Q3-.:2~-f9 Le__;:t_ + ORDINANCE NO. 3/7.,9 AN ORDINANCE AMENDING EXHIBIT ''B11 OF SECTION !.0 OF ORDINANCE NO. 894, BY DELETION THEREFROM OF THE CLASSIFICATION OF "DRILL MASTER" AND JOB SPECIFICATIONS PERTAINING THERETO SOAS TO ABOLfS! SUCH POSITION; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. WHEREAS, there are now no incumbant s holding positions as Drill Master in the Fire Department; and, WHEREAS~ the City Commission finds that the continued training and improvement through training of fire department personnel is of primary importance; and that the selection of the proper party to handle training functions can only be finally established after observation of officers perform- ing such function; and that a permanent drill master classification often hampers the rotation of officers in such assignment to obtain the benefits in such position of the particular skills, ability and experience of all the fire department officers; and, WHEREAS,. the Civil Service Commission after public hearing has recommended the abolishment of such classification; and, WHEREAS~ the City Commission finds that the abolishment of the classifica- tion of Drill Master will effect an economy in operations and a betterment of municipal service; WHEREAS,. this Ordinance affects the daily operation of the Fire Department of the City of Lubbock, which creates an emergency; NOW THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. THAT Exhibit ttB11 of Section 10 of Ordinance No. 894, in so far as same established the position of Drill Master in the Fire Department and providing class specifications therefore, BE, and the same is hereby amended by the deletion therefrom of the position and classification of Drill Master. . SECTION 2. It is the intention of this Ordinance to abolish the position and classification of Drill Master from the Fire Department of the City of 1 L ubboc k, so that Captains and other officers of particular skills and ability may simply be assigned to training duties for such periods of time as may prov e consistent with the betterment of the fire department function. SECTION 3. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed to the extent of such conflict. SECTION 4. The rule requiring an ordinance to be read on two readings -.....-_./ befor e final passage is hereby suspended, and this ordinance is declared to be an emergency measure for the reasons set forth in the preamble hereof, to take effect immediately after its passage. · = AND IT IS SO ORDERED Unanimously passed by the Commission this __ 2_2n_d ___ day of March , 1962.
