t( llA-59, llA-60, llA-61 AND llA-67 OF THE CODE OF ORDINANCES OF THE
CITY OF LUBBOCK. TEXAS, SAID SECTIONS APPEARING IN THE ELECTJt!CA I
CODE IN VOLUME ll OF SAID CODE OF ORDINANCES, SO AS TO PROHIBIT
ELECTRICAL WORK BY PERSONS NOT LAWFULLY UCENSED AS A MASTER,
JOURNEYMAN, MAINTENANCE OR MASTER SIGN ELECTRICIAN; CHANGING
LICENSE FEES FOR ALL CLASSES OF ELECTRICIAN LICENSES; PROVIDING
EXPIRATION DATES FOR ELECTRICIAN UCENSES AND THE MANNER OF RE-
NEWAL OF SUCH LICENSES AND THE FEES FOR SUCH RENEWAL; PROVIDING
FOR COMPLETE RE-EXAMINATION FOR THOSE FAILING TO RENEW LICENS
WITHIN THE TIME SPECIFIED AND PROVIDING EXCEPTIONS THERETO;
AUTHORIZING THE BOARD OF ELECTRICAL EXAMINERS TO ADOPT RULES A D
REGULATIONS NOT INCONSISTENT WiTH CITY ORDINANCES FOR EXAMINA-
TIONS, TO PREPARE FORMS, ESTAB~H TIMES AND PLACE OF EXAMINA-
TIONS, REQUIRING EXPlANATION OF DEFICIENCIES TO FAILURES, AND
PROVIDING A WAITING PERIOD FOR RE-EXAMINATIONS, FEES THEREFOR;
AUTHORIZING THE BO.UD OF ELECTRICAL EXAMINERS TO PRESCRIBE THE
FORM AND LE.NGTH OF EXAMINATIONS, SETTING THE GENERAL SUBJECT
MATTER THEREOF, FIXING THE WEIGHT OF SUCH EXAMINATION QUESTIONS
PROVIDING A MINIMUM PASSING GRADE, AND ESTABLISHING THE PROCEDU
FOR HA.NDUNG AND GRADING THEREOF; REQUIRING AND SETTING FEES FO
EACH EXAMINATION, AND "ESTABl.JSHING .MINIMUM QUALIFICATIONS FOR
APPLICANTS FOR ALL CLASSES OF ELECTRICIAN LICENSES; PROVIDING A
PENALTY; PROVIDING A SEVERABUJTY CLAUSE; DIRECTING PUBLICATION 0
THIS ORDINANCEi DE&~RING AN EMERGENCY AND PROVIDING AN EFFEC-
TIVE DATE.
WHEREAS, the Committee on Revisions of Electrical Examinations and
Regulations and the Board of Electrical Examiners have heretofore approved and
recommended certain revisions to the Electrical Code as more fully set out in the
body of this Ordinance; and,
WHEREAS, the City Commission finds that such revisions are necessary
and essential to the public safety and in the interest of the citizens of the City of
Lubbock and should be made, and further finds that the need for examinations unde
such revisions at the earliest possible time is essential for the immediate preser-
vation of the public property and safety and effects the usual daily operation of the
City Electrical Inspection Department, all of which creates an emergency; NOW 1 THEREFORE:
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT, Sec. llA-47 of the Code of Ordinances of the City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume II of said
Code of Ordinances, BE, and the same is hereby amended to read hereafter in full
aa follows, to-wit:
"Sec. llA-47. Master's, journeyman's, maintenance and master
sign electrician1s license-·Required.
It shall be unlawful for any person, who is not a lawfully
licensed electrician under the provisions of this chapter to engage
.in or follow the business or occupation of electrician, or to do
electrical work as defined in this chapter or other ordinances of
the city, or to perform any function, work or service within the
definition of m a ster, journeyman, maintenance or master sign
electrician within the corporate limits of the city, uhless speci-
fically exempted from such license by the provisions of this chapter. u

SECTION .z. THAT Sec. llA-48 of the Code of Ordinances of tile City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume II of
said Code of Ordinances. BE, and the same is hereby amended to read hereafter
in full as follows, to-wit:
t1Sec. llA-48. Same--Issuance; fees.
Each successful applicant for master, journeyman, main-
tenance and master sign electrician's license shall be issued a
license under the provisions of this chapter upon the payment of
a license fee of one hundred fiftj...dollars -in. advance .for .a .:master
electrician and master sign electrician, twenty dollars for a
journeyman electrician, and twenty dollars for a maintenance
electrician and upon execution of a bond as required by Section
llA-68. The fees required by this Section shall be paid within
30 days after the applicant is notified he has passed the examina-
tion. Complete re-application and re-examination will be re-
quired if such fee is not paid within the time herein specified."
SECTION 3. THAT Sec. llA-51 of the Code of Ordinances of the City of
Lubbock, Texas, said .Section appearing in the Electrical Code in Volume II of
said Code of Ordinances, BE, and the same is hereby amended to read hereafter
in full as follows, to-wit:
11Sec. llA-51. Same--Expiration; renewal and renewal fees.
All master, journeyman, maintenance and master sign electricians'
licenses shall expire on the thirty-first day of December of each
year, unless sooner revoked. Licenses for master electrician
and master sign electrician may be renewed by application to the
Board of Electrical E:~Caminers for review prior to January first
for approval. If approval is issued, a renewal fee of fifty dollars
shall be paid to the City by January tenth. All other classes of
electrician licenses may be renewed by payment of the sum of five
dollars to the secretary of the Board of Electrical Examiners prior
to January tenth of each year for which renewal is sought. Renewed
licen.ses for all classes of electricians shall be ineffect from Ja.nuary
first to December thirty-first of each calendar year. No such fee
nor any portion thereof •hall be returnable. 11
SECTION 4. THAT Sec. llA•Sl of the Code of Ordinances of the City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume II of
said Code of Ordinances, BE .. and the same is hereby amended to read hereafter
in full as follows, to-wit:
•'Sec. llA-Sz. Same--Failure to apply for renewal before expiration.
If a bolder of any class of a electricians • license fails to renew
such license within the time hereinabove provided, he shall be re-
quired to pay the full original fee and take the examination as provided
for persons originally applying for license to do electrical work in
the City; provided, however, that holders of journeyman and main-
tenance electrician licenses of the City of Lubbock who are not working
within the corporaw limits of the City at renewal time and who return
to work ..Uthin the corporate limits of the City later in the year, may
effect such renewal merely by application therefore and payment of the
five dollar renewal fee without the need for re-examination. n

SECTION 5. THAT Sec. llA-59 of the Code of Ordinances of the City of
Lubbock, Te.x.a,, said Section appearing in the Electrical Code in Volume II of
said Code of Ordinances, BE, and the sa.me is hereby amended to reatl hereafter
in full as follows, to-wit:
"Sec,. llA-59. Examination of applicants --Powers and duties of
board ..
The Board of Electrical Examiners shall have the power
to adopt rules and regulations not inconsistent with this Chapter
for the examination of applicants for licenses ior master electri-
cian, journeyman electrican, mas~r sign electrician and main-
tenance electri.i:ian, and to provide proper forms to be filled out by
sach applicants, to fix reasonable times for the examination of
applicants and to specify the ]il.ce and time the examination shall
be held and to make rules and regulations for re-examination:
provided, however, when an applicant has failed, it shall be the
duty Df the board to point out to him wherein he is deficient, and
to render to him all reasonable assistance within their power to
overcome such defici~n~y. An applicant failing an examinatiol1
for any class of e~ctricians 1 license shall not be eligible to re-
apply for examination until 30 days have expired from the date
of the examination failed. Applicants for re-examination ~hall
make new application therefor and pay the fees required in Sec.
llA-61 .. "
SECTION 6. THAT Sec. llA-60 of the Code of Ordinances of the City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume U of
said Code of Ordinances, BE, and the same is hereby amended to read hereafter
1 in full as follows, to-wit:
"Sec, llA-60. Same--Examination procedures.
The Board of Electrical Examiners shall prescribe the form
andltn~h of the examinations for all classes of electricians1 licenses.
The subject matter of such examinations shall test the app-licant as to
his knowledge of any or all types of electrical installation, his practi-
cal knowledge of electricity and diagrams of any and all types of in-
stallations, and his familiarity and understanding of the National
Electrical Code of the National Board of Fire Underwriters and the
electrical ordinances. of the City of Lubbock. The weight to be given
each question or part of each such examination shall be fixed by the
Board so as to'total 1000/D for a perfect score. A minimum grade of
701}'. is required for passing. Applicant shall seal his examination
paper in an envelope immediately upon completion of tb~ examination
and deliver same to the secretary in the Building Inspection office of
the City, or other person designated by the Board. Such envelope
shall be kept safe and shall be unsealed and graded at the llext regular
meeting of the Board of Electrical Examiners, at which time the
license shall b~ denied or approved for issu.ance upon paym~nt of fees. u . \ .•
SECTION 7. THAT Sec. llA-61 of the Code of Ordinances of the City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume n of said
Code of Ordinances, BE, and the same is hereby amended to read hereafter in full
as follows, to•wit:

"Sec. llA-61. Same--Examination fees.
Each applicant. for an examination as journeyman or maintenance
electrician, shall after qualifying for examination but prior to
such examination, pay to the secretary of the Board of Electrical
Esa.miners the sum of five dollars. Each applicant for an examina-
tion as master electrician and master sign electrician, shall after
qualifying for examination but prior to such examination, pay to
said Secretary the ~um of ffty dollars. These examination fees
are in addition tb the :Fees required in Sec. llA-48• and shall not
be returnable to the applicant for any reason. All :sums so collected
by said secretary of the board shall be paid over to the general fund
of the City. "
SECTION 8, THAT Sec. llA-76 of the Code of Ordinances of the City of
Lubbock, Texas, said Section appearing in the Electrical Code in Volume II of
said Code of Ordinance.s, BE, and the same is hereby amended to read hereafter
in full as follows, to-wit:

Each applicant for master and master sign el~ctricians'
lic~nse shall.be a high school graduate or the equivalent and
shall have had four years journeyman level experience or a college
O+ technical •chool degr.ee with two years journeyman level
experience. Each applicant for journeyman or maintenance
electricianst license shall be a high school graduate or equivalent
and shall have had four years experience as. an apprentice in
electrical construction or the equivalent. 11

SECTION 9. Any person violating any provision of this Ordinance shall up n
conviction be fined in any sum not exceeding $ZOO. 00.
SECTION 1 O. Should any Section, paragraph, sentence, clause, phrase or
word-of this ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected '!hereby.
SECTION 11. The City Secretary shall cause the publication of this Ordina ce
once a week for two consecutive weeks in a newspaper regularly published in the
City of Lubbock.
SECTION IZ. The rule requiring an ordinance to be read on two readings
before final passage is hereby suspended, and this ordinance is declared to be an
emergency measure for the reasons set forth in the preamble hereof, to take effec
immediately after its passage.
