HomeMy WebLinkAboutResolution - 2024-R0304 - Creation Of Citizen Advisory Committee - Street Roadway Construction And Repair - 07/02/2024Resolution No. 2024-R0304 Item No. 3.2 July 2, 2024 RESOLUTYON WH�REAS, City Councils have received valuable assistance in the past from Citizen Advisory Committees in studying certain topics for the City of Lubbock; and WHER�AS, the services of a Citizen Advisory Committee continue to be a valid method of evaluating potential outlays to promote the needs of the City's residents, and to enhance the City's vitality; and WHEREAS, the City Council could benefit from the work of a Citizen Advisory Committee to study and to make recommendations concerning needed street and roadway construction and repairs within the City, including recommendations on possible bond elections or other methods of financing such projects; NOW THER�FORE: BE IT RESOLVED BY THE CITY COLJNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT a Citizen Advisory Committee (CAC) is hereby created to be composed of thirteen (13) members to study the street and roadway construction and repair needs of the City of Lubbock for a possible future bond elcction. SECTION 2. THAT each member of the City Council shall appoint two (2) citizens to the CAC, with the Mayor appointing one (1) citizen to the CAC, who shall also be designated as the chair. S�CTION 3. TIIA'I' the Citizen Advisory Committee shall promptly and thoroughly study the need for street and roadway construction and repairs within the City of Lubbock, and make a report, including recommendations, to the City Council in such form and depth as to identify specific construction and repair projects most needed by the City. The CAC also shall consider and recommend appropriate funding mechanisms to accomplish said projects, including but not limited to general obligation bonds to be approved by the citizens of Lubbock at an election. SECTION 4. The Citizen Advisory Committee may from time to time invite interested citizens and elected or appointed officials of the City of Lubbock to participate in discussions concerning the Committee's work. SECTION 5. The City Manager shall appoint a member of his staff to act as secretary of the Citizen Advisory Committee, and shall provide assistance to the Committee as needed to carry out its duties in a timely manner. SECTION 6. The Committee shall work promptly with the goal to return its recommendation(s) to the Lubbock City Council at the July 23, 2024 Lubbock City Council meeting and no later than the August 6, 2024 Lubbock City Council Meeting. SECTION 7. Meetings of the Committee shall be called by the Chair and will be supported by staff. Meetings may be in-person, virtual or a combination thereof.
