AN ORDINANCE AMENDING THE PLUMBING CODE,. AS CONTAINED IN
VOLUME 11 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK"

PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE FOR THI.S ORDI-
NANCE. .
WHEREAS, the Plumbing Board has heretofore approved and recommended
certain revisions to the Plumbing Code as more fully set out in the body of this
Ordinance; and•
WHEREAS-the City Commission finds that such revisions to the Plumbing
Code are necessary and essential to the public safety and in the interest of the
citizens of the City of Lubbock and should be made; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT Sec. 2.4-52 and Sec. 24-89 of the Code of Ordinances of
the City of Lubbock, the same appearing in the Plumbing Code of Volume ll of
said Code of Ordinances~ both section BE and they are hereby amended by the
addition to each of such sections~ at the end thereof,. of the following sentence.,
to-wit:
11A11 spaces where water heaters are located should be accessible
for repair and replacement* nq door jams or headers shall obstruct
pipe connection on top of the heater. 11
SECTION 2. THA. T the Plumbing Code~ the same appearing in Volume ll of
the Code of Ordinances of the City of Lubbock~ Texas, BE and the same is here-
by amended by the addition thereto of the following new section, de signa ted Sec.
24-9 .. 1'1 which shall read hereafter in full as follows,. to-wit:
11Sec. 24-9. 1. Master plumber to display information on vehicles.

All master plwnber s engaged;any activity within the definition of
the word plumbing as used in this Chapter, shall have his firm
name and his Master P1umber1s license number conspicuously

displayed on all motor v~hicle-s used by his firm in the trans-
action of his business as j1. Master Plumber. Such information
shall appear in lettering of not less than three inches (311) in
height." .
SECTION 3. THAT Sec. 2.4-28 of the Plumbing CodeJ the same appearing in
Volume li o£1he Code of Ordinances of the City of Lubbock, Texas~ BE and the
same is hereby amended by the addition at the end thereof of a new paragraph
which shall read as follows• to-wit:
"Installation of all food handling and kitchen equipment in.restaurantst-cafes,,
and all other business establishments devoted to furnishing edible foodstuffs to
the public for consumptio~ shall be in conformity with the requirements of this
chapter and all regulations of the State Health Department and the City-County
Health Department. Any plumbera undertaking installation of such equipment:.
shall~ prior to roughing in, contact such health departments as to then existing
health regulations which might affect the mode of installation to be followed. 11
SECTION 4. THAT the 6th sentence of the 2nd paragraph of Sec. 24-70 of
the Plumbing Codea the same appearing in Volume II of the Code of Ordinances
of the City of Lubbock~ Texas~ which now reads: "Tile or approved fibre pipe
may be used to within three feet of the outside of any building wall:~: with bell
holes provided and joints to be caulked with hemp, and poured with an approved
compound. 11 BE~ and the same is hereby amended to read hereafter as follows~
provided that the remainder of said Sec. 24-70 shall never be construed as a£.:.
fected by the amendment of this one sentence,. to-wit:

vided and joints to be caulked with hem~ and poured with an approved compound.
SECTION 5. THAT Sec. 24-41 of the Plumbing Code;J! the same appearing in
Volume II o£ the Code of Ordinances of the City of Lubbock~ Texas~ BE and the
same is hereby amended to read hereafter in full as follows,. to-wit:
"All pipes and fittings usedmr waste and vent lines shall be of kind and
grades as follows: Cast ~ron soil pipe and fittings shall be of grades known to
the trade as "extra heavy01, 11 conforming to A. S. T. M. specifications~ serial de-
signation A-74-42. or subsequent revisions, and shall be coated with asphaltum or
coal tar pitch. Waste and vents for one and two stories may be medium soil pipe
conforming to A. S. T. M. specifications. Duriron pipe and fittings or other ap-
proved aciEi resisting material may be used in this construction. Cast iron
threaded pipe and fittings of two inch diameter or less may be used for exposed
vents only. Lead pipe used for waste, vent or flush pipe must not be of lighter
weight than that known to the trade as nextra light. 11 Brass pipe used for waste
or vent line ~as provided for in this chapter) shall be of iron pipe size and weight,
type 11L 11;) hard temper copper tubing and drainage fittings~ specifications A• s. T. •
Standard galvanized steel and iron pipe or D. W. V. copper pipe may be used as
vents above the overflow level of the fixture in fixture wits of two or less~ except
in masonry walls. All clay pipe and fittings used for house sewers shall be
number one vitrified clay pipe, which shall meet all the requirements of the
A me ric an Society for Testing Mate rials, serial designation C 13-24, or sub se-
quent revisions. This pipe and fittings shall have been irs pected and stamped by
an independent laboratory satisfactory to 1he city plumbing inspector at the expens
of the supplier. Bituminized fibre' drain and sewer pipe meeting commercial
standard c.s. 116-44 or later revisions,, as published by the u.s. Department of
Commerce~ Bureau of Standards• may be used only in residential sewer lines to
within three feet of the house. Where bituminized fib~e .pipe is used, only the
ada tors and fittings specifically made for this pipe are to be used, and all work
is to be placed according to the latest approved methods of construction," ==l=
SECTION 6. THAT the 1st paragraph of Sec. 24~24 of the Plumbing Code,
the same appearing in Volume II of the Code of Ordinances of the City of Lubboc · -~
Texas, BE and the same is hereby amended to read hereafter in full as follows,
the 2nd paragraph of said Sec. 24-24 not to be affected by this amendment, to-wit
"The sum of one dollar for one fixture, or roughing in, and seventy-five
cents for all additional fixtures, shall be paid as a permit and inspection fee for
fixtures proposed to be placed in the work described in the application for such
permit under this ordinance. That said sum shall be paid by the Master-Employi g
Plumber, to whom the permit is issued under the terms of tli.s ordinance at the
time said perxrit is issued. By the term "fixtures" as used herein, is meant each
water closet, sink, bath tub, basin, (lavatory)or section of basin in battery,
drinking fountain, soda fountain, urinal, laundry tray, or section of laundry tray,
washing machine {where connected to water or sewerage), sand trap, catch basin,
sump, shower drain, slop sink, dental cuspidor, fountain cuspidor, dishwashing
machine, garbage disposal, hot water heater, water softeners, wall heaters,
floor furnace, and all other receptacles that may be classed as plumbing fixtures.
The permit and inspection fee shall apply to floor and cellar drains, septic tanks
and sewers, water and waste connections for any air conditioning or refrigerating1 apparatus, fees to be paid for on the same basis as plumbing fixtures. The sum d
one dollar, fifty cents shall be paid for each inspection of any gas piping and one
dollar for inspection any alteration of work or extension or repair in any building.
Any gas fired furnace having a floor or wall register, which requires a special
vent pipe, shall be subject to a fee of one dolhr and each additional furnace unit
on same building seventy-five cents."
SECTION 7. THAT Sec. 24-54 of the Plumbing Code, the same appearing in
Volume II of the Code of Ordinances of the City of Lubbock, Texas, BE and the I
same is hereby amended by the addition thereto of the following paragraph to read
as follows, to -wit:
"Water pipes installed under concrete floors shall be looped or manifold
above the floor surface. For fitting used under concrete slab floor, 95-5 soldier
shall be used on all joints and an air test of 100 pounds shall be put on the water
pipes at the time of the rough plumbing inspection. 11
SECTION 8. THAT Sec. 24-70 of the Plumbing Code, the same appearing in
Volume II of the Code of Ordinances of the City of Lubbock, T e xas, BE and the
same is hereby amended by the addition thereto of the following paragraph to reaS.
as follows, to-wit"
"On all new construction, excavations for water, sewer and gas service
lines, shall be so planned and arranged as to allow inspection of all such lines to
be made at the same time. 11
SECTION 9. THAT the words "one thousand dollars'' appearing in the 1st
sentence of Sec. 24-13 of the Plumbing Code, the same appearing in Volume II of
the Code of Ordinances of the City of Lubbock, Texas, BE and the same are here-
by amended to read hereafter as follows, to-wit: "ThreeThousand Dollars. 11
SECTION 10. THAT Sec. 24-14 of th.e Plumbing Code, the same appearing in
Volume II of the Code of Ordinances of the City of Lubbock, Texas, BE and the
same is in all things hereby REPEALED, it being the intention of the City Com-
mission to completely repeal and delete all provisions of said Section pertaining
to gas fitter's bond as originally adopted in par. 2-4-1 of Ordinance No. 981 of
the C i ty of Lubbock.
SECTION 11. THAT the Plumbing Code, the same appearing in Volume ll of
the Code of Ordinances of the City of Lubbock, Texas, BE and the same is hereby
amended, by the addition thereto of a new section to be designated Sec. 24-14,
the same to read hereafter in full as follows, to-wit:
"Sec. 24 -14. Gas appliance dealerts:t lawn sprinkler, and water
softener bond; conditions.
No person, firm or corporation shall enter upon the installation., construc-
tion._ reconstruction or repair of any gas p~pinga>· g4a appliance, lawn sprinkler or
water softener piping. fixtures or apparatus or any change thereof, nor shall any
person undertake for any other person the adjustment thereof,, until such person1
firm or corporation shall have delivered to the city a good and sufficient surety
bond in the sum of three thousand dollars ($3a 000. 00) to be approved by the city
attorney of the city. Such surety bond shall be with a surety company duly autho-
rized to do business in the state. conditioned for the faithful performance of all
such work entered upon or contracted for i n strict accordance and compliance
with the terms• requirements and provisions of this chapter and other ordinances j
of the city. Such bond shall be further conditioned that such contm.cting principal 1
shall:t without additional cost to the person for whom the work is done. remedy anYi
defect therein due to faulty workmanship or incorrect construction or due to the
faulty material furnished or used. All sureties on any bond required by the city
shall be liable for breach thereof to the owner of the property and any other per-
son actually damaged by such breach not to exceed the face amount of such bond;
providec4 that written notice of such damage and probable amount thereof i s given
to the surety company within ten days after the discovery of the damage., and in
no event not later than ten days after the completion or abandonment of the work
by such person. No permit shall be granted and no work started on the contract
until such bond has been filed and approved by the city attorney. and provided
further, that liability on such bond for the full amount thereof shall continue until
the surety has given the city written notice of cancellation or of the amount of
claims of which it has been notified., in which event the contracting principal on
such bond shall not pursue work further until a bond for the full amount is filed
and approved.
Such bond shall be further conditioned as follows:
1. That lawnfllsprinkler systems installed. constructed or recon ..
structed shall be equipped with a backflow preventer on the discharge side of
each of the last valves. The backflow preventer shall be at least six (6) inches
above the highest head,, and at no time less than six .(6) inches above the surround
ing ground. Where combination control valves and backflow preventers are in-
stalled, the bottom of the valve shall constitute the bottom of the backflow pre-
venter. (See Appendix C, page 46, National Plwnbing Code)
A licensed and bonded plwnber shall obtain a permit and call for in-
spections when making cm nection to the water supply and running necessary lines
to include the v a c uum breaker. Properly installed the sprinkler dealer may run
lines to any area so long as all tie to vacuum breaker outlet ..
2. All supply and waste connections to water softener designed to be
serviced on premises and/or tied into or connected to sewer shall be made by
licensed and bonded plu.mbers. A permit and inspection is required.
3. That unlicensed installation and service men may perform such
of the work herei n contemplated to the extent such work and such individuals are
expressly exempt from the licensing requirements of the Plumbing License Law
of 1947~ Art. 6243-lOla Revised Civil Statutes of Texas.
SECTION 12. THAT the Plwnbing Code,.. the same appearing in Volume ll
of the Code of Ordinances of the City of Lubbock• BE and the same is hereby
amended by the addition1hereto of the following se~tion, to be designated Sec.
24-14.J, which shall read hereafter in full as follows, to-wit:
Sec. 24-14. J. Same; permit and inspection fees.
At the time a permit is r e quested to make any of the installa-
tions covered by the preceding section• a permit and inspection fee
of $Z. 50 shall be paid to the plwnbing inspector or his authorized
representative1, for each single installatiollf; In the event a rein-
spection is required on any installation• an additional fee of $2. 50
shall be due prior to such re-inspection.:
SECTION .l.a. THAT Sec. 24-63 of the Plwnbing Code• the same appearing
in Volwne U of the Code of Ordinances of the City of Lubbock, Texas, BE and the
same is hereby amended to read hereafter in full as follows~ to-wi,t:
No arms for kitchen sinks• urinals or slop sinks shall be allowed for
wastes• but shall be brought up through the floor or where a trap is used the
same shall be brought up vertically or not more than a forty-five degree angle
to the vertical~ and directly behind the waste opening; cutting or notching more
than one-half of the depth of studs or plates shall not be permitted. On all new
construction at kitchen sink rough in there shall be a two inch copper or cast
iron pipe with corner tap tee to accomodate sink disposal and dishwasher installa-
tion. Waste riser to be directly behind and in the center of kitchen sink. Waste
fittings to be two inch in size to accomodate Z11 x 1-1/211 x 1-1/Z" fitting openings.
Such installation shall also include a two inch clean out. Such clean out shall
run to the oub.side of the building except where the installation is on the front of
the building or inside an interior partition wall. The following sketch consti-

SECTION 14. THAT Sec. Z4-l8 of the Plumbing Code• the same appearing
in Volume ll of the Code of Ordinances of the City of Lubbock. Texas• BE and
the same is hereby amended to ·read hereafter in full as follows:
11Sec. Z4-18. Same--Fees for repairing paving cut.
The fee charged to repair the paving cut for any excavation referred to in
Sec. Z4-16 of this Code shall b e based on the following ·rate and minimum charge

Charges for cuts in excess of two feet (Z10") in width will be calculated by
the City Engineer. 11
SECTION 15. Any person violating any provision of this Ordinance shall
upon conviction be fined in any sum not exceeding $ZOO. 00.
SECTION 16. Should any section, paragraph, sentence, clause., phrase or
word of this ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
SECTION 1-7. The City Sec retary shall cause the publication of this Ordi-
nance once a week for two consecutive weeks in a newspaper regularly published
in the City of Lubbock, and this Ordinance shall become effective ten ~10} days
after the second publication thereof.
