Area" designated for parking of
vehicles owned by the City of Lubbock or operated, used and con-
trolled by the officers, agents and employees of the City of Lubbock,
that is not properly authorized under the provisions hereof, is hereby
declared to be illegally parked and the same shall constitute a trespass
upon public property and same will be subject to Sec. 18-102 of the
Code of Ordinances of the City of Lubbock and willl be subject to being
impounded in accordance with the terms therein provided.
SECTION 2. Any person who shall suffer or permit any vehicle registered in
his name or any vehicle owned or operated or in his charge or control to be parke ·
or left standing in violation of the terms of this Ordinance shall> upon conviction,
be fined in any sum not exceeding TWO HUNDRED ($200. 00) DOLLARS.
SECTION 3. That the City Secretary is hereby authorized to cause publicatio
of the descriptive caption of this Ordinance, together with the penalty clause, as
an alternative method provided by law.

SECTION 4. That the enactment of this Ordinance., being necessary to the
public safety and the protection of public property and to provide for the public
safety and the preservation of such public property~ is hereby declared to be an
emergency measure creating a public necessity,. that the rule requiring proposed
Ordinances to be presented at two separate readings be dispensed with and this
Ordinance shall be effective from the date of publication as herein provided.
