LUBBOCK• TEXAS,. PRESCRIBiNG THE SIZE AND WORDING OF SIGNS;, DESIG- NATING-THE ENTRANCE AND EXIT OF SAID ALLEY FOR ONE-.WAY VEHICU- LAR TRAFFIC1 THE HEIGHT OF SIGNS FROM THE SURFACE OF THE GROUND PROVIDlNG A PENALTY NOT TO EXCEED $200.00 FOR THE OPERATION OF ANY VEinCLE IN VIOLATION OF THE PROVISIONS OF THI.S ORDINANCE AN.D DIRECTlNG THE CITY SECRETARY TO PUBLISH THE DESCRIPTION CAPTION OF THIS ORDINANCE WITH PENALTY SECTION• WHEREA~ the alley which extends from Paris Avenue to Avenue Q and lying between Thirteenth and Fourteenth Streets in Lubbock~ Texasa is narrow and inadequate to accommodate vehicular traffic in more than one direction111 an~ further because of the increased traffic in said alley:» has caused a con- gestion which created a hazardous and an Wlsafe and undesirable condition; and WHEREAS. the City Commission finds that it will be in the public interest to limit the use of said alley to one-way for vehicular traffic in order to expedite the movement of vehicles and the loading and unloading of commodities and per- sons by private and public conveyance: NOW THEREFORE: BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That the alley which lies between Thirteenth Street and Four- teenth Street in Lubbock, Texas and extending from Paris Avenue tn Avenue Q in said City and State,. be and the same is hereby designated as a one-way alley for hicular traffic with entrance to said alley and direction of travel indicated as follows: SECTION 2. The entrance to said alley shall be from the East where the alley intersects with Paris Avenue for vehicular traffic moving West and one-way vehicular traffic shall extend to Avenue a. Lubbock, Texas. SECTION 3. Signs and Locations: Proper signs will be placed in conspi- cuous locations in the entrance to said alley::t> exits thereto:~~ and intersections thereof. In the alley entrance on Paris Avenue aforesai~ there will be placed one 1811 X 2411 black and white sign with arrow and inscription reading "One- Way; II in the exit to said alley on Avenue a there will be placed one 1811 X 2411 black and white sign reading "One-Way Do Not Enter11 • All signs will be attached securely by proper means in a conspicuous location either to telephone poles~ power line poles. permanent and sec ure poetsca or fences and buildings where same can be made secure~ provided the owners of such polesa fencesa posts and buildings give consent to the fastening of such signs. Height of signs from alley surface: The signs shari be placed so that the bottom of each sign will be betwee seven (7) feet and nine {9~ feet above the gronnd surface in said alley. SECTION 4. It Bhall be unlawful hereafter for any person to operate and drive or to permit the operation of any vehicle in said alley as designated in Sections One {1):.. Two {Z) and Three (3) hereof except in a westerlydirection or to drive or to permit the driving or operation of any vehicle in said alley '"' in violation of the provisions of this ordinance.
