.A.N ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE
SPEED LIMIT FROM 1Q MILES PER HOUR TO Jf MILES l'ER HOUR ON TRA T PORTION

FOR PUBLIClTION; AND DEClARING AN EMERGENCY; AND PR<NIDING FOR THE !FFECTIVE

WHEREAS, the governing body, as authorized by Article 827a, Seco 8,
Vernon's Annotated Penal Code, finds that certain prima facie speed limits on
certain highways are different from what is -reasonable or safe and should be
altered and tbe~diat• preservation of public health and safety requires· im-
mediate alteration of said prima facie speed limits as hereafter set forth,-·
which creates an emergency; NOW THEREFORE,
BE IT ORD.\INED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. The prima facie speed limit established by Article 827a,
Seco 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to '' miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texas , to-wi. t:

SECTION 2. The City Manager is authorized and direeted to cause the
p[acing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinanee.
SECTION 3. An person, firm or corporation violating the prima facie
speed limit established by this Ordinance shall upon eonviction be fined in
any sum noji to exceed TWO HUNDRED DOLlARS ($200.00) and for subsequent viola ..
tions within one year thereafter shall be prosecuted as prescribed for such
violations by Sec. 15 of Article 827a, Vernon's Annotated Penal Code.
SECTION 4. The City Secretary is authorized arid directed to cause
the publication of the descriptive eaption of this Ordinance together with
the penalty provieion as an alternative method of publication as provided by lawo
SECTION 5. The fact that public necessity and co~enience requires
that this Ordinance be passed as an emergency measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be final~
passed on the day of its introduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passage.
