AND PROVIDING A PENALTY FOR THE ;yio~TIO OF ANY PROVISION IN SAID ORDINANCE~ ... .t ' ... BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: ... SECTION 1. Every person riding a bicycle upon a roadway shall be granted all the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this state declaring rules of the road applicable to vehicles or by the traffic ordinances of this city applicable to the driver of a vehicle, excep as to special regulation in this article and except as to those provisions of laws and ordinances which by their nature can have no application. SECTION z. 1. No person shall ride a bicycle upon a sidewalk within a business district,. z. The traffic engineer is authorized to erect signs on any other sidewalk or roadway prohibiting the.-7iding of bicycles thereon by any person and when such signs are in place no person shall disobey the same. 3. Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right of way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian., SECTION 3.. 1. A person propelling a bicycle shall not ride other than astrid a permanent and regular seat attached thereto. . 2., No bicycle shall be used to Carry more persons at one time than the number for which it is designed and equipped .. 3. Persons riding bicycles upon a roadway shall not ride more than two abreast,. , 4. No person operating a bicycle shall carry any package, bund , or article which prevents the rider from keeping at least one hand upon the handle bars, and the rider shall at all time keep one hand on and holding the handle bars while riding upon any street or roadway. .. No person shall park a bicycle in any safety or loading zone or upon a street other than upon the roadway against the curb or upon the ~:Jidearalk in a rac.k to support the bicycle or against a building or at the curb in such maneer as to afford the least obstruction to pedestrian traffic. SECTION s. 1. Every bicycle when in use at nighttime sball be equipped with a lamp on the front which shall emit a white light visible from a distance of at least five hundred feet to the front and with a red reflector on the rear of a type which shall be visible from all distances from fifty feet to three hundred feet to thej rear when directly in front ol! lawful upper beams of headlamps on a motor vehic • A lamp emitting a red light visible from the rear may be u5ed in addition to the red reflector. z. No person shall operate a bicycle unless it is equipped with a bell or other device capable of giving a signal audible for a distance of at least one hundred feet, except that a bicycle shall not be equipped with nor shall any per son use upon a bicycle any siren orwhistlew 3. Every bicycle shall be equipped with a brake which will enabl• the operator to make the braked wheel skid on dry, level, clean pavement. SECTION 6. 1. It is a misdemeanor for any person to do any act forbidden or fail to perform any act required in this article. ) z. The parent of any•child and the guardian of a~ward shall not authorize or knowlingly permit any such child or ward to violate any of the pro- visions of this article. 3. These regulations applicable to bicycles shall apply whenever a bicycle is operated upon any street or upon any public parking lot or upon any public path set aside for the exclusive use of bicycles. suhject to those excep- tions stated herein. SECTION 7. Any person who violates any provision of this ordinance, upon conviction" shall be punished by a fine of not to exceed $ZOO. 00. SECTION 8. This ordinance is severable and i£ any section thereof shall at any time be held invalid or unconstitutio~a such holding shall not affect any other provision or section hereof. SECTION 9. The City Secretary ia hereby directed to cause publication of this ordinance once a week for two consecutive weeks in the official publication of the City of Lubbocka and this ordinance shall become effective ten ,10)• days after the second publication.
